  1. Motion to award construction contract for the Rapides Parish Coliseum Bathroom Finish Out, ADG Job No. 12014, to the low bidder, Ratcliff Construction, for bid amount of $405,000 as recommended by Alliance Design Group, Project Architect, and concurred by Facility Planning and Control as well as authorize the President to sign all necessary documents.
  2. Motion to adopt the following ordinance:

AN ORDINANCE AUTHORIZING THE INSTITUTION OF

EXPROPRIATION PROCEEDINGS PURSUANT TO STATE

LAW BY THE RAPIDES PARISH POLICE JURY AGAINST

THE PROPERTY SHOWN AS:

A certain 0.103 Acre tract of land together with all rights, ways, improvements and appurtenances thereon, said tract located in Section 20, Township 5 North Range 1 East, Rapides Parish, Louisiana, being more particularly described as follows:

Commencing at the northeast corner of the northwest quarter of the southwest quarter of Section 20, said point being a found concrete post; thence S 00°17'37" E a distance of 646.57 feet to the POINT OF BEGINNING; thence S 05°50'39" W a distance of 209.41 feet; thence N 75°03'58" W a distance of 22.64 feet; thence with a curve turning to the left with an arc length of 43.57 feet, with a radius of 1130.18 feet, with a chord bearing of N 06°54'18" E, with a chord length of 43.57 feet; thence N 05°48'02" E a distance of 160.07 feet; thence S 89°57'56" E a distance of 21.78 feet back to the POINT OF BEGINNING said tract having an area 0.103 Acres.

WHEREAS, public necessity dictates that this property be owned by and subject to use by the Rapides Parish Police Jury; and, REGULAR MEETING JUNE 13, 2016

WHEREAS, this taking is necessary for road purposes,

NOW, THEREFORE, BE IT ORDAINED by the Police Jury of Rapides Parish, in special session convened, that the expropriation of this property is necessary for the public interest and the Parish Attorney is hereby authorized to offer the owner (s) the sum of $6,532.00 for the voluntary purchase of the needed property rights and if not accepted to institute expropriation proceedings against the owner or owners of record as they might be at the time of the filing, of the property more particularly described in Exhibit "A" attached hereto.

BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or application thereof is invalid, such invalidity shall not affect other provisions, items or applications and to this end, the provisions of this Ordinance are hereby declared severable.

BE IT FURTHER ORDAINED that all ordinances or resolutions or parts thereof of ordinances or resolutions in conflict herewith are hereby repealed.

  1. Any other business that may properly come before the Police Jury.

Also present were Mr. Bruce Kelly, Treasurer; Ms. Donna Andries, Sales & Use Tax Administrator; Chief Randy McCain, Fire District No. 2; Mr. Thomas O. Wells, Legal Counsel and Ms. Laurel Smith, Secretary.

The invocation was given by Mr. Scott Perry.

The Pledge of Allegiance was led by Mr. Bruce Kelly.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.

The President asked if there was any public comment on any agenda item, to which there was no response. REGULAR MEETING JUNE 13, 2016

On motion by Mr. Ollie Overton, seconded by Mr. Joe Bishop, to award construction contract for the Rapides Parish Coliseum Bathroom Finish Out, ADG Job No. 12014, to the low bidder, Ratcliff Construction, for bid amount of $405,000 as recommended by Alliance Design Group, Project Architect, and concurred by Facility Planning and Control as well as authorize the President to sign all necessary documents. On vote the motion carried.

On motion by Mr. Bubba Moreau, seconded by Mr. Ollie Overton, the following ordinance was presented and unanimously adopted:
