RAPIDES PARISH POLICE JURY MEETING

PUBLIC GATHERINGS LIMITED
The Governor’s Proclamation of June 25, 2020 restricts public gatherings to 50% of the total occupancy of the State Fire Marshal, and requires a six (6) foot minimum of social distancing, limiting the public seating area for the Rapides Parish Police Jury meeting to 28 members of the public, on a first come basis through July 24, 2020.
WRITTEN CERTIFICATION
The Rapides Parish Police Jury consists of 9 elected Jurors, and essential staff for Police Jury meetings. The Police Jury would be unable to operate and hold its public meeting due to quorum requirements unless said Police Jury meeting is conducted pursuant to the authorization provided by the Governor’s Proclamation of June 25, 2020, which specifically provides that a political subdivision SHALL provide for the attendance at essential governmental meetings via teleconference or video conference. Therefore, the Rapides Parish Police Jurors and essential staff shall be allowed to participate in this meeting via teleconference or video conference.
PUBLIC OBSERVATION AND COMMENTS
In accordance with Proclamation of the Governor, the public and the media shall be allowed to observe this Police Jury meeting via Facebook live. At 3:00 p.m. to watch the Police Jury Meeting live.

- Motion to approve the hiring of five (5) support staff to coordinate and administer the COVID-19 Dislocated Worker Grant (DWG), once received. These support staff would be hired on a temporary basis, paid fully through the COVID-19 Dislocated Worker Grant funding and would last until the DWG funding has expired. This grant does not allow for fringe benefits for the temporary employees.
The purpose of the COVID-19 Dislocated Worker Grant (DWG), which is a discretionary grant, under Section 170 of WIOA, DWGs provide resources to states to respond to disaster related unemployment crisis. The Louisiana Workforce Commission (LWC) has responded to the DWG application and is reaching out to the local service delivery areas (SDA 61) to identify needs and participate in the overall grant application and workforce recovery efforts. - Motion to approve the purchase of the following described property being purchased through the Hazard Mitigation Grant Program (HMGP), Christopher Shane Soileau and Stacy Ann Caley Vorderkunz Soileau for a sales price of $151,000.00 per appraisal and authorize the President to sign the Cash Sale and related documents. The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of the Parish Courthouse, 701 Murray Street, Alexandria, Louisiana, on Monday, July 13, 2020, at three (3:00) o'clock p.m. (Central Standard Time).
There were present: Craig Smith, President, Oliver “Ollie” Overton, Jr., Vice President and Police Jurors: Joe Bishop, Rusty Wilder, Sean McGlothlin and David Johnson. Present via telephone due to COVID-19 were Davron “Bubba” Moreau, Theodore Fountaine, Jr. and Scott Perry. Jr.
Also present: Theresa Pacholik, Treasurer; Shane Trapp, Courthouse Building Superintendent; Donna Andries, Sales & Use Tax Administrator; Sonya WileyGremillion, OHSEP Director; Elaine Morace, WIA Operations Director; Linda Sanders, Civil Service Director; Greg Jones, Legal Counsel (via phone) and Laurel Smith, Secretary.
The invocation was given by Mr. Ollie Overton.
The Pledge of Allegiance was led by Mr. David Johnson.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
The President asked if there was any public comment on any agenda item, to which he stated there were two gentlemen in the audience and they would be recognized on that motion.
On motion by Mr. Theodore Fountaine, seconded by Mr. Ollie Overton, to remove the Confederate Statue on the Rapides Parish Courthouse grounds.
Mr. Greg Jones, Legal Counsel, (speaking through cell phone) stated that when the motion was originally placed on the agenda, there was no pending litigation. Last week the Jury was served a lawsuit from the City of Alexandria naming the defendants as the United Daughters of Confederacy (UDC) and Rapides Parish Police Jury. The suit claims that there is an ownership dispute between the three parties. The UDC has also forwarded a letter claiming they own the statue. It has been located at the Parish Courthouse for 58 years. Mr. Jones further stated that since this matter has been placed in litigation, he advised the Jury that they are not at liberty to discuss the issue in open session. The City of Alexandria Attorney told the City Council three weeks ago that you cannot vote to move something, whose ownership is in litigation. As far as public comments, you may take any of them who signed up to discuss the issue, but he asked that the Jurors not respond because of the pending litigation.
Mr. Dwayne Long voiced his opinion on leaving the statue and urged the Jury to take a stand on the statue, to leave it where it is at. T
Mr. John Rougeau also voiced his opinion on the statue. He stated this issue needs to come to a compromise. It needs to bring the people together.
Substitute motion by Mr. Ollie Overton, seconded by Mr. Joe Bishop, to table the motion until the pending litigation determines who the rightful owners are. On roll call vote the substitute motion carried unanimously.
On motion by Mr. Sean McGlothlin, seconded by Mr. David Johnson, to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on June 8, 2020 as published in the Official Journal. On vote the motion carried.
The next item was the Treasurer’s Report. This was laid over to the August meeting.

On motion by Mr. David Johnson, seconded by Mr. Ollie Overton, to approve the hiring of five (5) support staff to coordinate and administer the COVID-19 Dislocated Worker Grant (DWG), once received. These support staff would be hired on a temporary basis, paid fully through the COVID-19 Dislocated Worker Grant funding and would last until the DWG funding has expired. This grant does not allow for fringe benefits for the temporary employees.
The purpose of the COVID-19 Dislocated Worker Grant (DWG), which is a discretionary grant, under Section 170 of WIOA, DWGs provide resources to states to respond to disaster related unemployment crisis. The Louisiana Workforce Commission (LWC) has responded to the DWG application and is reaching out to the local service delivery areas (SDA 61) to identify needs and participate in the overall grant application and workforce recovery efforts.

The following resolution was offered by Mr. David Johnson and seconded by Mr. Ollie Overton: RESOLUTION A resolution confirming an election date change pursuant to proclamation of the Governor; establishing a new date to canvass the returns of the election; and providing for other matters in connection therewith.
WHEREAS, the Police Jury of the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as the governing authority of Service Area No. 1 of Fire Protection District No. 2 of Rapides Parish, Louisiana (the "District"), heretofore called for an election to be held on Saturday, May 9, 2020; and
WHEREAS, the Governor issued Proclamation Number 28 JBE 2020 on March 13, 2020 and Proclamation Number 46 JBE 2020 on April 14, 2020 (said Proclamations, with any supplements or modifications, herein the “Executive Order”), to reschedule elections due to the Statewide State of Emergency caused by COVID-19;
NOW THEREFORE, BE IT RESOLVED the Police Jury of the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as the governing authority of Service Area No. 1 of Fire Protection District No. 2 of Rapides Parish, Louisiana (the "District"), that:
SECTION 1. This Governing Authority acknowledges the change in the election date, pursuant to the Executive Order, from May 9, 2020 to August 15, 2020.
SECTION 2. This Governing Authority shall meet at its regular meeting place, the Rapides Parish Courthouse, 701 Murray Street, Alexandria, Louisiana, on MONDAY, SEPTEMBER 14, 2020, at THREE O'CLOCK (3:00) P.M., and shall examine and canvass the returns and declare the result of the said special election.
SECTION 3. All provisions of the election call resolution previously adopted by this Governing Authority, other than the change in the election date and the REGULAR MEETING JULY 13, 2020
canvass date, shall remain in full force and effect.
SECTION 4. The President and/or Secretary are further authorized, empowered and directed to take any and all further action required by State and/or Federal authorities to conduct the election.
