NOTICE OF SPECIAL POLICE JURY MEETING
- To discuss HB 919.
- Any other business that may properly come before the Police Jury.
BY ORDER OF THE PRESIDENT

There were present: Honorable Oliver Overton, President; Richard Vanderlick, Vice President; and Police Jurors Joe Bishop; Scott Perry, Jr.; Theodore Fountaine, Jr.; Davron “Bubba” Moreau; Craig Smith; Richard Billings; and Sean McGlothlin.
Also present were Mr. Tim Ware, Treasurer; Mr. Dennis Woodward, Public Works Director; Ms. Donna Andries, Sales Tax Administrator; Ms. Melissa Becker, Rapides Area Planning Commission Area Director; Ms. Elaine Morace, WIA Director; Mr. Shane Trapp, Courthouse and Jail Building Superintendent; Chief Randy McCain, Fire District No. 2; Mr. Thomas O. Wells, Legal Counsel; and Ms. Angela T. Voss, Parish Secretary.
The invocation was given by Mr. Bubba Moreau.
The Pledge of Allegiance was led by Mr. Joe Bishop.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Oliver Overton , President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

Discussion, questions and answers ensued concerning House Bill 919 (proposed R.S. 33:9038.66 – Rapides Parish Taxing District).
Mr. Kelvin Sanders gave a presentation on possible development for the proposed TIF (Tax Increment Financing) property. Questions and answers ensued.
Mr. Rich Dupree, Mr. Kevin Dorn, Ms. Melissa Becker, Pineville Mayor Clarence Fields, Mr. Michael Russell (citizen from Boyce), Ms. Angelina Isles (representing concerned citizens of Pineville ), and Mr. Tim Ware all expressed opinions of pros and cons about the proposed area.
On motion by Mr. Theodore Fountaine to send a resolution in support of TIF. The motion died for lack of a second.
The President asked if there was any public comment on any agenda item, to which there was no response.
On m otion by Mr. Richard Billings, seconded by Mr. Theodore Fountaine, that there being no further business, the meeting be declared adjourned. On vot e the motion carried at 2:55 p.m.
