- Motion to delete from the Rapides Parish Fire District No. 7 Asset/Inventory Program the following equipment as it is no longer suitable for public use and allow it to be kept for parts: Asset Number Description Disposal 9893 148HP Lawn Tractor Keep – Use for parts Purchase date: 04/20/05 (Mr. Overton)
- Motion to award Bid No. 2640 (Annual Contract for Emulsified Asphalt MC-30 for period June 1, 2018 thru May 31, 2019) to the sole bidder, Asphalt Products Inc., for the cost of $3.12 per gallon up from $2.65 per gallon in 2016/2017 as recommended by the Parish Engineer and Purchasing Agent. - Motion to authorize the President to sign the Acknowledgement and Reversionary Act of Donation for the Gunter Branch Library, to revert the ownership of the property and building back to the Gunter Family. (Mr. Smith)

WORKFORCE DEVELOPMENT,
& MUNICIPAL LIAISON COMMITTEE

- Motion to enter into an Intergovernmental Agreement with the Town of Cheneyville for the Rapides Parish Highway Department to furnish labor and equipment, for approximately twenty (20) hours of patching potholes on various roads, as requested by the Mayor of Cheneyville, to be paid out of Road District No. 3A Maintenance Funds, the Town’s portion and authorize the President to sign same. (Mr. Billings)
- Motion to authorize the President to sign an Intergovernmental Agreement with the Rapides Parish School Board, for the purpose of engaging out of school youth. The Rapides Parish School Board experiences a large number of students who drop out of high school each year. The Rapides Workforce Development Board and the Rapides Parish School Board are collaborating to remain connected with these youth and provide services.
As a drop out, these former students are automatically eligible for services through the Workforce Innovation and Opportunities Act (WIOA) which may help them return to school, obtain a HiSET (secondary diploma of equivalency), gain employment, join the military, or a combination thereof. Once the student has expressed desire to leave school, a precounseling session can be arranged by the School Board liaison to inform the student and his/her parents of the services that can be provided to the student after the student exits the school system. Once the former student is enrolled for services, the staff will provide case management to ensure the participant’s success. There is no anticipated expense to Rapides Parish Police Jury through this collaboration. (Mr. Bishop)

There were present: Davron “Bubba” Moreau, President, Richard Vanderlick, Vice President, and Police Jurors; Joe Bishop, Craig Smith, Sean McGlothlin, Oliver “Ollie” Overton, Jr., Richard Billings and Scott Perry, Jr.
Absent was Police Juror: Theodore Fountaine, Jr.
Also present were Mr. Bruce Kelly, Treasurer; Mr. Greg Jones, Assistant District Attorney, Mr. Jimmy Faircloth, Special Counsel and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Richard Billings.
The Pledge of Allegiance was led by Mr. Joe Bishop.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Davron “Bubba” Moreau, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.
The President asked if there was any public comment on any agenda item, to SPECIAL MEETING MAY 7, 2018
which there was no response.
On motion by Mr. Joe Bishop, seconded by Mr. Richard Vanderlick, to go into Executive Session with private counsel to discuss status of litigation with the District Attorney. Rapides Parish Police Jury vs. Mr. Phillip Terrell, District Attorney, Rapides Parish. Civil Suit No. 261465.
Roll call vote was as follows: YEAS: Joe Bishop, Craig Smith, Sean McGlothlin, Richard Vanderlick, Oliver “Ollie” Overton, Jr., Richard Billings, Scott Perry, Jr. and Davron “Bubba” Moreau NAYS: none ABSENT: Theodore Fountaine, Jr.
On roll call vote the motion carried 8-0 at 2:05 p.m.
