NOTICE OF SPECIAL POLICE JURY MEETING

  1. Public Hearing for Rapides Parish Police Jury, sitting as the Board of Review, to receive any protests under a Request for Review of property tax assessments timely filed.
  2. Any other business that may properly come before the Police Jury.

BY ORDER OF THE PRESIDENT

There were present: Joseph “Joe” Bishop, President, Sean McGlothlin, Vice - President, Davron “Bubba” Moreau, Ernest Nelson, Oliver “Ollie” Overton, Jr . and Parrish Giles

Absent were Police Jurors: Craig Smith, Danny Bordelon and Jay Scott.

Also present were : Ms. Theresa Pacholik, Mr. Greg Jones, Legal Counsel; Ms. Sarah Vidrine, Ms. Marla West, Mr. Rick Ducote, Mr. Carey Westbrook, Mr. Andrew Stokes, Ms. Christine Pappas, Ms. Debra Wess, Ms. Devon Davis and Mr. Thomas David.

The invocation was given by Mr. Parrish Giles.

The Pledge of Allegiance was led by Mr. Bubba Moreau.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Joseph “Joe” Bishop, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Bubba Moreau, seconded by Mr. Sean McGlothlin, to sit as a Board of Review for hearing complaints on property assessments, as advertised. On vote the motion carried.

Mr. Rick Ducote gave a brief overview of the following protest s from the Alexandria Mall, American Towers and Crown Communications , which had no representation present. He asked that the Jury uphold the current assessed values for all three entities.

On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton to accept recommendation of Mr. Rick Ducote, Rapides Parish Tax Assessor, to uphold the current assessed values for Alexandria Mall and they be referred to the Louisiana Tax Commission:

On motion by Mr. Joe Bishop, seconded by Mr. Bubba Moreau to accept recommendation of Mr. Rick Ducote, Rapides Parish Tax Assessor, to uphold the current assessed values for the following and they be referred to the Louisiana Tax Commission:

On motion by Mr. Ollie Overton, seconded by Mr. Bubba Moreau to close the public hearing. On vote the motion carried.

Mr. Thomas David, Pan American Engineers gave a brief update on the status of the Public Records Building.

On motion by Mr. Ollie Overton, seconded by Mr. Parrish Giles the following resolution was adopted:

TERMINATION of STATE OF EMERGENCY RAPIDES PARISH

WHEREAS, on September 10, 2024 the Parish of Rapides is sued State of Emergency due to impending threat from Tropical Storm Francine,

WHEREAS, the Louisiana Homeland Security and Emergency Assistance and Disaster Act, La. R.S. 29:727, et seq., confers upon the Parish President emergency powers to deal with emergencies and disasters, including those caused by fire, flood, earthquake, or other natural or man-made causes, in order to ensure that preparations of the Parish will be adequate to deal with such emergencies or disasters and to preserve the lives and property of the people of Rapides parish;

WHEREAS, when the President determines that a disaster or emergency has occurred, or the threat thereof is imminent, La. R.S. 29; 727(D) empowers the President to declare a state of emergency by executive order or proclamation, or both;

WHEREAS, when the President determines that the threat of danger has been dealt with to the extent that emergency conditions no longer exist, the state of emergency may be terminated by executive order or proclamation;

WHEREAS, there is no longer a need to continue certain specific emergency orders;

NOW THEREFORE, I, Joe Bishop, President of the Rapides Parish Police Jury by authority vested in me by the Parish Charter and the Louisiana Disaster Act of 1993, do hereby terminate the Emergency Declaration made September 10, 2024.

Issued on this 16th day of September 2024 and effective at time of issuance.

On motion by Mr. Ollie Overton, seconded by Mr. Bubba Moreau to authorize the issuance of a quietus on the part of the Rapides Parish Police Jury in favor of the Sheriff and Tax Collector, and against any claim on the part of the Rapides Parish Police Jury for the ad valorem taxes of the year 202 3, and authorize Theresa Pacholik, Treasurer, to issue said quietus.

RESOLUTION

WHEREAS, Mark Wood, Tax Collector, has exhibited to the Rapides Parish Police Jury satisfactory evidence that all taxes due to the Parish governing authority shown on the ad valorem tax rolls of Rapides Parish for the year 202 3 have been paid or accounted for, and

WHEREAS, the said Rapides Parish Police jury has by resolution, a copy of which is annexed hereto, authorized me to issue this quietus on behalf of the Rapides Parish Police Jury in favor of the said Mark Wood, Tax Collector, and against any claim on the part of the Rapides Parish Police Jury for the ad valorem taxes of the year 2023.

This resolution having been submitted to a vote, the vote thereon was as follows:

YEAS: Joseph “Joe” Bishop, Sean McGlothlin, Davron “Bubba” Moreau, Ernest Nelson, Oliver “Ollie” Overton, Jr. and Parrish Giles NAYS: None ABSENT: Craig Smith, Danny Bordelon and Jay Scott

And the resolution was declared adopted on this the 16th day of September, 2024.

QUIETUS
