Pursuant to the funding authorized by LA Legislative House Bill 1/Act 45 2020 2nd Extraordinary Legislative Session, motion to approve an Intergovernmental Agreement with the City of Alexandria and Town of Boyce, authorizing appropriation of $100,000.00 to City of Alexandria, projects. 6. Motion to adopt an ordinance to set a 35 mph speed limit on Deville Cutoff Road and authorize the Parish Highway Department to erect speed limit signs. (Mr. Smith)

Motion to authorize the Parish President to execute Task Order A-1-2021 – Fairfield Lane, Evergreen Lane, and Lakeview Lane Asphalt Roadway Improvements under the Contract “A” Asphaltic Concrete Reconstruction and Overlay Improvements 2021/2022 (Indefinite Delivery/Indefinite Quantity Contract) between the Rapides Parish Police Jury and Gilchrist Construction Company, LLC, with an estimated cost of $220,000, as recommended by Parish Engineers, Pan American Engineers. 3. Motion for the Workforce Operations Department to hire two (2) additional temporary part-time employees, 29 hours per week beginning April and ending August 2021, to facilitate the Summer Youth Employment Program, to be paid out of WIOA funds. (Mr. Overton)

Motion to approve and authorize the President to execute amendments for the Parish’s Gustav/Ike CDBG-DR projects, including a reduction of $5,080.00 for the Levee-Pineville Utility Conflicts (40PARA3304) and an increase of $5,080.00 for the Levee-Spanish Bayou/Huffman Creek Project (40PARA3305). 5. Motion to approve and authorize the President to execute Change Order #3, for the Rylee Contracting, Inc. - Spanish Bayou Pump Station Rehab contract (Project #40PARA3305), to increase the contract value by $5,080.00, contingent on the Office of Community Development’s approval. Motion to conduct a public hearing to obtain views on housing and community development needs, discuss the submission of an application for funding under the State of Louisiana FY-2022/2023 Community Development Block Grant Program (LCDBG) and conduct a seminar to better inform its citizens of the Fair Housing Program. Motion to adopt a resolution accepting as substantially complete the 9-27 Rehabilitation at Esler Field Airport (ESF), with Diamond B Construction, as recommended by the consultant engineer, Pan American Engineers and authorize the President to sign the Notice of Substantial Completion. Motion to adopt a resolution to award the construction contract for the Esler Regional Airport - Runway 32 Obstruction Removal, State Project #H.012882 to Clark Land Development of Cottonport, Louisiana; the Low Proposer, in the amount of $24,650.00, contingent upon concurrence of Award from the State of Louisiana Department of Transportation and Development and contingent upon adequate project funding, as recommended by Pan American Engineers, Project Engineers.
