  4. Motion to ratify approval of the revised Memorandum of Understanding (MOU) and Cost Allocation Plan (CAP) between the Chief Elected Official of Rapides Parish, Rapides Workforce Development Board, and Local Workforce Area One-Stop Partners and to authorize the President to sign the Memorandum of Understanding.

The purpose of the MOU is to identify and to deliver a variety of workforce development resources through a coordinated system that addresses the needs of employers and job seekers. The One-Stop system will offer a variety of job placement, education, job training, human services, and other workforce development services to residents of the Parish. This Memorandum of Understanding establishes commitments, joint processes, and procedures that enable partners to integrate core, intensive, and training services.

The revisions include:

  • • Updated document to reflect the WIOA wording and section requirements in the MOU as stated in the law;
  • • Added an organizational chart;
  • • Revised the list of partners to reflect only those that utilize the Center to provide service and will share in the Cost Allocation Plan
  • • Updated the Cost Allocation Plan to bring it current. (WORKFORCE 8/1)

Motion to enter into an Intergovernmental Agreement with the Ward 10 Recreation District, for the Rapides Parish Highway Department to provide labor and equipment to assist in the girls baseball field parking area expansion, to be paid out of District A reseal funds and authorize the President to sign same. Motion to authorize the Rapides Parish Police Jury to submit a Federal Lands Access Program Project Application for funding for the Valentine Lake Road project, to be prepared by Frye Magee, LLC and Meyer, Meyer, LaCroix and Hixson and authorize the President to sign any necessary documents.   3. Motion to authorize the Rapides Area Planning Commission to pursue available grant funding for a flood reduction/mitigation project, to reduce potential flooding in the Rigolette Road area of Pineville, Louisiana. Potential grant opportunities include the Hazard Mitigation Grant Program and the Community Development Block Grant Program. (GRANTS 8/1)
  4. Motion to seek approval from the Attorney General’s Office to retain Mr. Bryce Denny, Attorney at Law, to review and update the Rapides Parish Police Jury’s Drug Policy and prepare a draft Request for Proposal for Substance Abuse Testing Services and if approved, authorize the President to sign any necessary documents.   5. Motion to go into Executive Session to discuss potential litigation as a coplaintiff with the District Attorney's Office and against Travelers Insurance Company and Margaruette Beard concerning the theft of funds and the insurance claim against the Employee Dishonest Policy issued by Travelers Insurance Company to the Rapides Parish Police Jury. The Police Jury of the Parish of Rap ides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, A ugust 8 , 2016, at three (3:00) o'clock p.m. (Central Standard Time).

There were present: Craig Smith, President, Scott Perry, Jr., Vice President, and Police Jurors; Davron “Bubba” Moreau, Joe Bishop, Theodore Fountaine, Jr., Richard Vanderlick, Oliver “Ollie” Overton, Jr., Sean McGlothlin and Richard Billings.

Also prese nt were Mr. Bruce Kelly, Treasurer; Mr. Dennis Woodward, Public Works Director; Mr. Shane Trapp, Courthouse Building Superintendent; Ms. Donna Andries, Sales & Use Tax Administrator; Chief Randy McCain, Fire District No. 2; Ms. Elaine Morace, WIA Operation s Director; Ms. Linda Sanders, Civil Service Director; Mr. Thomas O. Wells, Legal Counsel; Mr. Phillip Terrell, District Attorney and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. Scott Perry.

The Pledge of Allegiance was led by Mr. Theodore Fountaine.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Bubba Moreau, seconded by Mr. Ollie Overton, to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on July 11, 2016 as published in the Official Journal. On vote the motion carried.

On motion by Mr. Richard Billings, seconded by Mr. Bubba Moreau, that approved bills be paid. On vote the motion carried.

On motion by Mr. Joe Bishop, seconded by Mr. Scott Perry, to accept the Treasurer’s Report. On vote the motion carried.

On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton, the following resolution was presented and unanimously adopted:

BE IT RESOLVED, by the Police Jury of the Parish of Rapides, Louisiana, in a public meeting held on August 8, 2016, which meeting was conducted in REGULAR MEETING AUGUST 8, 2016

accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisia na Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2016, for the purpose of raising revenue:

The next item on the agenda was to recognize Mr. Jay Sharplin of Holiday Inn, Downtown.

Mr. Sharplin stated the Holiday Inn opened for business two weeks ago. They hosted the LMA conference and it went well. He further stated they were looking forward to holding other events. The Hotel has large and small meeting rooms to accommodate numerous size events and also offered in-house catering.

On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton, to accept the recommendation of Mr. Rick McGuffee with Louisiana Wildlife & Fisheries, to do a drawdown on Indian Creek Lake, beginning September 6, 2016 and close the drawdown gates on or about December 15, 2016.

Mr. Richard Billings stated he would like to see the Jury notified on the stages of the drawdown so the water levels do not get too low, to which Mr. Craig Smith stated Dennis Woodward, Public Works Director, would check periodically and bring a report back to the Jury.

On vote the motion carried.

On motion by Mr. Scott Perry seconded by Mr. Bubba Moreau, the following ordinance was presented and on vote unanimously adopted:

ORDINANCE

AN ORDINANCE TO AMEND AND REENACT SECTION 18 -4.2

  • (F) SPEED LIMITS SO AS TO ESTABLISH A 30 MPH SPEED LIMIT ON MABOU HILL ROAD, WARD 11, DISTRICT C.

NOW, THEREFORE, BE IT ORDAINED by the Rapides Parish Police Jury in Regular Session convened on this 8th day of August, 2016, that Section 18-4.2

  • (f) of the Rapides Parish Code of Ordinances is hereby amended and reenacted to include the following road, as follows:

Chapter 18. MOTOR VEHICLES AND TRAFFIC REGULAR MEETING AUGUST 8, 2016

Section 18-4.2. Speed limits designated on certain streets: ...

  • (f) Thirty miles per hour. It shall be unlawful for any person to drive or operate a vehicle upon the following parish roads in Rapides Parish in excess of thirty (30) miles per hour. ... Mabou Hill Road, Ward 11, District C ...

(l). Whoever violates the provisions of this section shall be punished by a fine not to exceed one hundred dollars ($100.00), or imprisoned in the Rapides Parish Jail for a period not to exceed thirty (30) days, or both.

BE IT FURTHER ORDAINED that this ordinance is to be effective immediately. BE IT FURTHER ORDAINED in all other respects Section 18 of the Rapides Parish Code of Ordinances shall remain unchanged. BE IT FURTHER ORDAINED that the Parish Highway Department is hereby authorized to erect speed limit signs on the road. THUS DONE AND SIGNED on this 8th day of August, 2016.

On motion by Mr. Bubba Moreau, seconded by Mr. Richard Billings, the following ordinance was presented and on vote unanimously adopted:

ORDINANCE

The purpose of the MOU is to identify and to deliver a variety of workforce development resources through a coordinated system that addresses the needs of employers and job seekers. The One-Stop system will offer a variety of job placement, education, job training, human services, and other workforce development services to residents of the Parish. This Memorandum of Understanding establishes commitments, joint processes, and procedures that enable partners to integrate core, intensive, and training services.

The revisions include:

  • • Updated document to reflect the WIOA wording and section requirements in the MOU as stated in the law;
  • • Added an organizational chart;
  • • Revised the list of partners to reflect only those that utilize the Center to provide service and will share in the Cost Allocation Plan
  • • Updated the Cost Allocation Plan to bring it current. On vote the motion carried.

On motion by Mr. Bubba Moreau, seconded by Mr. Richard Billings, to authorize the Rapides Area Planning Commission to pursue available grant funding for a flood reduction/mitigation project, to reduce potential flooding in the Rigolette Road area of Pineville, Louisiana. Potential grant opportunities include the Hazard Mitigation Grant Program and the Community Development Block Grant Program. On vote the motion carried.

On motion by Mr. Richard Billings, seconded by Mr. Ollie Overton, to seek approval from the Attorney General’s Office to retain Mr. Bryce Denny, Attorney at Law, to review and update the Rapides Parish Police Jury’s Drug Policy and prepare a draft Request for Proposal for Substance Abuse Testing Services and if approved, authorize the President to sign any necessary documents. BE IT RESOLVED by the Police Jury of the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as the governing authority of Road District No. 2B (Ward 11) of the Parish of Rapides, State of Louisiana (the "District"), that:

SECTION 4. Polling Places. SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on Monday, January 9, 2017, as provided in Section 3 hereof. SECTION 6. Authorization of Officers. SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Rapides Parish and the Registrar of Voters of Rapides Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
