RAPIDES PARISH POLICE JURY MEETING
OF MAY 11, 2020 AT 3:00 p.m. PUBLIC NOTICE
PUBLIC GATHERINGS LIMITED
Proclamation JBE 2020-41, Section 2 AND JBE 2020-52, prohibits a gathering of nine (9) or more persons (all gatherings of 10 or more) in a single space at the same time through April 30, 2020 and extended through May 15, 2020.
WRITTEN CERTIFICATION
The Rapides Parish Police Jury consists of 9 elected Jurors, and essential staff for Police Jury meetings. The Police Jury would be unable to operate and hold its public meeting due to quorum requirements unless said Police Jury meeting is conducted pursuant to the authorization provided by Proclamation JBE 2020-30, Section 4, which specifically provides that a political subdivision SHALL provide for the attendance at essential governmental meetings via teleconference or video conference. Therefore, the Rapides Parish Police Jurors and essential staff shall be allowed to participate in this meeting via teleconference or video conference.
PUBLIC OBSERVATION AND COMMENTS
In accordance with Proclamation JBE 2020-30, the public and the media shall be allowed to observe this Police Jury meeting via Facebook live. At 3:00 p.m. on to watch the Police Jury Meeting live.
This meeting shall be conducted with the standard Police Jury meeting “public comments” rules, and the public or media shall be allowed comment by Any Agenda Item” section.

Spanish Bayou Pump Station Rehab contract (Project #40PARA3305) to increase the contract value by $44,000.00, contingent on the Office of Community Development’s approval. The contract increase is being paid by the Parish’s Gustav/Ike CDBG-DR funds and RRABB funds. (Mr. Bishop)
- Motion to delete from the Rapides Parish Fire District No. 14 Asset/Inventory Program, Asset #9422 – 1972 Ford Fire Truck. This truck will be scraped and used for parts as requested by the Fire Chief. (Mr. Wilder)

- In order to protect the public health, safety and welfare, a motion to discuss and adopt an Ordinance to temporarily require during the COVID-19 health pandemic a face mask or face covering for Parish employees when having contact with a member of the public AND require a face mask or covering upon a member of the public, when entering a Parish public building - pursuant to the recommendations of the U.S. Center for Disease Control, Inc., the President of the United States and the Governor of Louisiana and Parish Public Health Officer, safety and welfare. (Mr. Smith)
- Motion to accept a Volunteer Fire Assistance grant administered by the Louisiana Department of Agriculture and Forestry for $6,786.00 for Fire District No. 14. The purpose of this U.S. Forest Service grant is to assist rural fire departments in building their firefighting capacities. (Mr. Wilder)
- Motion to authorize Rapides Parish Fire District No. 14 to submit a grant application to the Volunteer Fire Assistance Program administered through the Louisiana Department of Agriculture and Forestry, Office of Forestry, to purchase equipment for enhancing the department’s ability to provide fire Suppression and Personal Protection Equipment for our firefighters during that process, as requested by the Flatwoods Volunteer Fire Department Board of Directors, and authorize the President to sign necessary documents. - Motion to appoint Bruce Kelly as Parish Treasurer/Parish Administrator at an additional $1,250 a month, to be paid out of Administrative Funds that was created by State Legislation. (Mr. McGlothlin)

The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of the Parish Courthouse, 701 Murray Street, Alexandria, Louisiana, on Monday, May 11, 2020, at three (3:00) o'clock p.m. (Central Standard Time) via Facebook Live.
There were present: Craig Smith, President, Oliver “Ollie” Overton, Jr., Vice President and Police Jurors: Theodore Fountaine, Jr., Rusty Wilder, Sean McGlothlin and David Johnson.
Davron “Bubba” Moreau, Joe Bishop and Scott Perry, Jr. were in attendance via cell phones.
Also present were Mr. Bruce Kelly, Treasurer, Mr. Greg Jones, Legal Counsel and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. David Johnson.

The Pledge of Allegiance was led by Mr. Bruce Kelly.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
The President asked if there was any public comment on any agenda item, to which there was no response by 3:10 p.m. No one responded.
The next item on the agenda was to recognize Dr. David Holcombe, Regional Administrator/Medical Director, Rapides Parish Health Unit.
Dr. Holcombe thanked the Jury for their continued support for the Rapides Parish Health Unit. Region 6 is our area. There have been steep increases, more than other regions. Then there is a big decline. April there was an increase again. This was partly from testing and partly because of increase in contacts. They have tested over 1,200 people. We have 10% positivity. About 100 cases. There is a significant amount of people out there who do not have any symptoms, no fever and they come back positive. This is why it is so difficult to eradicate, because those are the people that are actually spreading it. Dr. Holcombe stated that is why he is suggesting that everyone in the Courthouse wear a mask and offer a mask to everyone that comes in. The temperature check is going to screen out the sickest of the sick.
Discussion ensued.
On motion by Mr. Bubba Moreau, seconded by Mr. David Johnson, to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on April 13, 2020 as published in the Official Journal. On vote the motion carried.
The next item on the agenda was to receive the Treasurer’s Report.
Mr. Bruce Kelly gave a brief update on the Treasurer’s Report and also a brief analysis on the Sales Tax.
On motion by Mr. David Johnson, seconded by Mr. Rusty Wilder, that approved bills be paid. On vote the motion carried.
Mr. Craig Smith stated item number 31 would be laid over.
On motion by Mr. Joe Bishop, seconded by Mr. Richard Vanderlick, that the following items were not considered by the Committee of the Jury due to not having Committee’s because of COVID-19. They were posted on the agenda at the meeting place and the internet and are now confirmed as having been added to the agenda by two-thirds vote:

Substitute motion by Mr. Joe Bishop, to set the salary at $65,000 a year.
Substitute motion died for a lack of a second.

The following Ordinance to temporarily require face masks or face coverings during the COVID-19 health pandemic was presented as follows:
ORDINANCE
WHEREAS a COVID-19 health crisis has been declared by U.S. Center for Disease Control;
AND WHEREAS emergency declarations have been issued by the President of the United States, the Governor of Louisiana, and the Rapides Parish Police Jury;
AND WHEREAS, the U.S. Center for Disease Control, the President of the United States, and the Governor of Louisiana, have all issued appropriate protective guidelines and restrictions for a Phase I Reopening of government and private businesses;
AND WHEREAS it is the duty of the Rapides Parish Police Jury to protect the health, safety and welfare of the Parish employees and the members of the public, in accordance with the guidelines and restrictions issued, and the recommendations of the Rapides Parish Public Health Officer;
IT IS HEREBY ORDAINED, that during the COVID-19 health pandemic a face mask or covering shall be worn by any and all Parish employees when having contact with a member of the public, AND any member of the public shall be required to wear a face mask or covering to be allowed entry into and while remaining inside a Parish public building.
IT IS FURTHER ORDAINED that this Ordinance shall become effectively immediately.

On motion by Mr. Rusty Wilder, seconded by Mr. David Johnson, to accept a Volunteer Fire Assistance grant administered by the Louisiana Department of Agriculture and Forestry for $6,786.00 for Fire District No. 14. The purpose of this U.S. Forest Service grant is to assist rural fire departments in building their firefighting capacities. On vote the motion carried.
On motion by Mr. Rusty Wilder, seconded by Mr. David Johnson, to authorize Rapides Parish Fire District No. 14 to submit a grant application to the Volunteer Fire Assistance Program administered through the Louisiana Department of Agriculture and Forestry, Office of Forestry, to purchase equipment for enhancing the department’s ability to provide fire Suppression and Personal REGULAR MEETING MAY 11, 2020
Protection Equipment for our firefighters during that process, as requested by the Flatwoods Volunteer Fire Department Board of Directors, and authorize the President to sign necessary documents. This is a 50% matching fund program with a total cost not to exceed $20,000. On vote the motion carried.
On motion by Mr. Scott Perry, seconded by Mr. Sean McGlothlin, to award Bid #2817 – Turnkey Replacement of two (2) Boilers for Rapides Parish Courthouse, to the low bidder, Sam’s Air Conditioning Maintenance Service, Inc. for the amount of $94,792.00, as approved by the Building Maintenance Superintendent and the Purchasing Agent. On vote the motion carried.
On motion by Mr. Ollie Overton, seconded by Mr. David Johnson, to approve Rapides Parish Roadway Capital Improvement Program 2020-2022, as recommended by the Public Works Director. (List to be in June meeting.) On vote the motion carried.

On motion by Mr. Rusty Wilder, seconded by Mr. David Johnson, to amend a certain motion of February 10, 2020 to change the work hours for Chris Ward and Roger Ramos from 28 hours a week to 32 hours a week, as requested by the Cotile Volunteer Fire Department. On vote the motion carried.
There being no further business, motion by Mr. Ollie Overton, second ed by Mr. David Johnson, the meeting was adjourned at 3:56 p.m.
