NOTICE OF SPECIAL POLICE JURY MEETING

  1. Motion to go into Executive Session to discuss threat of litigation with the District Attorney.
  2. Take action on advice of Legal Counsel if appropriate.
  3. Any other business that may properly come before the Police Jury.

BY ORDER OF THE PRESIDENT

There were present: Davron “Bubba” Moreau, President, Richard Vanderlick, Vice President, and Police Jurors; Craig Smith, Joe Bishop, Theodore Fountaine, Jr., Oliver “Ollie” Overton, Jr., Sean McGlothlin, Richard Billings and Scott Perry, Jr.

Absent were Police Jurors: Scott: Perry, Jr. and Sean McGlothlin.

Also present were Mr. Bruce Kelly, Treasurer; Mr. Dennis Woodward, Public Works Director; Mr. Shane Trapp, Courthouse Building Superintendent; Ms. Linda Sanders, Civil Service Director; Mr. Thomas O. Wells, Legal Counsel; Mr. Phillip Terrell, District Attorney and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. Scott Perry.

The Pledge of Allegiance was led by Mr. Ollie Overton.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Richard Billings, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, to into Executive Session to discuss the threat of litigation with the District Attorney.

Roll call vote was as follows: YEAS: Davron “Bubba” Moreau, Richard Vanderlick, Joe Bishop, Craig Smith, Theodore Fountaine, Jr., Oliver “Ollie” Overton, Sean McGlothlin, Richard Billings, and Scott Perry, Jr. NAYS: none ABSENT: none On roll call vote the motion carried unanimously at 3:05.

EXECUTIVE SESSION

On motion by Mr. Richard Billings, seconded by Mr. Richard Vanderlick, to come out of Executive Session. On vote the motion carried at 4:30 p.m.

On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, to add the following item to the agenda.

Roll call vote was as follows: YEAS: Davron “Bubba” Moreau, Richard Vanderlick, Joe Bishop, Craig Smith, Theodore Fountaine, Jr., Oliver “Ollie” Overton, Sean McGlothlin, Richard Billings, and Scott Perry, Jr. NAYS: none ABSENT: none On roll call vote the motion carried unanimously at 3:05.

On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, to authorize Mr. Jimmy Faircloth, Legal Counsel, to meet with Mr. Phillip Terrell, District Attorney, to discuss the scope and waiver on other legal matters, representing the Rapides Parish Police Jury and also to authorize the filing of the Petition for Declaratory Judgment. On vote the motion carried.

On motion by Mr. Richard Billings, seconded by Mr. Joe Bishop, there being no further business, the meeting was adjourned at 4:34 p.m.
