The Police Jury of the Parish of Rapides, State of Louisiana, w as duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then called the meeting to order at 3:00 p.m.

The invocation was given by Mr. Ollie Overton.

The Pledge of Allegiance was led by Mr. Parrish Giles.

There were present: Craig Smith, President and Police Jurors: Davron “Bubba” Moreau, Randy Wiggins, Danny Bordelon, Oliver “Ollie” Overton, Jr., Parrish Giles and Jay Scott.

Absent: Mr. Randy Harris and Mr. Sean McGlothlin.

Also present were: Ms. Theresa Pacholik, Secretary/Treasurer; Mr. Gregory L. Jones, Legal Counsel; Ms. Sarah Vidrine; Ms. Debra Wess; Mr. Ryan Elkins; Ms. Betty Jo Bourgeois; Ms. Linda Sanders; Ms. Sharon Neal; Mr. Shane T rapp; Mr. Buffy Normand; Mr. Tripp Dungan; Ms. Anna Barton; Ms. Melissa Gregory and Ms. Melissa Newcomb.

On motion by Mr. Parrish Giles, seconded by Mr. Randy Wiggins to di scuss and take action on the compensation study final report by SSA Consultants. Discussion SPECIAL SESSION JUNE 17, 2026

Ms. Theresa Pacholik discussed the results of the study and how it would impact salaries of current civil service employees. Discussion ensued.

Ms. Theresa Pacholik stated she is requesting a name change on t he following position: Chief Accountant to Assistant Parish Treasurer.

Ms. Sharon Neal is requesting a position name change on the following position: MIS Manager to MIS Coordinator.

Ms. Betty Jo Bourgeois is requesting a name change for the following positions: Processing Technician II to Processing Clerk I Processing Technician III to Processing Clerk II I/S Specialist to Processing Specialist I/S Coordinator to Processing Supervisor

On motion by Mr. Ollie Overton, seconded by Mr. Parrish Giles to appr ove, adopt, and implement contingent upon approval, adoption, implementation by the Rapides Parish Civil Service, the findings and recommendations of SSA Cons ultants “Evaluation of the Rapides Parish Civil Service Employee Plan”, and the “Market Minimum with Longevity Plan”, increase not to exceed 20% of an emplo yee’s current salary, if applicable, unless current employee is not, aft er such 20% adjustment, making the new range minimum, in which case the current employee’s salary shall be adjusted to the new range minimum, approve the na me change for certain positions as recommended by the Department Head, to be effective June 28, 2026 and approve the position name changes as listed above for the Fina nce Department, OEWD and Sales Tax. President Smith asked for a roll call vote.

Roll call vote as follows:

YEAS: Randy Wiggins, Bubba Moreau, Danny Bordelon, Jay Scott, Parrish Giles, Ollie Overton and Craig Smith NAYS: None ABSENT: Sean McGlothlin and Randy Harris ABSTAINING: None On roll call vote the motion carried 7-0.

On motion by Mr. Bubba Moreau, seconded by Mr. Ollie Overton to grant approval to Shirley McTire for five (5) additional lots, located at 1380 Palmer Chapel Road, Pineville, LA, as recommended by the Rapides Area Planning Commission, pending Legal Counsel review. Mr. Greg Jones stated it has been reviewed and approves the additional lots. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Ollie Overton there being no further business, the meeting was adjourned at 3:26 p.m.
