- Motion to approve Change Order No. 1 to the construction contract with Dreher Contracting on Bid No. 2760, Chip Sealing Various Roads, to delete the Pringle Road and Branch Lane (District H, Ward 4) and to add the George Road, Sweat Road, and Daniels Road (District E, Ward 7) at an increased cost of approximately $26,580.00 and authorize the President to sign all the necessary paperwork, as recommended by the Public Works Director. - Motion to approve an IGA with Gravity Drainage District No. 2 to allow the sharing of equipment with public entities pursuant to R.S. 33:4712.18 for the occasional assistance in removing beaver dams that obstruct drainage ways and contribute to area flooding, and authorize signing by the President, subject to approval of legal counsel. (Workforce 9/3)
- Motion to adopt a resolution of support for the Gulf Coast Strategic Highway, an east-west corridor, connecting Texas, Louisiana, Mississippi and eventually Alabama and Georgia, consisting of hundreds of miles of Strategic Highway Network (STRAHNET). This vital system, designed by the Federal Highway Administration, in partnership with the Department of Defense, is designed to connect military installations in five states including Fort Polk and Camp Beauregard with each other and points of departure, such as ports and airports, including the Central LA Regional Port and England Airpark/AEX and would bring existing roads into the Congressionally designated Interstate 14 corridor and connect Communities from Midland, Texas to Laurel, Mississippi. Copy of this resolution be sent to Fort Polk, Camp Beauregard and our Congressional and Louisiana Legislative Delegation. (Grants 9/3)
- Motion to approve Change Order No. 1 to the construction contract with Progressive Construction Co., LLC, for the Red River Levee Recertification, Aloha Rigolette North Bank Project, 40 PARA 3301, for an increased amount of $73,536.00 (addition of five bulkhead gate extensions/stop logs, concrete gate storage rack foundations and underwater cleaning and joint sealing by certified scuba diver), cost to be covered by the project contingencies and to extend the contract by 120 days (weather, site and river stage conditions), as recommended by Meyer, Meyer, LaCroix & Hixson, Engineers, contingent upon approval by the State of Louisiana Office of Community Development and authorize the President to sign same. - Motion to rescind and table for the present time, the prior July approval on amending the boundary descriptions of the AICUZ zones at England Airport Authority as set forth in the Parish ordinances. (Parochial 9/3)
- Motion to grant a new ten (10) foot overhead electric line right-of-way to Cleco Power, LLC to re-route the existing power line from the front of the gym, to the back of the gym, at the Esler Terminal lines, to come off the existing pole in order to feed Camp Beauregard’s Fuel Station, pending Legal Counsel’s review and authorize the President to sign. The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, September 9, 2019, at three (3:00) o'clock p.m. (Central Standard Time).
There were present: Theodore Fountaine, Jr., President, Oliver “Ollie” Overton, Jr., Vice President and Police Jurors: Davron “Bubba” Moreau, Craig Smith, Richard Vanderlick, Richard Billings and Scott Perry, Jr.
Police Jurors Joe Bishop and Sean McGlothlin were absent.
Also present were Mr. Bruce Kelly, Treasurer; Mr. Dennis Woodward, Public Works Director; Mr. Shane Trapp, Courthouse Building Superintendent; Ms. Donna Andries, Sales & Use Tax Administrator; Chief Joseph Glorioso, Fire District No. 2; Ms. Sonya Wiley-Gremillion, OHSEP Director; Ms. Lin Stewart, Registrar of Voters; Ms. Linda Sanders, Civil Service Director; Mr. Greg Jones, Legal Counsel and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Dennis Woodward.
The Pledge of Allegiance was led by Mr. Ollie Overton.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Theodore Fountaine, Jr., President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
The President asked if there was any public comment on any agenda item, to which there was no response.
Mr. Fountaine recognize the following people from St. Landry Parish. Mr. Harold Shuffler, Mr. Dave Dixon, Mr. Brent Logan, Mr. Harold Taylor and Mr. Wayne Arcoin.
Mr. Harold Shuffler gave a brief update about the flooding in 2016. 10,700 houses flooded in nine parishes with at least a foot of water.
A power point presentation was done showing the Watershed Districts and the flow of the waters and the impact they had on each parish. The recommendation was to add dual-purpose floodgates in the levee, request the U.S. Corps of Engineers to study/review and update Bayou Cocodrie and Tributaries Project, consider the construction of flood control gates from Bayou Courtableau into Bayou Amy in St. Landry Parish and to study/review plans to repair the flood gate at Bayou des Glaises at Bordelonville, Louisiana. They are requesting the support of the involved parishes.
Discussion ensued.
On motion by Mr. Craig Smith, seconded by Mr. Scott Perry, to adopt the minutes of Rapides Parish Police Jury held in Regular Session on August 12, 2019, as published in the Official Journal. On vote the motion carried.

A RESOLUTION OF SUPPORT FOR CONGRESSIONAL
DESIGNATION OF THE ROUTE FOR INTERSTATE 14, THE
GULF COAST STRATEGIC HIGHWAY
Whereas, officials of the Rapides Parish Police Jury consider infrastructure development to be of utmost importance to the region, state and nation; and
Whereas, the Gulf Coast Strategic Highway, an east-west corridor, connecting Texas, Louisiana, Mississippi and eventually Alabama and Georgia, consists of hundreds of miles of Strategic Highway Network (STRAHNET). This vital system, designed by the Federal Highway Administration, in partnership with the Department of Defense, is designed to connect military installations in five states including Fort Polk and Camp Beauregard with each other and points of departure, such as ports and airports, including the Central LA Regional Port and England Airpark/AEX; and
Whereas, HR 2220, the I-14 Expansion and Improvement Act of 2019, was introduced by U.S. Reps. Brian Babin, R-Texas, Ralph Abraham, M.D., R-Louisiana and Mike Johnson, R-Louisiana and other co-authors in March of 2019 that would bring existing roads into the Congressionally designated Interstate 14 corridor and connect communities from Midland, Texas to Laurel, Mississippi; and
Whereas, the expansion would provide military installations including Fort Polk and Camp Beauregard with quicker and easier access to the deployment ports and interstate travel in general, which is consistent with President Trump’s call to improve readiness and efficiency within the military; and
Whereas, the Gulf Coast Strategic Highway provides defense access continuity and emergency capabilities for movements of personnel and equipment in both peace and war. This highway system is used for rapid mobilization and deployment of armed forces in the event of war or peacekeeping activity; and
Whereas, the Gulf Coast Strategic Highway connects Fort Bliss, Fort Hood, Fort Polk and Camp Shelby to the Ports of Beaumont and Corpus Christi, Alexandria Regional Port and to England Airpark and Alexandria International Airport for both training and deployment purposes. A Gulf Coast Strategic Highway designation, the Interstate 14 of the future, will cross central Louisiana and stretch from west Texas to east Georgia; and
Whereas, the five-year federal transportation bill signed into law December 4, 2015 created a congressionally designated, a partial Texas highway corridor for Interstate Highway 14; and
Whereas, community representatives from along the Interstate 14 route across Texas gathered in Killeen on April 22, 2017 to celebrate the unveiling of the first signs on Interstate 14, the nation’s newest interstate highway; and
Whereas, the first 25-mile segment of US 190 is now part of the Interstate Highway System. It runs from Interstate 35 in Belton to Copperas Cove and provides direct access to the main gate at Fort Hood in Killeen; and
Whereas, HR 2220 will add to the Texas route and designate the route for Louisiana and Mississippi; and
Whereas, once Interstate 14 extends across Louisiana bringing in portions of LA 8, LA 28 and US 84, it will cross the Mississippi River and stretch through Mississippi, and eventually through Alabama and on to Fort Gordon in Augusta, Georgia. The Gulf Coast Strategic Highway will not only serve to better connect military installations, but will spur economic growth along the east-west corridor and provide an alternate emergency response route during natural disasters; and
Whereas, the most important section of this route is Hwy 28 West, the portion connecting Alexandria to Leesville and westward into Texas at LA 8. The route is utilized by Fort Polk for deployment, either by air from England Airpark or by water through the Port of Alexandria or the Port of Beaumont.
Whereas, Interstate 14 will enhance safety and provide an additional route for moving people and supplies during hurricane evacuations.
Whereas, Interstate 14 will increase interstate access, foster economic development and create new jobs.
Whereas, the central Louisiana region, particularly, Fort Polk, England Airpark, Alexandria International Airport, the Central LA Regional Port and Camp Beauregard will be well positioned for the future as a result of Interstate 14; and
Whereas, officials of the Rapides Parish Police Jury believe that it is in the best interest of the citizens of Rapides Parish and the state of Louisiana to endorse said project;
NOW THEREFORE BE IT RESOLVED that Rapides Parish Police Jury hereby endorses the project and requests that Congress congressionally designate the general route for the future Interstate 14 through Louisiana.

On motion by Mr. Bubba Moreau, seconded by Mr. Craig Smith, to grant a new ten (10) foot overhead electric line right-of-way to Cleco Power, LLC to re-route the existing power line from the front of the gym, to the back of the gym, at the Esler Terminal lines, to come off the existing pole in order to feed Camp Beauregard’s Fuel Station, pending Legal Counsel’s review and authorize the President to sign. TERMINATION of STATE OF EMERGENCY RAPIDES PARISH
WHEREAS, the Parish of Rapides issued State of Emergency on July 11, 2019 due to the Invest 92L that was expected to become a Hurricane and impact Rapides Parish,
WHEREAS, the Louisiana Homeland Security and Emergency Assistance and Disaster Act, La. R.S. 29:727, et seq., confers upon the Parish President emergency powers to deal with emergencies and disasters, including those caused by fire, flood, earthquake, or other natural or man-made causes, in order to ensure that preparations of the Parish will be adequate to deal with such emergencies or disasters and to preserve the lives and property of the people of Rapides Parish;
WHEREAS, when the President determines that a disaster or emergency has occurred, or the threat thereof is imminent, La. R.S. 29; 727(D) empowers the President to declare a state of emergency by executive order or proclamation, or both;
WHEREAS, when the President determines that the threat of danger has been dealt with to the extent that emergency conditions no longer exists, the state of emergency may be terminated by executive order or proclamation;
WHEREAS, there is no longer a need to continue certain specific emergency orders;
NOW THEREFORE, I, Theodore Fountaine, President of the Rapides Parish Police Jury by authority vested in me by the Parish Charter and the Louisiana Disaster Act of 1993, do hereby terminate the Emergency Declaration made July 11, 2019 as of July 16, 2019.
