Public Review and Comment Period The Rapides Area Planning Commission (RAPC), serving as the Metropolitan Planning Organization (MPO) for the Alexandria–Pineville Metropolitan Planning Area, invites the public to review and comment on the following proposed transportation planning document: FFY 2023–2026 Transportation Improvement Program (TIP), Amendment No. 11 Purpose of the Amendment The proposed amendment revises the programmed phase and funding for the Masonic Drive: Texas Avenue – Lee Street Project (State Project H.016252). Specifically, Amendment No. 11 proposes to remove the Feasibility phase and associated funding and add a Construction phase in the amount of $600,000, funded with STP50-200K funds at an 80/20 federal/local match in Federal Fiscal Year (FFY) 2026. This amendment is being processed to correct a prior administrative modification that changed the project from the Feasibility phase to the Construction phase. Because this change should have been processed as a formal Transportation Improvement Program (TIP) amendment, Amendment No. 11 is being processed to accurately reflect the project's programming. The project includes improvements to Masonic Drive consisting of pavement striping, pedestrian refuge islands, and bicycle lanes. This amendment does not add a new project or increase the total amount of federal funding programmed in the Transportation Improvement Program. It only revises the programmed project phase for an existing project. In accordance with 23 CFR 450.316 and the Alexandria–Pineville Metropolitan Planning Organization's Public Participation Plan, the proposed amendment will be available for public review and comment for a minimum period of fourteen (14) days. The public comment period will begin on June 30, 2026, and continue through July 14, 2026.

All comments received during the public comment period will be provided to the Transportation Policy Committee (TPC) for consideration prior to taking action on the proposed amendment. Following the close of the public comment period, the proposed amendment will be presented to the Transportation Policy Committee for consideration and possible action at a publicly noticed meeting.
