The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, November 12 , 201 3, at three (3:00) o'cloc k p.m. (Central Standard Time).
There were present: Joe Bishop, President, Richard Vanderlick, Vice President, and Police Jurors Davron “Bubba” Moreau, Oliver “Ollie” Overton, Jr., Mr. Scott Perry, Jr., Craig Smith and Sean McGlothlin.
Police Jur y members absent: Richard Billings and Theodore Fountaine Jr.,
Also present were Mr. Tim Ware, Treasurer; Mr. Dennis Woodward, Public Works Director; Ms. Donna Andries, Sales & Use Tax, Mr. Shane Trapp, Courthouse Building Superintendent; Ms. L inda Sanders, Civil Service Director; Chief Randy McCain, Fire District No. 2; Mr. Thomas O. Wells, Legal Counsel; and Ms. Laurel Smith, Secretary.
The invocation was given by Mr. Scott Perry.
The Pledge of Allegiance was led by Mr. Craig Smith.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Joe Bishop, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
The President asked if there was any Public Comment on any Agenda Item, to which there was no response.
On motion by Mr. Craig Smith, seconded by Mr. Ollie Overton, to adopt the minutes of Rapides Parish Police Jury held in Regular Session o n October 14 , 2012, as published in the Official Journal. On vote the motion carried.
On motion by Mr. Bubba Moreau , seconded by Mr. Craig Smith , that approved bills be paid. On vote the motion carried.
On motion by Mr. Richard Vanderlick, seconded by Mr. Bubba Moreau, to accept the Treasurer’s Report. On vote the motion carried.
On motion by Mr. Ollie Overton, seconded by Mr. Richard Vanderlick, to authorize the expenses of interested Police Jurors, Employees and Legal Counsel to attend the PJA Convention in Baton Rouge, LA., to be held on February 26-28, 2014.

AN ORDINANCE TO AMEND AND REENACT SECTION 18 -4.2
- (E) SPEED LIMITS SO AS TO ESTABLISH A 35 MPH SPEED LIMIT ON HAVENS ROAD, WARD 4, DISTRICT H.
NOW, THEREFORE, BE IT ORDAINED by the Rapides Parish Police Jury in Regular Session convened on this 12th day of November, 2013, that Section 18 - 4.2 (e) of the Rapides Parish Code of Ordinances is hereby ame nded and reenacted to include the following road, as follows:
Chapter 18. MOTOR VEHICLES AND TRAFFIC
Section 18-4.2. Speed limits designated on certain streets: ...
- (e) Thirty -five miles per hour. It shall be unlawful for any person to drive or operate a vehicle upon the following parish roads in Rapides Parish in excess of thirty-five (35) miles per hour. ... Havens Road, Ward 4, District H ... (l). Whoever violates the provisions of this section shall be punished by a fine not to exceed one hundred doll ars ($100.00), or imprisoned in the Rapides Parish Jail for a period not to exceed thirty (30) days, or both.
BE IT FURTHER ORDAINED that this ordinance is to be effective immediately.
BE IT FURTHER ORDAINED in all other respects Section 18-4.2 of the Rapides Parish Code of Ordinances shall remain unchanged.
THUS DONE AND SIGNED on this 12th day of November, 2013.
On motion by Mr. Ollie Overton , seconded by Mr. Craig Smith , the following ordinance was presented to adopt a 15 mph speed limit on Laborde Lane, Echo, Ward 2, District H, and authorize the Parish Highway Department to erect speed limit signs, and on vote unanimously adopted:

- (I) SPEED LIMITS SO AS TO SET A 15 MPH SPEED LIMIT ON LABORDE LANE.
NOW, THEREFORE, BE IT ORDAINED by the Rapides Parish Police Jury in Regular Session convened on this 12th day of November, 2013, that Sec tion 184.2 (i) of the Rapides Parish Code of Ordinances is hereby amended and reenacted to include a 15 mph speed limit on the following streets in the Laborde Lane, Echo, Ward 2, District H as follows:
Chapter 18. MOTOR VEHICLES AND TRAFFIC
Section 18-4.2. Speed limits designated on certain streets:
- (i) Fifteen miles per hour. It shall be unlawful for any person to drive or operate a vehicle upon the following parish road in Rapides Parish in excess of fifteen (15) miles per hour.

The following resolution was offered by Mr. Ollie Overton, seconded by Mr. Richard Vanderlick:
RESOLUTION
A resolution providing for canvassing the returns and declaring the result of the special election held in Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, on Saturday, October 19, 2013, to authorize the continuation of a special tax therein.
BE IT RESOLVED by the Police Jury of the Parish of Rapid es, State of Louisiana (the "Governing Authority"), acting as the governing authority of Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, on SATURDAY, OCTOBER 19, 2013, to authorize the continuation of a special tax therein, an d said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Procès Verbal. A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of R apides, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:
YEAS: Joe Bishop, Davron “Bubba” Moreau, Oliver “Ollie” Overton, Jr., Mr. Scott Perry, Jr., Richard Vanderlick, Craig Smith and Sean McGlothlin. NAYS: None ABSENT: Richard Billings and Theodore Fountaine, Jr.

Mr. Tom Wells stated he would like for the record to reflect the report from the Parish Inspector showing that the property was in bad shape and attempts to serve the individual were unsuccessful. According to the rules, we appointed Mr. Gregory Jones as Curator, to represent the owner. The proper notices were done to identify the owner.
Mr. Gregory Jones, Curator for the absent property owner, stated he had read the July 16, 2013 report of Mr. Butch Daigre, Parish Inspector, where he tried to forward the paperwork to the property owners that are listed on the Tax Assessor’s rolls. Unfortunately, Mr. John C. Borell is deceased. He stated he ran the statutorily required advertisement in The Town Talk and did have a response from a relative, an elderly lady that lived in Natchitoches , and she advised him that Mr. John Borell, Sr. passed away several years ago and his wife, Ms. Borell passed earlier this year. Their only child, John Borell, Jr. passed a few months ago. There are no immediate land owners. He stated he did advise the Aunt in Natchitoches of the hearing date for today and also sent her a letter. She declined the invitation.
Mr. Jones stated he had gone to the property and taken his own pictures, and it is horrendous. The neighbor ’s on both sides have well-manicured properties. He further stated he agreed with Mr. Dai gre’s report and would li ke to enter into the record, no objection, to the Parishes requests, as the authorized legal representative and that the plan for condemnation cannot be argued with.

WHEREAS, there are more than 171,000 licensed Nurse Practitioners in the United States with 2559 NPs practicing in the State of Louisiana, providing high - quality, cost-effective, patient-centered, personalized health care for nearly half a century; and
WHEREAS, NPs have graduate, advanced education (most have master’s degrees and an increasing number have doctorates); and
WHEREAS, NPs order, perform and interpret diagnostic tests, diagnose and treat acute and chronic conditions; and prescribe medication s and other treatments; and
WHEREAS, NPs are truly partners in the health care of their patients, so that in addition to clinical services, NPs focus on health promotion, disease prevention and health education and counseling, guiding patients to make sm arter health and lifestyle choices; and
WHEREAS, the excellence, safety, and cost -effectiveness of the care providing by NPs is established and well-documented; and
WHEREAS, NPs provide health care to people of all ages and in diverse health care sett ings such as private office practice, hospitals, long -term care facilities, schools, state and local health departments, managed care facilities, and retail-based clinics; and
WHEREAS, more than 18 percent of NPs practice in rural settings with populations of less than 25,000; and

On motion by Mr. Ollie Overton, seconded by Mr. Bubba Moreau, to amend that certain motion of October 14, 2013, to authorize to enter into an Intergovernmental Agreement with the Town of Glenmora for the Parish Highway Department to perform resurfacing of Wilson Road and West 8th Avenue Extension (which is perpendicular to Wilson Road) and Gum Street, as requested by the Town of Glenmora, to be paid out of to wns portion of Road District 1A funds, and authorize the President to sign same, to exclude Gum Street from the agreement. On motion by Mr. Ollie Overton, seconded by Mr. Richard Vanderlick, to amended a certain motion of October 14, 2013, to authorize the purchase of one (1) acre of land near the SE corner of Section 188, Township 4N3W in Ward 7 for the purpose of locating a 3rd fire station for Fire District 8, contingent upon the Leg al Counsel approval and required appraisal, to be paid from Fire District 8 funds, as recommended by the Cotile VFD Board of Directors, to add the legal the description to the motion.
