- Motion to approve the Management Agreement between the Parish of Rapides, Louisiana, and SMG, effective September 1, 2017, regarding the management of the Rapides Parish Coliseum.
- Motion to dissolve and revoke the existence of the Rapides Parish Coliseum Authority effective 11:59 p.m., August 31, 2017.
- Motion to terminate, effective 11:59 p.m., August 31, 2017, the employment of the twelve (12) employees of who work at the Rapides Parish Coliseum and are paid out of the Rapides Coliseum Fund (Process Group Q-03). REGULAR MEETING AUGUST 11, 2016

NOTICE OF SPECIAL POLICE JURY MEETING
- Recognize Mr. Gregory B. Upton with Gold Weems Bruser Sues & Rundell, outside Legal Counsel for the Rapides Parish Police Jury, to discuss the Management Agreement between Rapides Parish Police Jury and SMG.
- Motion to approve the Management Agreement between the Parish of Rapides, Louisiana, and SMG, effective September 1, 2017, regarding the management of the Rapides Parish Coliseum.
- Motion to dissolve and revoke the existence of the Rapides Parish Coliseum Authority effective 11:59 p.m., August 31, 2017.
- Motion to terminate, effective 11:59 p.m., August 31, 2017, the employment of the twelve (12) employees of who work at the Rapides Parish Coliseum and are paid out of the Rapides Coliseum Fund (Process Group Q-03).

Also present were Mr. Bruce Kelly, Treasurer; Mr. Shane Trapp, Courthouse Building Superintendent; Mr. David Humphries, Sales & Use Tax Administrator; Chief Randy McCain, Fire District No. 2; Mr. Thomas O. Wells, Legal Counsel; Mr. Phillip Terrell, District Attorney, Ms. Linda Sanders, Civil Service Director and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Scott Perry, Jr.
The Pledge of Allegiance was led by Mr. Joe Bishop.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.
The President asked if there was any public comment on any agenda item, to which there was no response.
The President recognized Mr. Gregory B. Upton with Gold Weems Bruser Sues & Rundell, outside Legal Counsel, for the Rapides Parish Police Jury, to discuss the Management Agreement between the Rapides Parish Police Jury and SMG.
Mr. Upton stated that he had been negotiating with SMG for the last two weeks and the agreement fully complies with the Louisiana State Law and he sees no impediment to the agreement.
Mr. Sam Voisin commended the Police Jury for putting Gold Weems Bruser Sues & Rundell in action.
Discussion ensued.
On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, to approve the Management Agreement between the Parish of Rapides, Louisiana, and SMG, effective September 1, 2017, regarding the management of the Rapides Parish Coliseum. On vote the motion carried.
On motion by Mr. Sean McGlothlin, seconded by Mr. Richard Vanderlick, to dissolve and revoke the existence of the Rapides Parish Coliseum Authority effective 11:59 p.m., August 31, 2017. On vote the motion carried.
Mr. Billings stated that he would hope that there would be letters sent to them thanking them for their appreciation.
On motion by Mr. Sean McGlothlin, seconded by Mr. Richard Vanderlick, to terminate, effective 11:59 p.m., August 31, 2017, the employment of the twelve
- (12) employees of who work at the Rapides Parish Coliseum and are paid out of the Rapides Coliseum Fund (Process Group Q-03).
Mr. Billings stated that he had a problem with the word terminate and suggested there be another word to replace it, like layoff?

Mr. Bishop stated that they had discussed the verbiage in there meeting and Mr. Upton had come up with the wording.
Mr. Wells stated that layoff was when a facility was closing.
Discussion ensued.
Amendment to the motion by Mr. Richard Billings, seconded by Mr. Ollie Overton, to layoff, effective 11:59 p.m., August 31, 2017, the employment of the twelve (12) employees of who work at the Rapides Parish Coliseum and are paid out of the Rapides Coliseum Fund (Process Group Q-03). On vote the amended motion carried.
On motion by Mr. Joe Bishop there being no further business, t he meeting was adjourned at 2:17 p.m.
