Motion to opt-in and permit the opening of bars for on premises consumption in Rapides Parish, effective at 1:00 pm on September 18, 2020, subject to a maximum 25% occupancy or 50 patrons whichever is less, and in strict compliance with and subject to all of the restrictions of the Governor’s Proclamation 117 JBE 2020, there having been two consecutive weeks of a COVID-19 positivity rate below 5% in Rapides Parish as confirmed by the LA Dept of Health & Hospitals. Motion to opt -in and permit the opening of bars for on premises consumption in Rapides Parish, effective at 1:00 pm on September 18, 2020, subject to a maximum 25% occupancy or 50 patrons whichever is less, and in strict compliance with and subject to a ll of the restrictions of the Governor’s Proclamation 117 JBE 2020, there having been two consecutive weeks of a COVID -19 positivity rate below 5% in Rapides Parish as confirmed by the LA Dept of Health & Hospitals.

There were present: Craig Smith, President, Oliver “Ollie” Overton, Jr., Theodore Fountaine, Jr., Joe Bishop, Rusty Wilder and Sean McGlothlin.

Absent were Police Jurors: Davron “Bubba” Moreau, David Johnson and Scott Perry

Also present were: Ms. Theresa Pacholik; Treasurer; Ms. Donna Andries, Sales & Use Tax Administrator; Mr. Greg Jones, Legal Counsel and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. Reverend Joseph Franklin

The Pledge of Allegiance was led by Mr. Sean McGlothlin. The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response. Motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, to opt-in and permit the opening of bars for on premises consumption in Rapides Parish, effective at 1:00 pm on September 18, 2020, subject to a maximum 25% occupancy or 50 patrons whichever is less, and in strict compliance with and subject to all of the restrictions of the Governor’s Proclamation 117 JBE 2020, there having been two consecutive weeks of a COVID-19 positivity rate below 5% in Rapides Parish as confirmed by the LA Dept of Health & Hospitals.

On motion by Mr. Sean McGlothlin, seconded by Mr. Joe Bishop, the following proclamation was presented and adopted:

WHEREAS, Proclamation Number 117 JBE 2020 issued by Governor John Bel Edwards on September 11, 2020 and 123 JBE issued on September 17, 2020, allows the governing authority of a Parish to opt-in and allow Bars to open for on premises consumption where the Bars are located in a Parish that has a percent positivity of 5% or less for two consecutive weeks;

AND WHEREAS the Parish of Rapides has now had a percent positivity of less than 5% for two consecutive weeks as confirmed by the Parish Medical Officer and the Louisiana Department of Health, subject to all restrictions listed in 117 JBE 2020 and 123 JBE 2020;

BE IT HEREBY PROCLAIMED that Rapides Parish, State of Louisiana, does hereby opt-in and approve the opening of Bars for on premises consumption, subject to a strict compliance with all restrictions listed in the Governor’s Proclamation 117 JBE 2020 and 123 JBE 2020, effective at 1:00 pm on September 18, 2020;

This proclamation having been adopted at a special meeting of the Rapides Parish Police Jury, properly noticed and posted, with a quorum present, on the 18th day of September 2020. On vote the proclamation carried. Mr. Theodore Fountaine voted nay.

On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, there being no further business, the meeting was adjourned at 11:41 a.m.
