- Motion to approve Amendment #2 to the PY2016 Contract with the Louisiana Workforce Commission, for a reduction in the amount of $969 in the Adult and Dislocated Worker programs, reducing the contract total from $816,193 to $815,224 for the year ending 6/30/17, and authorize the President to sign the amendment and the Treasurer to amend the budget as necessary. - Motion to authorize the President to sign a contract between the Rapides Parish Police Jury and the Louisiana State University at Alexandria as the One-Stop Operator in compliance with:
Workforce Innovation and Opportunity Act (WIOA) Sec. 121(d)(2)(A) which states “an entity shall be designated or certified as a One-Stop Operator through a competitive process;” and further defined in the Final Regulations at §678.605 on pages 55892 – 55896 of the Federal Register effective October 18, 2016, the Rapides Workforce Development Board is to follow local/state procurement policies and/or Uniform Guidance at 2 CFR 200.318 – 200.326 to procure a One-Stop Operator for the Rapides One-Stop Center. The selected Contractor must be in place no later than July 1, 2017;
in the amount of $24,000.00 to begin July 1, 2017 and end on June 30, 2018 with option to renew for three (3) years and have Treasurer to amend the budget accordingly. The funding for this contract will come from WIOA grant funds. (Workforce 6/5)
- Motion to enter into an Intergovernmental Agreement with the Town of Boyce for the Rapides Parish Highway Department to provide labor and equipment to perform forty (40) hours of grass cutting, ditch cleaning, general street repair and pothole repair, as requested by the Town of Boyce, to be paid out of Road District 7A Maintenance Funds and authorize the President to sign same. - Motion to enter into an Intergovernmental Agreement with the Village of Forest Hill to provide labor and equipment to replace two (2) culverts and clean the ditches on Blue Lake Road as requested by the Village of Forest Hill, to be paid out of Town’s portion of Road District 1A Maintenance Funds and authorize the President to sign same. The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, June 12, 2017, at three (3:00) o'clock p.m. (Central Standard Time).
There were present: Craig Smith, President, Scott Perry, Jr., Vice President, and Police Jurors; Davron “Bubba” Moreau, Joe Bishop, Theodore Fountaine, Jr., Richard Vanderlick, Oliver “Ollie” Overton, Jr., Sean McGlothlin and Richard Billings.
Also present were Mr. Bruce Kelly, Treasurer; Mr. Dennis Woodward, Public Works Director; Mr. Shane Trapp, Courthouse Building Superintendent; Ms. Donna Andries, Sales & Use Tax Administrator; Chief Randy McCain, Fire District No. 2; Ms. Elaine Morace, WIA Operations Director; Ms. Linda Sanders, Civil Service Director; Mr. Thomas O. Wells, Legal Counsel; Mr. Phillip Terrell, District Attorney and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Theodore Fountaine.
The Pledge of Allegiance was led by Mr. Sean McGlothlin.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
The President asked if there was any public comment on any agenda item, to which there was no response.
On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton, to adopt the minutes of Rapides Parish Police Jury held in Regular Session on May 8, 2017, as published in the Official Journal. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Scott Perry, that approved bills be paid. On vote the motion carried. Mr. Craig Smith recused himself and Mr. Ollie Overton voted nay.
On motion by Mr. Joe Bishop, seconded by Mr. Richard Vanderlick, to accept the Treasurer’s Report. On vote the motion carried.
The next item on the agenda was to recognize Dr. David Holcombe, Regional Administrator/Medical Director, DHH-OPH Central Region VI for the results of the County Health Ranking.
Dr. David Holcombe, Regional Administrator/Medical Director, Rapides Parish Health Unit, gave a brief update on the County Health Ranking for 2017. Rapides Parish ranked 36 out of 64 Parishes for its health counts. It puts us in the middle geographically and statically. Central Louisiana has the lowest infant mortality rate of any region in the entire state.
Discussion ensued.

RESOLUTION
A resolution ordering and calling a special election to be held in Fire Protection Sales Tax District No. 18 of the Parish of Rapides, State of Louisiana, to authorize the levy of a sales and use tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.
BE IT RESOLVED by the Police Jury of the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as the governing authority of Fire Protection Sales Tax District No. 18 of the Parish of Rapides, State of Louisiana (the "District"), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 30 of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5, Chapter 6-A and Chapter 6-B of the Louisiana Election Code, and other constitutional and statutory authority, a special election is hereby called and ordered to be held in the District on SATURDAY, NOVEMBER 18, 2017, between the hours of seven o'clock (7:00) a.m., and eight o'clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, and at the said election there shall be submitted to all registered voters qualified and entitled to vote at the said election under the Constitution and laws of this State and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
(SALES TAX)
Shall Fire Protection Sales Tax District No. 18 of the Parish of Rapides, State of Louisiana (the “District”), be authorized to levy and collect a tax of one percent (1%) (the “Tax”) upon the sale at retail, the use, the lease or rental, the consumption and the storage for use or consumption, of tangible personal property and on sales of services in the District, all as defined by law (an estimated $180,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), in perpetuity, commencing January 1, 2018, with the avails and proceeds of the Tax (after paying reasonable and necessary costs and expenses of collecting and administering the Tax) to be dedicated and used for the purpose of acquiring, constructing, maintaining and/or operating fire protection and emergency medical service facilities, vehicles and equipment, including both movable and immovable property, including paying the cost of obtaining water for fire protection purposes and further, shall the District be authorized to fund proceeds of the Tax into bonds?
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in the Alexandria Daily Town Talk, a newspaper of general circulation within the District, published in Alexandria, Louisiana, and being the official journal of the District, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full.

R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on Monday, December 11, 2017, as provided in Section 3 hereof. All registered voters in the District will be entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the election.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Rapides Parish and the Registrar of Voters of Rapides Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the sales and use tax provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.

WHEREAS, the City of Alexandria and/or the City of Pineville and/or Parish of Rapides owns property described as:
A subdivision of Rapides Parish, Louisiana, as per plat recorded in Book 21, Page 68 & 69, Conveyance Records of Rapides Parish, Louisiana.
said property having been adjudicated to either of aforementioned Cities and/or the Parish for unpaid property taxes; and
WHEREAS, a request has been received from CYNTHIA SMITH, to purchase said property for the consideration of $6,000.00 cash, at the time of sale, said consideration representing the total of the statutory impositions, governmental liens, and costs of sale or two-thirds (2/3) of the appraised value of the property; and,

Section 2. The acquiring person shall certify, in writing, to the Purchasing Department that he/she or his/her agent has searched for all names and last known addresses of all owners, mortgages, and any other person(s) who may have a vested or contingent interest in the property, or who have filed a request for notice as indicated in those records and has so examined:
the mortgage and conveyance records of Rapides Parish, the current telephone book, any other examination resources, including Internet search engines, if any, the records of the Louisiana Secretary of State and the Secretary of States set forth by the names of identified entities
Section 3. The acquiring person shall submit the required notifications (R.S. 47:2206 A and B) to the Civil Sheriff for his/her signature, and then notify those persons identified via regular mail, certified mail*, publication and/or service of process. *Copies of the “green and white receipts” should be maintained by the purchaser as indicia of compliance with the notice requirements;
Section 4. The acquiring person shall send a written notice notifying any tax sale party whose interest the successful bidder or donee intends to be terminated that the party has until the later of the following to redeem the property or otherwise challenge in a court of competent jurisdiction the potential sale or donation:
- (a) Sixty days from the date of the notice provided in this Subsection, if five years have elapsed from the filing of the tax sale certificate (formerly “proces verbal”), or six months after the date of the notice provided for in this Subsection, if five years have not elapsed since the filing of the tax sale certificate (formerly “proces verbal”);
- (b) The filing of the sale or donation transferring the property.
- (c) The written notice required by this Section shall be that which is included in R.S. 47:2206 A. (2).
Section 5. The acquiring person shall cause to be published in the official journal of this parish (currently the Town Talk) a notice that any tax sale party whose interest the successful bidder or donee intends to be terminated has, to redeem the property, until the later of:
- (a) Sixty days, for property on which a tax sale certificate (formerly “proces verbal”) was filed over five years previous of the first publication, or six month if the tax sale certificate (formerly “proces verbal”) was filed less than five years before the first publication of the notice provided for in this Subsection.
- (b) The filing of the sale or donation transferring the property.
- (c) The publication required by this Section shall be that which is included in R.S. 47:2206 B. (2).
Section 6. The acquiring person may file with the recorder of mortgages a copy of one of the notices that was sent to the tax debtor or the current owner. A transfer, mortgage, lien, privilege, or other encumbrance filed after the filing of the notice shall not affect the property. The recorder of mortgages or recorder of conveyances shall cancel, erase, terminate, or release the acts upon the request of the acquiring person.
Section 7. At any time after the expiration of the sixty-day or six-month periods, as applicable, set forth in R.S. 47:2206 (A) and (B), the acquiring person, or his/her successors and assigns, may send to this body a written notice requesting that the sale/donation to him/her be authenticated. The President of the Jury shall authenticate the sale or donation within ten days from the date of the request or as soon thereafter as practical. However, the President shall not execute the act of cash sale or act of donation until the District Attorney’s office has certified in writing to the President, that purchaser or donee has complied with the mandates of this Ordinance. The sale price shall be paid by cashier’s check or money order at the time of the sale.
NOTE: The initial application fee of $75.00 and any other costs incurred by the purchaser shall not be applied to the purchase price and shall not be refundable if the purchaser elects not to complete the process.
NOTE: The City of Alexandria and/or the City of Pineville and/or the Parish of Rapides shall reserve all oil, gas and other mineral rights in and to the property to be conveyed, but shall convey the surface rights of the said property.
Section 8. The acquiring person shall be responsible for filing the sale or donation and payment of all filing fees.
Section 9. The only warranty owed by the political subdivision or the municipalities shall be a warranty against eviction resulting from a prior alienation by the political subdivision or the municipality.
- (a) All sales and donations shall be without warranty, either expressed or implied, even as to return or reduction of the purchase price, including without limitation the warranty against redhibitory defects or vices and the warranty that the thing sole is reasonable fit for its ordinary purpose or the acquiring person’s intended or particular purpose.
- (b) These waivers or exclusions of warranties shall be self-operative regardless of whether the waivers or exclusions are contained in the act of sale or donation, and regardless of whether they are clear and unambiguous, and regardless of whether they are brought to the attention of the acquiring person. This provision supersedes the requirements of any other law.
- (c) The writing constituting the sale shall be in the form as provided in R.S. 47:2207 B. and the writing constituting the donation shall be that which is included in R.S. 47:2207 C.
Section 10. The provisions of R.S. 41:1338 shall not apply to the property being sold or donated in accordance with this Ordinance.
Section 11. A certified copy of the sale or donation shall be prima facie evidence of the regularity of all matters dealing with the sale or donation and the validity of the sale or donation.
Section 12. Contemporaneously with or subsequent to the filing of the sale or donation of adjudicated property, the acquiring person, his/her successors, or assigns, may file with the recorder of mortgages an affidavit indicating how the tax sale parties whose interest the acquiring person, his/her successors, or assigns, intends to be terminated were identified, how the address of each tax sale party was obtained, how the written notice was sent, the results of sending the written notice, and the dates of publication.
- (a) The affidavit may also contain a statement of the interest to which the purchaser or donee takes subject. The recorder of mortgages shall index the affidavit only under the names of the owner filing the affidavit and the tax debtor, as mortgagors.
- (b) The affidavit described herein shall be sufficient if it follows the form articulated in R.S. 47:2208.
- (c) With respect to a sale, the filing of the affidavit provided herein shall operate as a cancellation, termination, release, or erasure of record of all statutory impositions of all political subdivisions then due and owing, of all governmental liens, and of all interests, liens, mortgages, privileges, and other encumbrances recorded against the property sold and listed in the affidavit.
- (d) With respect to a donation, the filing of the affidavit provided herein shall operate as a cancellation, termination, release, or erasure of record of all statutory impositions of all political subdivisions then due and owing, of all governmental liens, and of all interests, liens, mortgages, privileges, and other encumbrances recorded against the property sold and listed in the affidavit.
- (e) Upon filing of the affidavit, the recorder of mortgages or the recorder of conveyances shall treat as canceled, terminated, released, or erased, all those liens, privileges, mortgages or other encumbrances canceled, terminated, released or erased under subsections (c) or (d) of this Section, only insofar as they affect the property.
- (f) The owner filing the affidavit shall be liable to and indemnify the recorder of mortgages, the recorder of conveyances, and any other person relying on the cancellation, termination, release, or erasure by affidavit for any damages that they may suffer as a consequence of such reliance if the recorded affidavit contains materially false or incorrect statements that cause the recorder to incorrectly cancel, terminate, release, or erase any interest listed in the affidavit. The recorder of mortgages and the recorder of conveyances shall not be liable for any damages resulting to any person or entity as a consequence of the cancellation, termination, release or erasure of any interest in compliance with this Section.

On motion by Mr. Ollie Overton, seconded by Mr. Sean McGlothlin, to accept the donation of $350.00 from CLECO to be used in conjunction with the Mini Healthy Behavior’s Grant from the Rapides Foundation. On vote the motion carried.
On motion by Mr. Richard Vanderlick, seconded by Mr. Richard Billings, to grant the request of Cotile Volunteer Fire Department, to proceed with the remodeling of a kitchen addition. Steve Fontenot, Project Engineer, procured State Fire Marshall approval of plans and getting quotes. Scope falls below financial threshold of requiring sealed bids. Project to be paid out of Rapides Parish Fire District No. 8 funds as approved by the Board, Treasurer and Purchasing Agent. On vote the motion carried.
On motion by Mr. Bubba Moreau, seconded by Mr. Joe Bishop, to accept the lowest bidder, Tudor Inc. for Bid No. 2544 (Construction of Station No. 4 – Fire District No. 3). After addendums and value engineering, the negotiated price is $2,025,440.00, as recommended by the Fire Chief, Parish Engineer and Purchasing Agent. On vote the motion carried.
On motion by Mr. Bubba Moreau, seconded by Mr. Richard Billings to award Bid No. 2563 – Used Deck Trailer, 2013 Ledwell Hydra, Tail Trailer with winch, to the lowest bidder, JPS Equipment Rental, LLC in the amount of $31,500.00, as recommended by the Parish Engineer and Purchasing Agent. Mr. Tom Wells stated he had noted 5 problems he had. He sent an email to the Rapides Area Planning Commission on this and he had not gotten a response.

Roads are as follows: Pecan Street from Iles Street to the end of Pecan Street, approximately one tenth of a mile 10th Avenue from 12th Street going east approximately two tenths of a mile. On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton, to approve Amendment #2 to the PY2016 Contract with the Louisiana Workforce Commission, for a reduction in the amount of $969 in the Adult and Dislocated Worker programs, reducing the contract total from $816,193 to $815,224 for the year ending 6/30/17, and authorize the President to sign the amendment and the Treasurer to amend the budget as necessary. On motion by Mr. Ollie Overton, seconded by Mr. Joe Bishop, to authorize the President to sign a contract between the Rapides Parish Police Jury and the Louisiana State University at Alexandria as the One-Stop Operator in compliance with:
Workforce Innovation and Opportunity Act (WIOA) Sec. 121(d)(2)(A) which states “an entity shall be designated or certified as a One-Stop Operator through a competitive process;” and further defined in the Final Regulations at §678.605 on pages 55892 – 55896 of the Federal Register effective October 18, 2016, the Rapides Workforce Development Board is to follow local/state procurement policies and/or Uniform Guidance at 2 CFR 200.318 – 200.326 to procure a One-Stop Operator for the Rapides One-Stop Center. The selected Contractor must be in place no later than July 1, 2017;
in the amount of $24,000.00 to begin July 1, 2017 and end on June 30, 2018 with option to renew for three (3) years and have Treasurer to amend the budget accordingly. The funding for this contract will come from WIOA grant funds. On vote the motion carried.

Mr. Ollie Overton asked Mr. Brian Butler to give a brief update on the project. Mr. Overton stated he understood that the City of Alexandria would take over the maintenance of this project once it was finished, to which Mr. Butler stated yes.

BE IT ORDAINED by the Rapides Parish Police Jury in Regular Session convened on this 12th day of June, 2017, that Section 18-4.2 (g) of the Rapides Parish Code of Ordinances is hereby amended and reenacted to include a 25 mph speed limit on the Antee Road as follows:
Chapter 18. MOTOR VEHICLES AND TRAFFIC
Section 18-4.2. Speed limits designated on certain streets:
- (g) Twenty-five miles per hour. It shall be unlawful for any person to drive or operate a vehicle upon the following parish roads in Rapides Parish in excess of twenty-five (25) miles per hour: ... Antee Road ... (l). Whoever violates the provisions of this section shall be punished by a fine not to exceed one hundred dollars ($100.00), or imprisoned in the Rapides Parish Jail for a period not to exceed thirty (30) days, or both.
BE IT FURTHER ORDAINED that this ordinance is to be effective immediately. BE IT FURTHER ORDAINED in all other respects Section 18-4.2 of the Rapides Parish Code of Ordinances shall remain unchanged. THUS DONE AND SIGNED on this 12th day of June, 2017.

An ordinance creating Gravity Drainage District No. 2 of the Parish of Rapides, State of Louisiana; fixing the boundaries and designating the domicile thereof; appointing five (5) commissioners therefor; and providing for the organization thereof and other matters in connection therewith.
WHEREAS, this Police Jury, acting on its own initiative, desires to create a gravity drainage district from lands which drain by gravity in a portion of the Parish of Rapides, State of Louisiana (the “Parish”), in the manner provided by Part I, Chapter 7, Title 38 of the Louisiana Revised Statutes of 1950; and
WHEREAS, the lands in the gravity drainage district herein created drain by gravity and comprise less than the whole territory of the Parish;
NOW, THEREFORE, BE IT ORDAINED, by the Police Jury of the Parish of Rapides, State of Louisiana, acting as the governing authority of said Parish, that:
SECTION 1. Acting under the authority of Part I, Chapter 7, Title 38 of the Louisiana Revised Statutes of 1950 and other constitutional and statutory authority supplemental thereto (the “Act”), there is hereby created a gravity drainage district within the Parish, the boundaries of which shall be as follows:
BEGINNING at the intersection of the line between Section 78 and 79, T4N-R1W and the center of Red River and run southwesterly along the line between Sections 78 and 79 to its intersection with the centerline of Bayou Rapides; thence run generally south or downstream along the centerline of Bayou Rapides to its intersection with the line between Sections 27 and 28, T4N-R1W; thence continue in a southwesterly direction along the line between Sections 27 and 28, and between Sections 44 and 45, and between Sections 44 and 46, all within T4N-R1W; thence continue to the Township line dividing T4N-R1W from T3N-R1W; thence continue in a southwesterly direction along the line dividing Sections 10 and 11, T3N-R1W to its intersection with the centerline of Bayou Robert; thence run downstream along the centerline of the meanders of Bayou Roberts to its intersection with the western right-of-way of U.S. Hwy. 165; thence continue southwesterly along said right-of-way to the center of the Diversion Canal relieving Bayou Rapides into Bayou Boeuf, hereon referred to as the Diversion Canal; thence run northwesterly along the Diversion Canal upstream to the northern right-of-way of La. Hwy. 488 also known as Twin Bridges Road; thence southwesterly to the centerline of Bayou Boeuf; thence run upstream along the centerline of the meanders of Bayou Boeuf until the headwaters intersect with the centerline of Mount Triumph Road; thence northeasterly along said centerline to the intersection of Mount Triumph Road with Mill Race Road; thence north from said intersection to the center of Bayou Rapides; thence northerly and upstream along the center of Bayou Rapides to the centerline of the Mill Race Road Bridge; thence northeasterly along said centerline to the western right-of-way of La. Hwy 121; thence follow northwesterly along the western right-of-way of La. Hwy 121 to the center of Interstate 49; thence northwesterly along the center of Interstate 49 to the center of Bayou Jean de Jean; thence northeasterly and downstream along the center of Bayou Jean de Jean to the center of the Red River; thence southeasterly and downstream along the Red River back to the POINT OF BEGINNING. LESS AND EXCEPT all that being the city limits of the Town of Boyce and the limits of England Air Park.
SECTION 2. The said gravity drainage district hereby created shall be known and is hereby designated as "Gravity Drainage District No. 2 of the Parish of Rapides, State of Louisiana" (the “District”), and as thus created, shall constitute a body corporate in law and a political subdivision of the State of Louisiana, and as such, shall have all the rights, powers and privileges granted and conferred by the Constitution and statutes of the State of Louisiana, including the authority to incur debt, to issue bonds and to levy taxes and forced contributions.
SECTION 3. In accordance with the provisions of Section 1759 of Title 38 of the Louisiana Revised Statutes of 1950 (La. R. S. 38:1759), the following five
- (5) individuals are hereby appointed by the Police Jury to serve as the first Board of Commissioners (the “Board”) of the District, each of whom are assessed with real estate in the District with a value of at least five hundred dollars ($500):

A certified copy of this ordinance shall be duly published in the official journal of this Police Jury for thirty (30) days, as required by Section 1756 of Title 38 of the Louisiana Revised Statutes of 1950 (La. R. S. 38:1756). After thirty (30) days from the date of the first publication, the action of this Police Jury shall be absolutely incontestable for any cause whatsoever, and it shall be conclusively presumed that the District is regularly and legally created and that each and every acre of land in the District is the character of land that should be included therein. SECTION 6. This Ordinance, being an ordinance affecting the public peace, health and safety of the inhabitants of said District and said Parish, shall be in full force and effect immediately upon its adoption. SECTION 7. Any and all ordina nces and resolutions, or provisions thereof, in conflict herewith are hereby repealed to the extent of such conflict. WHEREAS, a comprehensive plan for Rapides Parish is important for planning strategic long term decisions on policy and procedures and protocols related to transportation, infrastructure, housing, economic resilience, hazard mitigation, floodplain management, public facilities, as well as natural, historic and cultural resources; and,
WHEREAS, in October 2015 the Jury after a Request for Proposals engaged consultants and specialists for assistance updating the 1972 Comprehensive Resiliency Plan; and,
WHEREAS, a series of public meetings involving citizens and public comments and a compilation of information and other input from a cross section of citizens concluded with a shared vision and recommendations to guide future development; and,
WHEREAS, the Comprehensive Resiliency Plan for Rapides Parish is a community-driven initiative identifying priorities for transportation, infrastructure, housing, economic resilience, hazard mitigation, floodplain management, public facilities conducive to communities and citizens needs and as otherwise as expressed in the published resiliency plan; and,
WHEREAS, the Rapides Parish Police Jury should adopt and henceforth adhere to plan recommendations and implement this inclusive plan to insure orderly development, utilization of existing and planned infrastructures and improvements for transportation, infrastructure, housing, economic resilience, hazard mitigation, floodplain management, public facilities, and preservation of natural, historic and cultural resources.
THEREFORE, BE IT RESOLVED, by the Rapides Parish Police Jury, in legal session convened, that the Comprehensive Resiliency Plan for Rapides Parish is hereby adopted as a comprehensive master plan for the Parish of Rapides, Louisiana.
Thus adopted and signed this 12th day of June, 2017.
On motion by Mr. Bubba Moreau, seconded by Mr. Joe Bishop, to enter into a Cooperative Endeavor between the Rapides Parish Highway Department and Rapides Parish Fire District #2 to allow the Highway Department to loan Equipment #9155 (track hoe) to the Rapides Parish Fire Department.
Mr. Sean McGlothlin questioned if there was a way to make the Corporative Endeavors between the Highway Department and Fire District No. 2 a one time for the year or do we need to go back and forth.
Mr. Tom Wells, Legal Counsel, stated that he had discovered this new bill in the LMA newsletter. I t has passed the Legislature, but he didn’t know if it had been signed by the Governor yet. The bill would allow entities to share equipment without having to pay for it or establish some value. He stated he sent it to D ennis Woodward, Public Works Director and they put this motion on agenda. He stated he needed to make sure the Governor signed it and make sure it is legal. Mr. Tom stated his intention was to draft a standard form that could be used for both the Jury and other entities. It could be on an annual basis.

Mr. Richard Billings recognized Mayor David Butler of the Town of Woodworth.
Mayor David Butler stated he was here to express his concerns over the 2% Fire Insurance Rebate money. It is based on population. For a number of years, he stated the Town of Woodworth has not gotten what was supposed to have come to them.
Discussion ensued.
Mr. Craig Smith stated that this did not pertain to the item that was being discussed, but this would be taken up in the July meeting.
Mr. Craig Smith stated that he would like to see some research done and this brought back before the Jury in July.
