Motion to request that the Rapides Parish Civil Service Board create the positions of Equipment Operator III and Mechanic II at a Range 15 or above for the Rapides Parish Highway Department to allow for up to nine Equipment Operator III positions and two Mechanic II positions based on the job descriptions prepared by the Director of Public Works in conjunction with the Rapides Parish Civil Service Director. REGULAR SESSION

JANUARY 14, 2019

The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, January 14, 2019, at three (3:00) o'clock p.m. (Central Standard Time).

There were present: Davron “Bubba” Moreau, President, Rich ard Vanderlick, Vice President, and Police Jurors: Joe Bishop, Craig Smith, Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr., Sean McGlothlin, Richard Billings and Scott Perry, Jr.

Also present were Mr. Bruce Kelly, Treasurer; Mr. Dennis Woodward, Public Works Director; Mr. Shane Trapp, Courthouse Building Superintendent; Ms. Donna Andries, Sales & Use Tax Administrator; Chief Randy McCain, Fire District No. 2; Ms. Sonya Wiley-Gremillion, OHSEP Director; Ms. Elaine Morace, WIA Operations Director; Ms. Linda Sanders, Civil Service Director; Mr. Greg Jones, Legal Counsel and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. Scott Perry.

The Pledge of Allegiance was led by Mr. Richard Vanderlick.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Davron “Bubba” Moreau, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

Mr. Richard Vanderlick presented Mr. Bubba Moreau with a plaque for his service as President of the Rapides Parish Police Jury for the year 2018 and Mr. Bubba Moreau presented Mr. Richard Vanderlick a plaque for his service as Vice President of the Police Jury for the year 2018.

Mr. Greg Jones opened the floor for nominations for the office of President.

Motion by Mr. Ollie Overton, seconded by Mr. Richard Billings, to nominate Mr. Theodore Fountaine for President.

Motion by Mr. Craig Smith, seconded by Mr. Sean McGlothlin, to nominate Mr. Joe Bishop for President.

Motion by Mr. Craig Smith, seconded by Mr. Scott Perry to close the nominations.

Motion by Mr. Ollie Overton to nominate Mr. Scott Perry, to which Mr. Scott Perry declined.

BE IT KNOWN AND REMEMBERED that on Monday, January 14, 2019, at three o'clock (3:00) p.m., at its regular meeting place, the Rapides Parish Courthouse, 2nd Floor, 701 Murray Street, Alexandria, Louisiana, the Police Jury of the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as the governing authority of Sub-Road District No. 2 of Road District No. 2B (Ward

  1. of the Parish of Rapides, State of Louisiana (the "District"), and being the authority ordering the special election held therein on Saturday, December 8, 2018, with the following members present:

Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr., Davron “Bubba” Moreau, Joe Bishop, Craig Smith, Richard Vanderlick, Sean McGlothlin, Richard Billings and Scott Perry, Jr.;

There being absent: none;

did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit: REGULAR MEETING JANUARY 14, 2019

PROPOSITION

(MILLAGE)

the Parish of Rapides, State of Louisiana (the "District"), levy a fifteen

  • (15) mills tax on all the property subject to taxation in the District (an estimated $114,000 reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of constructing, improving, maintaining and keeping in repair the public roads, highways and bridges and drainage facilities within the District?

There was found be said count and canvass that there was a total of 209 votes cast IN FAVOR OF the Proposition and a total of 196 votes cast AGAINST the Proposition, as hereinabove set forth, and it was further found and determined that there was a majority of 13 votes cast IN FAVOR OF the Proposition as hereinabove set forth.

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Saturday, December 8, 2018.

Results by precinct are available from the Secretary of this Governing Authority during regular business hours or via the Louisiana Secretary of State’s

Exhibit "A" attached hereto and made a part of this Procès Verbal is a copy of the Notice of Special Election and proof of publication thereof.

NOTICE OF SPECIAL ELECTION

vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

PROPOSITION

the Parish of Rapides, State of Louisiana (the "District"), levy a fifteen

The polling places at the precincts set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.

Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.

The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Rapides Parish Courthouse, 2nd Floor, 701 Murray Street, Alexandria, Louisiana, on MONDAY, JANUARY 14, 2019, at THREE O'CLOCK (3:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registe red voters of the District are entitled to vote at said special election and voting machines will be used.

PROCLAMATION

I, the undersigned President of the Police Jury of the Parish of Rapides, State of Louisiana, the governing authority of Sub-Road District No. 2 of Road District No. 2B (Ward 11) of the Parish of Rapides, State of Louisiana (the "District"), do hereby declare, proclaim and announce that the proposition submitted at the special election held in the District on Saturday, December 8, 2018, was CARRIED by a majority of the votes cast at the said special election, all as described and set out in the above Procès Verbal.

On motion by Mr. Joe Bishop, seconded by Mr. Craig Smith, that the following items were not considered by the Committee of the Jury but were posted on the agenda after the Committee Meeting and added to the Jury agenda in compliance with the Public Meetings Law and are now confirmed as having been added to the agenda by two-thirds vote: YEAS: Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr., Davron “Bubba” Moreau, Joe Bishop, Craig Smith, Richard Vanderlick, Sean McGlothlin, Richard Billings and Scott Perry, Jr. NAYS: None ABSENT: None On vote the motion carried.

On motion by Bubba Moreau, seconded by Mr. Richard Billings, to amend the certification and incentive pay plan for Fire District No. 3, to be paid every pay period, instead of monthly, at a rate of $7.50 per certification, for EMT basic $50.00, EMT Advanced $100.00 and Paramedic $150.00 per pay period, to be effective January 25, 2019, as requested by the Alpine Volunteer Fire Department. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Scott Perry, to accept the resignation of Mr. Gerber Porter on the Gravity Drainage District No. 1 Board, due to a conflict with his being elected as councilman, for the City of Alexandria. Waive the thirty (30) day announcement rule and appoint Mr. Richard Quiney to fill the unexpired term. Term will expire January 1, 2020. On vote the motion carried.

REGULAR MEETING

JANUARY 14, 2019

On motion by Mr. Craig Smith, seconded by Mr. Joe Bishop, to request that the Rapides Parish Civil Service Board create the positions of Equipment Operator III and Mechanic II at a Range 15 or above for the Rapides Parish Highway Department to allow for up to nine Equipment Operator III positions and two Mechanic II positions based on the job descriptions prepared by the Director of Public Works in conjunction with the Rapides Parish Civil Service Director. On vote the motion carried.

On motion by Mr. Bubba Moreau, seconded by Mr. Richard Billings, the following resolution to ratify authorization for the President to sign a State of Emergency Declaration for Rapides Parish, was presented and unanimously adopted:

STATE OF EMERGENCY

RAPIDES PARISH

WHEREAS, the Parish of Rapides is currently faced with a pending emergency due to the rise of the Red River,

WHEREAS, a definite threat to property and lives, for the Citizens of Rapides Parish exists due to the impact of Rising Floodwaters

WHEREAS, the potential exists to exhaust local resources due to localized rainfall, saturated grounds, as well as the continued rise of the Red River which may render the various tributaries unable to drain as a result of the River stage. These events will cause the inundation of floodwaters into homes and businesses, resulting in severe threat to private property, public facilities and the safety and security of the citizens of Rapides ;

WHEREAS, the anticipated rise in the Red River will significantly and adversely impact the Rigolette community causing another major flood event in that area;

THEREFORE, I, Davron Moreau, President of the Rapides Parish Police Jury by authority vested in me by the Parish Charter and the Louisiana Disaster Act of 1993, do hereby proclaim;

A State of Emergency exists within the Parish of Rapides and that all Emergency Preparedness Plans and the Parish All Hazard Emergency Operations Plan be activated, if necessary.

On motion by Mr. Ollie Overton, seconded by Mr. Joe Bishop, to accept Mr. Al Bordelon’s resignation from the Rapides Parish Communication District Board, representing Municipal Police Departments, waive the thirty (30) day announcement rule and appoint Sergeant Mark Tigner to fill the unexpired term. Term will expire March 17, 2021. On vote the motion carried.

REGULAR MEETING

JANUARY 14, 2019

On motion by Mr. Richard Vanderlick, seconded by Mr. Richard Billings, to extend parish maintenance of Cody Lane (Ward 1, District E) an additional 0.1 miles within the existing 50 foot right-of-way as recommended by the Public Works Director. On vote the motion carried. Mr. Sean McGlothlin voted nay.

On motion by Mr. Richard Vanderlick, seconded by Mr. Ollie Overton, to authorize to enter into a Mutual Aid Agreement with Flatwoods Volunteer Fire Department and Fire District No. 15, as recommended by the Flatwoods Volunteer Fire Department and authorize the President to sign same. On vote the motion carried. Mr. Sean McGlothlin voted nay.

On motion by Mr. Richard Billings, seconded by Mr. Bubba Moreau, there being no further business, the meeting was adjourned at 3:30 p.m. On vote the motion carried.
