  1. Motion to go into Executive Session to discuss the status of the pending budget litigation with the District Attorney, Rapides Parish Police Jury vs. Mr. Phillip Terrell, District Attorney, Rapides Parish Civil Suit No. 261465, Division F.
  2. Any other business that may properly come before the Police Jury.

There were present: Davron “Bubba” Moreau, President, Richard Vanderlick, Vice President, and Police Jurors; Joe Bishop, Craig Smith, Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr., Sean McGlothlin and Richard Billings.

Absent were Police Jurors: Scott Perry, Jr.

Also present were Mr. Bruce Kelly, Treasurer; Mr. Greg Jones, Legal Counsel; Mr. Phillip Terrell, District Attorney; Loren Lampert, Associate Director of Louisiana District Attorneys Association; Jimmy Faircloth, Special Counsel and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. Richard Billings.

The Pledge of Allegiance was led by Mr. Joe Bishop.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Davron “Bubba” Moreau, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

SPECIAL MEETING

NOVEMBER 19, 2018

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Richard Billings, seconded by Mr. Joe Bishop, to go into Executive Session to discuss the status of the pending budget litigation with the District Attorney, Rapides Parish Police Jury vs. Mr. Phillip Terrell, District Attorney, Rapides Parish Civil Suit No. 261465, Division F.

Roll call vote was as follows:

YEAS: Davron “Bubba” Moreau, Richard Vanderlick, Joe Bishop, Craig Smith, Theodore Fountaine, Jr., Oliver “Ollie” Overton, Sean McGlothlin and Richard Billings. NAYS: none ABSTAINED: none ABSENT: Scott Perry, Jr.

The Jury went into Executive Session at 9:07 a.m.

EXECUTIVE SESSION

Mr. Phillip Terrell, District Attorney and Mr. Loren Lampert, Associate Director of the Louisiana District Attorneys Association, entered the Executive Session at 9:45 a.m.

On motion by Mr. Joe Bishop, seconded by Mr. Richard Billings to come out of Executive Session at 10:48 a.m. On vote the motion carried.

Mr. Jimmy Faircloth, Special Counsel, gave a brief statement that the Police Jury was going to issue pertaining to the proposed 2019 budget and the dismissal of the pending lawsuits.

Mr. Phillip Terrell, District Attorney, thanked the Police Jury and gave a brief statement concerning the budget and moving forward.

On motion by Mr. Richard Billings, seconded by Mr. Joe Bishop, there being no further business, the meeting was adjourned at 10:53 a.m.
