There were present: Craig Smith, President, Joe Bishop, Rusty Wilder, David Johnson and Doris Perry.

Absent were Police Jurors: Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr, Davron “Bubba” Moreau and Sean McGlothlin.

Also present were: Mr. Greg Jones, Legal Counsel and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. David Johnson.

The Pledge of Allegiance was led by Mr. Rusty Wilder.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

The first item on the agenda was a motion to adopt a Resolution authorizing conditional funding letters of commitment of American Rescue Plan Act Funds, for Rapides Parish Water and Sewer districts /systems local match for funding applications submitted under the LA Water Sector Program, and authorizing the President to sign the letters.

Mr. Craig Smith stated when these entities make application, this is the numbers we will be looking at for matching funds if they obtain their grants.

Mr. Greg Jones, Legal Counsel explained the American Rescue Act funds. There are two eligible items you can spend the funds on. Water infrastructure improvement and sewer structure improvements. The state has a water sector program that will be accepting grants or applications until November 1st. It will probably be about a three-month process to make their decisions. We anticipate out of the $300,000,000 the state has, that hopefully Rapides Parish will be in line for at about $5,000,000. Five or six of these entities have their applications almost ready. Pan American will be mailing these entities a letter letting them know what the Jury has approved and they can get their packets together.

On motion by Mr. Joe Bishop, seconded by Mr. Rusty Wilder, the following resolution was presented and unanimously adopted:

MOTION TO AUTHORIZE the President of the Rapides Parish Police Jury to issue conditional funding letters of commitment using the Rapides Parish funding allocation of the American Rescue Plan Act as the local match for funding applications submitted by the following eligible Water Sector Applicants operating in Rapides Parish: Conditional Funding Entity Allocation Sewerage District No. 1 of Rapides Parish, Louisiana (Pub.) $1,250,000 Sewerage District No. 2 of Rapides Parish, Louisiana (Pub.) $1,250,000 Rapides Island Water Association, Inc. (Non Profit) $550,000 Poland Water Association (Non Profit) $300,000 Fifth Ward Water System, Inc. (Non Profit) $200,000 Gardener Community Water System (Non Profit) $300,000 Water Works District No. 3 of Rapides Parish (Pub.) $1,250,000 EMC Water System, Inc. (Non Profit) $300,000 Sieper Area Water System (Non Profit) $300,000 Kolin Ruby Wise Waterworks District 11A (Pub.) $650,000 Hineston Water System, Inc. (Non Profit) $300,000 Hammock Water Supply (Non Profit) $300,000 Lena Water System, Inc. (Non Profit) $300,000 Buckeye Water District No. 50, Inc. These conditional funding allocations are being made under the condition that the eligible Water Sector Applicant(s) is successful in securing funding through the Water Sector Program.

These conditional funding allocations will remain in effect until February 28, 2022 unless otherwise extended by the Police Jury.

YEAS: Craig Smith, President, Joe Bishop, Rusty Wilder, David Johnson and Doris Perry. NAYS: none ABSENT: Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr, Davron “Bubba” Moreau and Sean McGlothlin.

Passed, approved and adopted by the President and Police Jury of Rapides Parish, Louisiana, on this 14th day of October, 2021.

On motion by Mr. Joe Bishop, seconded by Mr. Rusty Wilder to add the following motion to the agenda:

Motion to go into Executive Session to discuss status of M&D vs RPPJ, Civil Suit #267402, 9th Judicial District Court. On vote the motion carried unanimously.

On motion by Mr. Joe Bishop, seconded by Mr. David Johnson, to go into Executive Session to discuss status of M&D vs RPPJ, Civil Suit #267402, 9th Judicial District Court. On vote the motion carried unanimously at 3:15 p.m.

EXECUTIVE SESSION

On motion by Mr. Joe Bishop, seconded by Mr. David Johnson, to come out of Executive Session. On vote the motion carried unanimously at 3:23 p.m.

On motion by Mr. Joe Bishop, seconded by Mr. Rusty Wilder, to add to the agenda a motion to accept and authorize the Attorney’s recommendation on M&D vs RPPJ, Civil Suit #267402, 9th Judicial District Court. On roll vote the motion carried unanimously.

On motion by Mr. Joe Bishop, seconded by Mr. David Johnson, to accept and authorize the Attorney’s recommendation on M&D vs RPPJ, Civil Suit #267402, 9th Judicial District Court. On vote the motion carried.

On motion by Mr. David Johnson, seconded by Mr. Rusty Wilder, there being no further business, the meeting was adjourned at 3:25 a.m.
