NOTICE OF PUBLIC HEARING/MEETING

  • I. A public hearing will be held as follows:

TIME: 3:00 p.m. CST PLACE: Rapides Parish Police Jury Meeting Room, 2 nd Floor Parish Courthouse,

  1. To discuss adopting the adjusted 2012 ad valorem millage rates after reassessment and/or roll forward to millage rates not to exceed the prior year’s maximum millage rates as advertised. (Mr. Overton)

Call to Order Roll Call Public Comment Approval of Minutes from last meeting/hearing will be done in the next Jury meeting on August 13, 2012.

There is no old business to be discussed.

New Business:

  1. Adopt the adjusted millage rates.
  2. Set forth the adjusted millage rates and roll forward to millage rates not exceeding the maximum authorized rates.
  3. Adopt other authorized millages or taxes.

There were present: Honorable Oliver Overton, President; Richard Vanderlick, Vice President; and Police Jurors Joe Bishop; Scott Perry, Jr.; Theodore Fountaine, Jr.; Davron “Bubba” Moreau; Craig Smith; Richard Billings; and Sean McGlothlin.

Also present were Mr. Tim Ware, Treasurer; Mr. Dennis Woodward, Public Works Director; Ms. Donna Andries, Sales Tax Administrator; Ms. Melissa Becker, Rapides Area Planning Commission Area Director; Ms. Elaine Morace, WIA Director; Mr. Shane Trapp, Courthouse and Jail Build ing Superintendent; Chief Randy McCain, Fire District No. 2; Mr. Thomas O. Wells, Legal Counsel; and Ms. Angela T. Voss, Parish Secretary.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said P arish by Hon. Oliver Overton , President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

Mr. Oliver Overton, President, called the meeting to order.

Motion by Mr. Joe Bishop, seconded by Mr. Richar d Billings, to hold a public hearing to discuss and adopt the adjusted 2012 ad valorem millage rates and/or roll forward to millage rates no t to exceed the prior year’s maximum millage rates for the tax year 2011, as advertised. On vote the motion carried.

Mr. Tim Ware explained the hearing and rolling forward or back of millages in detail by giving examples of how the process works.

Mr. Overton asked if there was any Public comment or questions.

Mr. Randy Patterson expressed his opinion to roll down and keep down.

Mr. Ware explained what Mr. Patterson was asking and why the Jury should roll up the four millages that could be rolled up.

Motion by Mr. Oliver Overton, seconded by Mr. Joe Bishop, to close the public hearing. On vote the motion carried at 3:12 p.m.

Motion by Mr. Richard Billings, seconded by Mr. Joe Bishop, to adjust all millage rates by rolling forward or back not to exceed the prior year’s maximum millage rates. On vote the motion carried.

RESOLUTION NO. 1

BE IT RESOLVED, by the Rapides Parish Police Jury of the Parish of Rapides, Louisiana, in a public meeting held on August 6, 2012, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2012, for the purpose of raising revenue:

BE IT FURTHER RESOLVED that the Assessor of the Parish of Rapides, shall extend upon the assessment roll for the year 2012 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Motion by Mr. Richard Billings, seconded by Mr. Joe Bishop, to adopt all other authorized millages (Fire District No. 2 and Fire District No. 14). On vote the motion carried.

Motion by Mr. Bubba Moreau, seconded by Mr. Joe Bishop, to roll forward the adjusted millage rates (Fire District No. 3, Fi re District No. 4, Road District No. 10A, Road District No. 36) not exceeding the maximum authorized rates. On vote the motion carried. ADOPT ALL OTHER MILLAGES

BE IT RESOLVED, by the Rapides Parish Police Jury of the Parish of Rapides, Louisiana, in a public meeting held on August 6, 2012, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2012, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than two -thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). The votes were:
