NOTICE OF SPECIAL POLICE JURY MEETING

1. Public Hearing for Rapides Parish Police Jury, sitting as the Board of Review, to receive any protests under a Request for Review of property tax assessments timely filed.
2. Any other business that may properly come before the Police Jury.

There were present: Richard W. Billings, President and Police Jurors Joe Bishop, Theodore Fountaine Jr., Richard Gerald Vanderlick, Oliver "Ollie" Overton Jr., Steve Coco and Scott Perry.

Absent were Police Jurors Jamie Floyd, Vice President, and John "Buck" Lincecum.

Also present were Ms. Donna Andries, Sales Tax Administrator; Mr. Shannon Trapp, Courthouse and Jail Building Superintendent; Chief Randy McCain, Fire District No. 2; Mr. Thomas O. Wells, Legal Counsel; and Ms Laurel Smith, Secretary.

The invocation was given by Mr. Scott Perry.

The Pledge of Allegiance was led by Mr. Joe Bishop.

SPECIAL SESSION

SEPTEMBER 19, 2011

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Richard W. Billings, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Joe Bishop, seconded BOARD OF REVIEW by Mr. Ollie Overton, to sit as a Board of Review for hearing complaints on property assessment, as advertised. On vote the motion carried.

Mr. Rick Ducote, Rapides Parish Tax Assessor, presented the 2011 Assessments for Rapides Parish, as certified to the Police Jury on September 12, 2011:

Total Assessed value of all real and personal property 737,628,547 Assessed value of all homestead exempt property 175,622,442 Assessed value of all taxable real and personal property 562,006,105 Public Service assessed value 87,798,290 Total assessed value, including homestead exemption 825,426,837 Total Taxpayer assessed value 649,804,395

The President then opened to receive the protests for those requests for review timely filed:

There were none.

On motion by Mr. Ollie Overton, seconded PROPERTY TAX by Mr. Scott Perry that there being no property tax ASSESSMENT assessment protests to be considered, the hearing be closed. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Richard Vanderlick, to add the following item to the agenda.

A roll call vote was called to add to the agenda and was as follows: YES NO ABSENT Richard Billings Buck Lincecum Joe Bishop Jamie Floyd Theodore Fountaine Richard Vanderlick Ollie Overton Steve Coco Scott Perry On roll call vote the motion carried unanimously 7-0

On motion by Mr. Richard Vanderlick, SPEAKING TIME seconded by Mr. Ollie Overton, that any group LIMIT of people in the audience who wish to speak about the same subject matter, designate representatives and speak no longer than three minutes.

Amendment to the motion by Mr. Theodore REPRESENTATIVES Fountaine, seconded by Mr. Ollie Overton, that any & SPEECH TIME group of people in the audience who wish to speak LIMITS about the same subject matter, designate three representatives and speak no longer than three minutes each. On vote the amended motion carried.

On motion by Mr. Richard Vanderlick, seconded by Mr. Ollie Overton, to add the following item to the agenda.

A roll call vote was called to add to the agenda and was as follows: YES NO ABSENT Richard Billings Theodore Fountaine Buck Lincecum Joe Bishop Jamie Floyd

On roll call vote the motion failed to be added to the agenda.

On motion by Mr. Richard Vanderlick, seconded by Mr. Ollie Overton, that there being no further business, the meeting be declared adjourned. On vote the motion carried at 3:10 p.m.
