The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of the Parish Courthouse, 701 Murray Street, Alexandria, Louisiana, on Monday, December 8, 2025, at three (3:00) o'clock p.m. (Central Standard Time).
There were present: Craig Smith , President and Police Jurors: Davron “Bubba” Moreau, Randy Wiggins, Randy Harris , Danny Bordelon, Oliver “Ollie” Overton, Jr., Sean McGlothlin and Parrish Giles.

· the mortgage and conveyance records of Rapides Parish, · the current telephone book, · any other examination resources, including Internet search engines, if any, the records of the Louisiana Secretary of State and the Secretary of States set forth by the names of identified entities
Section 3. The acquiring person shall submit the required notifications (R.S. 47:2206 A and B) to the Civil Sheriff for his/her signature, and then notify those persons identified via regular mail, certified mail*, publication and/or service of process. *Copies of the “green and white receipts” should be maintained by the purchaser as indicia of compliance with the notice requirements;
Section 4. The acquiring person shall send written notice notifying any tax sale party whose interest the successful bidder or done intends to be terminated that the party has until the later of the following to redeem the property or otherwise challenge in a court of competent jurisdiction the potential sale or donation:
- (a) Sixty days from the date of the notice provided in this Subsection, if five years have elapsed from the filing of the tax sale certificate (formerly “process verbal”), or six months after the date of the notice provided for in this Subsection, if five years have not elapsed since the filing of the tax sale certificate (formerly “process verbal”);
- (b) The filing of the sale or donation transferring the property.
- (c) The written notice required by this Section shall be that which is included in R.S.47:2206 A. (2).

Section 5. The acquiring person shall cause to be published in the official journal of this parish (currently the Town Talk) a notice that any tax sale party whose interest the successful bidder or done intends to be terminated has, to redeem the property, until the later of:
- (a) Sixty days, for property on which a tax sale certificate (formerly “process verbal”) was filed over five years previous of the first publication, or six months if the tax sale certificate (formerly “process verbal”) was filed less than five years before the first publication of the notice provided for this Subsection.
- (b) The filing of the sale or donation transferring the property.
- (c) The publication required by this Section shall be that which is included in R.S. 47:2206 B. (2).
Section 6. The acquiring person may file with the recorder of mortgages a copy of one of the notices that was sent to the tax debtor or the current owner. A transfer, mortgage, lien, privilege or other encumbrance filed after the filing of the notice shall not affect the property. The recorder of mortgages or recorder of conveyances shall cancel, erase, terminate, or release the acts upon the request of the acquiring person.
Section 7. At any time after the expiration of the sixty-day or six- month periods, as applicable, set forth in R.S. 47:2206 (A) and (B), the acquiring person, or his/her successors and assigns, may send to this body a written notice requesting that the sale/donation to him/her be authenticated. The President of the Jury shall authenticate the sale or donation within ten days from the date of the request or as soon thereafter as practical. However, the President shall not execute the Act of Cash Sale or Act of Donation until the District Attorney’s office has certified in writing to the President that purchaser or done has complied with the mandates of this Ordinance. The sale price shall be paid by cashier’s check or money order at the time of sale.
NOTE: The initial application fee of $75.00 and any other costs incurred by the purchaser shall not be applied to the purchase price and shall not be refundable if the purchaser elects not to complete the process.
NOTE: The City of Alexandria and/or the City of Pineville and/or the Parish of Rapides shall reserve all oil, gas and other mineral rights in and to the property to be conveyed but shall convey the surface rights of said property.
Section 8. The acquiring person shall be responsible for filing the sale or donation and payment of all filing fees.
Section 9. The only warranty owed by the political subdivision or the municipalities shall be a warranty against eviction resulting from a prior alienation by the political subdivision or the municipality.
- (a) All sales and donations shall be without warranty, either expressed or implied, even as to return or reduction of the purchase price, including without limitation the warranty against exhibitory defects or vices and the warranty that the thing sold is reasonably fit for its ordinary purpose or the acquiring person’s intended or REGULAR MEETING DECEMBER 8, 2025
particular purpose.
- (b) These waivers or exclusions of warranties shall be self -operative regardless of whether the waivers or exclusions are contained in the act of sale or donation, and regardless of whether they are clear and unambiguous, and regardless of whether they are brought to the attention of the acquiring person. This provision supersedes the requirements of any other law.
- (c) The writing constituting the sale shall be in the form as provided in R.S. 47:2207
- B. and the writing constituting the donation shall be that which is included in R.S. 47:2207 C.
Section 10. The provisions of R.S. 41:1338 shall not apply to the property being sold or donated in accordance with this Ordinance.
Section 11. A certified copy of the sale or donation shall be prima facie evidence of the regularity of all matters dealing with the sale or donation and the validity of the sale or donation.
Section 12. Contemporaneously with or subsequent to the filing of the sale or donation of adjudicated property, the acquiring person, his/her successors or assigns, ma file with the recorder of mortgages an affidavit indicating how the tax sale parties whose interes t the acquiring person, his/her successors or assigns, intends to be terminated were identified, how the address of each tax sale property was obtained, how the written notice was sent, the results of sending the written notice, and the dates of publication.
- (a) The affidavit may also contain a statement of the interest of which the purchaser or done takes subject. The recorder of mortgages shall index the affidavit only under the names of the owner filing the affidavit and the tax debtor, as mortgagors.
- (b) The affidavit described herein shall be sufficient if it follows the form articulated in R.S. 47:2208.
- (c) With respect to a sale, the filing of the affidavit provided herein shall operate as a cancellation, termination, release, or erasure of record of all statutory impositions of all political subdivisions then due and owing, of all governmental liens, and of all interests, liens, mortgages, privileges, and other encumbrances recorded against the property sold and listed in the affidavit.
- (d) With respect toa donation, the filing of the affidavit provided herein shall operate as a cancellation, termination, release, or erasure of record of all statutory impositions of all political subdivisions then due and owing, of all governmental liens, and of all interests, liens, mortgages, privileges, and other encumbrances recorded against the property sold and listed in the affidavit.
- (e) Upon filing of the affidavit, the recorder of mortgages or the recorder of conveyances shall treat as canceled, terminated, released, or erased, all those liens, privileges, mortgages or other encumbrances canceled, terminated, released or erased under subsections (c) or (d) of this Section, only insofar as they affect the property.

- (f) The owner filing the affidavit shall be liable to and indemnify the recorder of mortgages, the recorder of conveyances, and any other person relying on the cancellation, termination, release, or erasure by affidavit for any damages that they may suffer as a consequence of such reliance if the recorded affidavit contains materially false or incorrect statements that cause the recorder to incorrectly cancel, terminate, release or erase any interest listed in the affidavit. The recorder of mortgages and the recorder of conveyances shall not be liable for any damages resulting to any person or entity because of the cancellation, termination, release or erasure of any interest in compliance with this Section.

On motion by Mr. Parrish Giles, seconded by Mr. Danny Bordelon to approve the name change of the part- time maintenance position to part -time firefighter and update the job duties accordingly for Rapides Parish Fire District No. 10 – Plainview Volunteer Fire Department, starting hourly pay is $10.50 per hour, not to exceed 32 hours per week, as recommended by the Fire Chief and approved by the Plainview Volunteer Fire Department Board of Directors on November 9, 2025. A RESOLUTION TO OPT OUT OF STATEWIDE SOLAR SITING
REQUIREMENTS
WHEREAS, Act 279 of the 2025 Regular Legislative Session (“Act”) enacted solar facility siting requirements found in La. R.S. § 30:1144, which states that “any solar power generation facility with a footprint of seventy-five acres or more which is not located wholly within an industrial-zoned area or a Louisiana Economic Development certified site shall comply with the standards set forth in this Section.”

WHEREAS, the Act also states in La. R.S. § 30:1142(B) that “[a]ny parish that has adopted solar ordinances may by resolution opt out of the siting requirements of this Part. Upon submission of such resolution so passed to the department, the siting standards of this Part shall not apply to that parish.”
WHEREAS, Rapides Parish has enacted a Solar Ordinance as of June 2025 and now requests to opt out of the statewide solar siting requirements within La. R.S. § 30:1144;

Mr. Chris Alexander representing the Louisiana Citizen Advocacy Group asked for the Rapides Parish Police Jury to consider adding a suspension to all CCS activities in Rapides Parish to the Resolution until the completion of the study by the CCS Taskforce.
Mr. Robert “Boo” Maddox with Save My Louisiana stated they are in opposition of CCS in Rapides Parish and recommend the Jury to reconsider the study to be conducted by G.E.C. and consider another company more qualified and familiar with CCS.
Mr. Robert Haymon with the Greater Vernon Chamber of Commerce discussed the benefits of CCS coming into Rapides Parish and Vernon Parish.
Mr. Damon Flores with Beaver Lake Renewables expressed their support of the Taskforce and transparency of the CCS project.
Mr. Buck Vandersteen representing the Louisiana Forestry Association, stated they support the Taskforce and all work together to assist Louisiana leading in this region in the CCS industry.
Mr. Clint Iles representing Roy O. Martin commended the loggers of Louisiana for their hard work and support the Taskforce.
Mr. Charles Kingred representing We the People expressed many concerns regarding CCS and they are against CCS in Louisiana.

ON
CARBON CAPTURE OPERATIONS IN RAPIDES PARISH
WHEREAS, the Rapides Parish Police Jury recognizes its duty to protect the health, safety, property, and welfare of the citizens of Rapides Parish and to preserve the parish’s natural resources, including clean air, safe drinking water, productive agricultural land, and a stable environment for current and future generations; and
WHEREAS, the Rapides Parish Police Jury also recognizes its duty for the health and welfare of our citizens to support economic development in Rapides Parish to provide our families and businesses with good, safe, reliable employment opportunities & economic growth that provides our citizens with a means of income to support their families and provide the basic necessities of life and provide our children with a future to remain in Rapides Parish without having to leave the Parish to find employment, and th at at the same time do not threaten or pose any unacceptable safety and/or health risks to our citizens and our communities;
WHEREAS, with the above concerns for our citizens in mind, the Rapides Parish Police Jury has authorized and ordered an independent study on the potential geological and environment effects of carbon capture operations and any potential risks and/or safety concerns associated with carbon capture operations in Rapides REGULAR MEETING DECEMBER 8, 2025
Parish, said report to be released and discussed at a public meeting and by a task force of representatives of the parties affected by said operations in Rapides Parish;
WHEREAS, while at the same time our citizens are concerned over the use of eminent domain/expropriation against private property owners for carbon capture operations and have expressed a desire for the citizens of Louisiana to be allowed to vote in local option elections on carbon capture operations;
NOW, BE IT RESOLVED, that the Rapides Parish Police Jury opposes the utilization of eminent domain/expropriation of property related to the carbon capture operations within Rapides Parish; and, the Rapides Parish Police Jury fully supports State of Louisiana legislation being filed to allow Parish wide local option elections for the citizens, including Rapides Parish, to render a decision on carbon capture operations within Rapides Parish;

A resolution ordering and calling special elections to be held in (i) Fire Protection District No. 4 of the Parish of Rapides, State of Louisiana, (ii) Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, (iii) Fire Protection District No. 19 of the Parish of Rapides, State of Louisiana and (iv) Road District No. 2C of Rapides Parish, State of Louisiana, to authorize the renewal and continuation of special taxes therein, making application to the State Bond Commission, and providing for other matters in connection therewith.
BE IT RESOLVED by the Police Jury of the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Fire Protection District No. 4 of the Parish of Rapides, State of Louisiana, (ii) Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, (iii) Fire Protection District No. 19 of the Parish of Rapides, State of Louisiana and (iv) Road District No. 2C of Rapides Parish, State of Louisiana (the "Districts"), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by the Constitution of the State of Louisiana of 1974, including Article VI, Sections 30 and 32 thereof, the applicable provisions of the Louisiana Election Code, and other constitutional and statutory authority, special elections are hereby called and ordered to be held in the Districts on SATURDAY, MAY 16, 2026, between the hours of seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., in accordance with the provisions of La. FIRE DISTRICT NO. 19 PROPOSITION

Shall Fire Protection District No. 19 of the Parish of Rapides, State of Louisiana (the "District"), continue to levy and collect a 26.48 mills tax (the "Tax") on all the property subject to taxation in the District (an estimated $160,600 reasonably expected at this time to be collected from the levy of the Tax for an entire year), for a period of 10 years, beginning with the year 2028 and ending with the year 2037, for the purpose of acquiring, constructing, maintaining and/or operating fire protection and emergency medical service facilities, vehicles and equipment, including both movable and immovable property, including paying the cost of obtaining water for fire protection purposes, said millage to represent a 1.48 mills increase (due to reappraisal) over the 25 mills tax authorized to be levied through the year 2027 pursuant to an election held on November 18, 2017, provided that a portion of the Tax proceeds is required to be contributed to state and statewide retirement systems as provided in R.S. 11:82?
ROAD DISTRICT NO. 2C PROPOSITION

Shall Road District No. 2C of Rapides Parish, State of Louisiana (the "District"), continue to levy and collect a tax of up to 54.49 mills on all the property subject to taxation in the District (an estimated $2,837,200 reasonably expected at this time to be collected from the levy of the tax for an entire year if levied at such rate), for a period of 10 years, beginning with the year 2028 and ending with the year 2037, for the purpose of constructing, maintaining, draining and keeping in repair the public roads, highways, and bridges within the District?
SECTION 2. Publication of Notice of Elections. A Notice of Special Elections shall be published in the official journal of the Districts once a week for four consecutive weeks, with the first publication to be made not less than forty-five
- (45) days nor more than ninety (90) days prior to the date o f the elections, which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full.
Notwithstanding the foregoing, prior to the publication of the Notice of Elections, the President is authorized and directed to make any amendments to the foregoing propositions that may be required to comply with any state or federal regulatory agencies.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Police Jury Room of the Rapides Parish Courthouse, 701 Murray Street, 2nd Floor, Alexandria, Louisiana, on MONDAY, JUNE 8, 2026, at 3:00 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special elections.
SECTION 4. Polling Places. The polling places for the precincts set forth in the aforesaid Notice is hereby designated as the polling places at which to hold the said elections, and the Commissioners -in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners- in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special elections as here in provided, and shall make due returns of said elections for the meeting of the Governing Authority to be held as provided in Section 3 hereof. All registered voters in the Districts will be entitled to vote at the special elections, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary-Treasurer of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said elections, the necessary equipment, forms and other paraphernal ia essential to the proper holding of said elections and the President and/or Secretary -Treasurer of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the elections.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of REGULAR MEETING DECEMBER 8, 2025
Court and Ex -Officio Parish Custodian of Voting Machines of Rapides Parish and the Registrar of Voters of Rapides Parish, as notification of the special elections, in order that each may prepare for said elections and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special elections as herein provided, and in the event said elections carry for further consent and authority to continue to levy and collect the special taxes provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.
SECTION 9. Employment of Counsel. This Governing Authority finds and determines that a real necessity exists for the employment of special counsel on matters related to the special election, and accordingly, Foley & Judell, L.L.P., is hereby employed as special counsel for said purpose for a term not exceeding one
- (1) year from the date of this resolution. The fee to be paid said special counsel shall be an amount computed at hourly rate based on the Attorney General's then current Maximum Hourly Fee Schedule, not to exceed $1,000 in the aggregate, together with reimbursement of out- of-pocket expenses, and payment for the work herein specified is hereby approved without further action of this Governing Authority as and when invoices are presented. The scope of this legal representation does not involve federal claims.

This Governing Authority does further proceed to examine and canvass the returns of the Elections thereof.
SECTION 2. Election Results. According to the official certified tabulation of votes cast at said Elections,
- (i) there was a total of 71 votes cast IN FAVOR OF Fire Protection District No. 14 Proposition and a total of 26 votes cast AGAINST Fire Protection District No. 14 Proposition, resulting in a majority of 45 votes cast IN FAVOR OF Fire Protection District No. 14 Proposition; and
(ii) there was a total of 2 votes cast IN FAVOR OF Fire Protection District No. 16 Proposition and a total of 3 votes cast AGAINST Fire Protection District No. 16 Proposition, resulting in a majority of 1 vote cast AGAINST Fire Protection District No. 16 Proposition.
The Fire Protection District No. 14 Proposition was therefore duly CARRIED and Fire Protection District No. 16 Proposition was therefore duly DEFEATED by a majority of the votes cast by the qualified electors voting at the Elections.
SECTION 3. Promulgation of Election Result. The results of said elections shall be promulgated by publication in the manner provided by law, after receipt REGULAR MEETING DECEMBER 8, 2025
from the Secretary of State’s office of the actual costs of the elections, as required by §18:1292 of the Louisiana Revised Statutes of 1950, as amended.
SECTION 4. Declaration. The foregoing results of the Elections are hereby declared by this Governing Authority and shall be published as required by law.
SECTION 5. Procès Verbal. A Procès Verbal of the canvass of the returns of the Elections shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in her office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Rapides, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

The polling places at the precincts in the Districts are hereby designated as the polling places at which to hold the said elections, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of Fire Protection District No. 14 election as determined by the Secretary of State based upon the provisions of Chapter 8- A of Title 18 and actual costs of similar elections is $12,000.
The estimated cost of Fire Protection District No. 16 election as determined by the Secretary of State based upon the provisions of Chapter 8- A of Title 18 and actual costs of similar elections is $11,600.
Notice is further given that a portion of the monies collected from the taxes described in the Propositions shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special elections will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said elections, as provided in this Notice of Special Elections, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HER EBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Police Jury Room of the Rapides nd Floor, Alexandria, Louisiana, on MONDAY, DECEMBER 8, 2025, at 3:00 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result REGULAR MEETING DECEMBER 8, 2025
of the said special elections. All registered voters of the Districts are entitled to vote at said special elections and voting machines will be used.

I, the undersigned President of the Police Jury of the Parish of Rapides, State of Louisiana, the governing authority of (i) Fire Protection District No. 14 of the Parish of Rapides, State of Louisiana and (ii) Fire Protection District No. 16 of the Parish of Rapides, State of Louisiana (the "Districts"), do hereby declare, proclaim and announce that the Fire Protection District No. 14 proposition submitted at the special election held on Saturday, November 15, 2025, was CARRIED and the Fire Protection District No. 16 proposition submitted at the special election held on Saturday, November 15, 2025, was DEFEATED by a majority of the votes cast at the said special elections, all as described and set out in the above Procès Verbal.

On motion by Mr. Danny Bordelon, seconded by Mr. Ollie Overton to authorize Rapides Parish Fire District No. 3 to secure financing for a term of five (5) years, as recommended by the Alpine Volunteer Fire Department Board of Directors and Fire Chief and authorize President to sign all necessary documents. On motion by Mr. Jay Scott, seconded by Mr. Parrish Giles to receive the recommendation from the Selection Committee for Engineering Services and award RFQ# - 3477 – Engineering Services for Cloverdale Drainage Improvement Project. Discussion ensued.
On motion by Mr. Randy Harris, seconded by Mr. Randy Wiggins to recommend to award RFQ#3477 - Engineering Services for Cloverdale Drainage Improvement Project to Ballard CLC. On vote the motion carried.
On motion by Mr. Randy Harris, seconded by Mr. Danny Bordelon to declare Friday, December 26, 2025, as a parish holiday, in accordance with Proclamation 71 JML 2025, issued by Governor Jeff Landry on November 4, 2025 and ask Rapides Parish Civil Service to concur. On vote the motion carried.

WHEREAS, the Rapides Parish Police Jury requires professional services to perform an Airfield Lighting Rehabilitation Site Assessment and PER at the Esler Regional Airport; and,

WHEREAS, the projected cost for this project is anticipated not to exceed $40,000; and,
WHEREAS, 100% of funding for this project is provided through grants by the Federal Aviation Administration and the State of Louisiana Aviation Trust Fund.
NOW, THEREFORE, BE IT RESOLVED, that the Rapides Parish Police Jury hereby authorizes the President to accept the grants, execute grant agreements and amendments as may be necessary, and furnish such additional information as may reasonably be required in connection with the grants for said project.

On motion by Mr. Parrish Giles, seconded by Mr. Ollie Overton to adopt a resolution in support of S.356 -Secure Rural Schools Reauthorization Act of 2025 and authorization the President to send a letter to Congressional and Local Delegation asking for their support for Rapides Parish. On vote the motion carried.
On motion by Mr. Ollie Overton, seconded by Mr. Danny Bordelon to authorize cleanup of garbage, trash, weeds and debris at 7018 Isabella Drive, Alexandria, LA and authorize legal counsel to invoice the property owner for cost of cleanup. Public Works Department to complete the job if a contractor is unable to complete the job in a timely manner or if it is cost prohibitive. On vote the motion carried.

ORDINANCE
AN ORDINANCE ADOPTING THE OPERATING BUDGET AND REVENUES AND EXPENDITURES FOR CERTAIN FUNDS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2026, AND ENDING DECEMBER 31, 2026, IN ACCORDANCE WITH LA R.S. 39:1309-1310.
BE IT ORDAINED by the Police Jury of Rapides Parish, in regular session convened that:
SECTION 1. The following estimate of revenues for certain funds for the fiscal year beginning January 1, 2026, and ending December 31, 2026 , be and the same is hereby adopted to serve as an operating budget of Revenues for these funds for the Police Jury of Rapides Parish, during the same period.
SECTION 2. The attached estimates of expenditures for certain funds are hereby adopted to serve as a budget of expenditures for these funds for the Police Jury of Rapides Parish during the same period.
SECTION 3. The adoption of this operating budget of expenditures be and the same is hereby declared to operate as an appropriation of the amount therein set forth within the terms of the budget classification.
SECTION 4. Amounts are available for expenditure only to the extent included within the 2026 budget.
SECTION 5. The Treasurer shall have the authority to make any changes and amendments to any agencies, departments, functions, characters and funds within the adopted budget as she deems necessary provided that the provisions of LA R.S. 39:1310 (A) are followed.
