NOTICE OF SPECIAL POLICE JURY MEETING
- Motion to consider the City of Alexandria’s response to the Police Jury’s offer or to file a partition of the Co-Owned Portion of the Rapides Parish Coliseum, or otherwise take all necessary steps, including the filing of suit, to accomplish the purposes described in the resolution adopted October 13, 2014 by the Rapides Parish Police Jury convened in Regular Session.
- Any other business that may properly come before the Police Jury.

There were present: Joe Bishop, President, Davron “Bubba” Moreau, Vice President, and Police Jurors Craig Smith, Theodore Fountaine, Jr., Richard Vanderlick, Oliver “Ollie” Overton, Jr., Sean McGlothlin, Richard Billings and Scott Perry, Jr.
Also present were Bruce Kelly, Treasurer; Mr. Shannon Trapp, Courthouse and Jail Building Superintendent; Chief Randy McCain, Fire District No. 2; Donna Andries, Sales & Use Tax Administrator; Sonya Wiley-Gremillion, OHSEP Director; Field Gremillion, Legal Counsel; and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Richard Billings.
The Pledge of Allegiance was led by Mr. Sean McGlothlin.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Joe Bishop, President who welcomed all present and then stated that the Police Jury was ready for the transaction of business.
The President asked if there was any public comment on any agenda item, to which there was no response.
On motion by Mr. Ollie Overton, seconded by Mr. Sean McGlothlin, to consider the City of Alexandria’s response to the Police Jury’s offer or to file a partition of the Co-Owned Portion of the Rapides Parish Coliseum, or otherwise take all necessary steps, including the filing of suit, to accomplish the purposes described in the resolution adopted October 13, 2014 by the Rapides Parish Police Jury convened in Regular Session
A resolution and agenda that was received from the City of Alexandria, by fax, was passed out to the Jurors.
Mr. Theodore Fountaine questioned when the fax was received because he was concerned that the Jury gets things at the last minute.
Mr. Bishop stated it came in today at 11:56. He further stated as soon as the fax came in, it was faxed to Mr. Chris Guillet, Legal Counsel for the Coliseum issue and Mr. Tom Wells, Legal Counsel for the Jury for review.
Mr. Chris Guillet stated the purpose of the meeting was to consider the response by the City of Alexandria in light of the prior resolution. The Police Jury issued a letter to the City on October 14, 2014 with three different options and asked that the City respond by the close of business on Tuesday, October 21, 2014. The Police Jury received no response by that date. About an hour ago, the Police Jury received a fax from the City with a response to the October 14th letter. Mr. Guillet recommended that the Police Jury go into Executive Session to consider the response of the City.
On motion by Mr. Richard Vanderlick, seconded by Mr. Ollie Overton, that the Rapides Parish Police Jury go into Executive Session to discuss the response from the City of Alexandria and the Coliseum issue.
Roll call vote was as follows: YEAS: Joe Bishop, Bubba Moreau, Craig Smith, Theodore Fountaine, Richard Vanderlick, Ollie Overton, Sean McGlothlin, Richard Billings and Scott Perry NAYS: none ABSENT: none
On roll call vote the motion carried 9-0.
EXECUTIVE SESSION
On motion by Mr. Richard Billings, seconded by Mr. Ollie Overton, for the Jury to come out of executive session. Mr. Richard Vanderlick left the meeting at 3:30 p.m. On vote the motion carried at 3:34 p.m.
On motion by Mr. Richard Billings, seconded by Mr. Ollie Overton, to authorize Mr. Chris Guillet, Legal Counsel, to file a partition of the Co-Owned Portion of the Rapides Parish Coliseum, or otherwise take all necessary steps, including the filing of suit, to accomplish the purposes described in the resolution adopted October 13, 2014 by the Rapides Parish Police Jury convened in Regular Session.
Mr. Theodore Fountaine questioned when the lawsuit would be filed, to which Mr. Chris Guillet stated possibly today, if not tomorrow.
Roll call vote was as follows: YEAS: Joe Bishop, Bubba Moreau, Craig Smith, Theodore Fountaine, Ollie Overton, Sean McGlothlin and Richard Billings NAYS: Scott Perry ABSENT: Richard Vanderlick
On roll call vote the motion carried 7-1.
On motion by Mr. Richard Billings, seconded by Mr. Ollie Overton, there being no further business, the meeting be adjourned at 3:35 p.m.
