  1. Motion to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on June 10, 2019 as published in the Official Journal.
  2. Motion that approved bills be paid.
  3. Motion to delete from Rapides Parish Fire District No. 11 Asset/Inventory Program, Asset #9153 (1991 – Ford F150) and accept the insurance offer. This truck was totaled when involved in a one car accident on April 25, 2019, hitting a downed tree in response to an emergency. The insurance has offered $12,935.87.   3. Motion to grant a 3% pay increase to all full-time Rapides Parish Fire Protection District No. 3 employees, in addition to any mandated raises, effective August 4, 2019, as recommended by the Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 funds.   4. Motion to adopt an ordinance to set a 25 mph speed limit on Gerald Belgard Road, Ward 11, District C and authorize the Parish Highway Department to erect speed limit signs and to also erect a “Dead End” road sign. (Public Works 7/1)
  5. Motion to authorize a contract with the lowest bidder, Lowe’s Construction, LLC, to install drainage pipe, catch basins, headwalls, rip rap and repair the street on Woodland Circle, at an approximate cost of $48,250.00, to be paid out of Ward 8, District E Maintenance Funds and authorize the President to sign all the necessary documents, as recommended by the Public Works Director.   1. Motion to award Bid #2843 – Various Road Improvements – 2019 to the lowest bidder, Diamond B Construction, for the amount of $4,575,452.35, as recommended by the Parish Engineer and Purchasing Agent. (Public Works 7/1)
  2. Motion to authorize Mrs. Melba Warren, 660 St. Clair Road, Boyce, La 71409, District E, as a Hardship Case. (Proper paperwork has been received) (Public Works 7/1)
  3. Motion to grant approval to the Re-subdivision of Lot 3 – Fairway East Extension, off of Ridgemont Drive, as recommended by Rapides Area Planning Commission and Public Works Director, pending approval of Legal Counsel. (Sewer District No. 2 is extending their lot size to make improvements) (Public Works 7/1)
  4. Motion to enter into an Intergovernmental Agreement with the Village of Forest Hill, for the Rapides Parish Highway Department to provide labor and equipment to perform forty (40) hours of mowing within the city limits and side boom mowing on Stokes Lane, Blue Lake Road and Willis Gunter Road, as requested by the Village of Forest Hill, to be paid out of town’s portion of Road District 1A Maintenance Funds. (Workforce 7/1)
  5. Motion to enter into an Intergovernmental Agreement with the Rapides Parish Sheriff’s Office for volunteer inmate labor for Rapides Parish and authorize the President to sign same. (Workforce 7/1)
  6. Motion to award Bid #2686 – Elevator Modernization at the Rapides Parish Courthouse to the lowest Bidder, Otis Elevator, for the Base Bid, plus Alternates No. 1 and No. 2 for the contract amount of $445,424.00. The award is subject to the approval being received from the State of Louisiana, Division of Administration, Office of Facility Planning and Control. (Grants 7/1)
  7. Motion to authorize Mr. Shane Trapp, Courthouse & Building Superintendent, Mr. Bruce Kelly, Treasurer and Ms. Marla West, Purchasing Agent, to obtain proposals for the purchase of at least one gate for the public parking side of the Rapides Parish Courthouse garage.   1. Motion to adopt an amendment to the Rapides Parish Code of Ordinances, Chapter 3 – Airports – Article III – Alexandria Airfield [England Air Force Base], Sec. 3 – 92 and Sec 3 – 94, to comply with Rapides Area Planning Commission Zones Map. (Parochial 7/1)
  2. Motion to adopt an ordinance amending the following precincts by merger and/or splitting as described below: N18 - Split to N18A & N18B – using Highway 165 as the centerline separator and the boundary to the left of N18 a creek feature. N29 & N10 Adjust southern boundary of N29 where there is a point contiguity issue. Southern boundary will now follow nearby existing powerline. C37 Split to C37A & C37B – using the physical boundary of roadway of McKeithen Drive as the precinct divider. as recommended by the Rapides Area Planning Commission, Registrar of Voters, Town of Ball and Police Jury and authorize the submission to Department of Elections. Motion to adopt an amendment to a resolution adopted July 9, 2018, worded to adopt a resolution releasing the Louisiana State Fire Marshal and any other State Entity from responsibility or liability for inspections performed by the Rapides Parish Fire District No. 2 Prevention Bureau, to state; and 40:1578.6 et. seq 40:1563, et seq. and the National Fire Protection Association (NFPA) 1, including but limited to NFPA 101 and the legal boundaries of Rapides Parish Fire District No. 2 and Fire District No. 2, Service Area 1.   • (7) Motorolla, XTS5000 Portable Radios, to Rapides Parish Fire District No. 17, with an estimated value of $150.00 per radio. (Insurance 7/1)
  1. Motion to authorize Rapides Parish Fire District No. 5 to purchase property along with building and improvements, located at 1876 Highway 121, Hineston, LA, for location of new Station No. 6, based on appraisal, survey and proper paperwork and authorize the President to sign all necessary documents, as recommended by the Rapides Parish Fire District No. 5 Board. (Insurance 7/1)
  2. Motion to authorize Rapides Parish Fire District No. 11, to donate and transfer the equipment listed below to Rapides Parish Fire District No. 18, as the equipment isn’t compatible with the newer equipment purchased by Rapides Parish Fire District No. 11. This is recommended by Spring Creek Community Volunteer Fire District by letter dated June 27, 2019.   3. Motion to authorize Rapides Parish Fire District No. 7 to submit a grant application to the Volunteer Fire Assistance Program administered through the Louisiana Department of Agriculture and Forestry, Office of Forestry, for personal protective equipment, as requested by the Ruby Kolin Board of Directors, as authorize the President to sign necessary documents. This is a 50% matching fund program with a total cost of $7,748.66. (Insurance 7/1)

  1. Motion to terminate the Proclamation for the State of Emergency due to the rise of the Red River declared on May 9, 2019, as there is no longer a need to continue the emergency orders and it is required by law to cancel the Proclamation as of June 13, 2019. (Insurance 7/1)
  2. Motion to authorize the renewal of the annual commercial auto, equipment and property insurance with Risk Services, to be paid from various fund accounts and authorize the President or Treasurer to sign all necessary documents. (Insurance 7/1)
  3. Motion to take advice of Legal Counsel, Mr. Steve Crews, to accept the Compromise Settlement in accordance with the written terms on the lawsuit of Rapides Parish Police Jury vs. Margaruette H. Beard, et al, Civil Suit No. 256-988, 9th Judicial District Court, Division “F”, in the amount of $200,000.00 and authorize the President to sign any necessary documents. (Insurance 7/1)

  • (e) 35 mph Speed Limits making the speed limit of the entire road 35 mph, and authorize the Rapides Parish Highway Department to erect speed limit signs. (Mr. Billings)
  1. Motion to adopt an ordinance to amend and reenact Section 18-4.2(h) Speed Limits so as to set a speed limit of 20 mph on the Krist Road, Ward 11, District C and authorize the Rapides Parish Highway Department to erect speed limit signs. (Mr. Smith)

Motion to adopt an ordinance to amend and reenact Section 18-4.2(e), (f), and (g) Speed Limits so as to remove the Martin Springs Road Ward 2, District H, from Section (f) 30 mph Speed Limits, to add to Section (e) 35 mph Speed Limits, Martin Springs Road from its intersection with Fish Hatchery Road to Indian Hills Road and from John Stokes Road to H. Strange Road, and to revise Section (g) 25 mph Speed Limits to read Martin Springs Road, from Indian Hill Road to John Stokes Road and from H. Strange Road to the end of the paved road and authorize the Rapides Parish Highway Department to erect speed limit signs. (Mr. Billings)
  2. Motion to discuss a resolution approving Proctor and Gamble, Inc., for participation in the Industrial Tax Exemption Program in Pineville, LA and authorize the President to sign any necessary documents. (Mr. Fountaine)
