Page 1 of 2 June 7, 2023 Transportation Policy Committee Meeting Transportation Policy Committee Meeting June 7, 2023 Rapides Area Planning Commission Conference Room Attendees: Doug Gann Tom Bouchie David Gill Mike Wilkinson Joe Bishop Jay Scott Mayor Wilking Matt Johns Ben Russo Troy Roussell Jonathan Bolen called the meeting to order, and it was determined that a quorum was present. A motion to approve the February 1, 2023, minutes as written by Joe Bishop, seconded by Doug Gann. On vote the motion unanimously passed. Agenda Agenda Item #4: MPO Housekeeping Projects for Approval: a. APMPO 2022 Annual Report & ALOP A motion was made to approve the 2022 Annual Report and 2022 Annual Listing of Obligated Projects by Mayor Wilking, seconded by Jay Scott. On vote the motion unanimously passed. b. FY 2024 Unified Planning Work Program A motion was made by Matt Johns to table the motion for FY 2024 Unified Planning Work Program and advance to FY 2023-2026 Transportation Improvement Program as it would affect a motion for the FY 2024 Unified Planning Work Program, seconded by Tom Bouchie. On vote the motion unanimously passed. After approving FY 2023-2026 Transportation Improvement Program, a motion was made to approve UPWP FY2023-24 document by Mayor Wilking, seconded by Tom Bouchie. On vote the motion unanimously passed. c. FY 2023-2026 Transportation Improvement Program A motion to approve TIP Amendments and Administrative Adjustments, pending public comment was made by Joe Bishop, seconded by Doug Gann. On vote the motion unanimously passed. d. FFY 2023-2026 PM2 & PM3 Highway Performance Targets A motion was made to approve MPO (PM2) Condition and (PM3) Reliability highway performance targets for FFY 2023-2026, was made by Jay Scott, seconded by Mayor Wilking. On vote the motion unanimously passed.

Agenda Item #7: A motion to adjourn by Jay Scott, seconded by Joe Bishop. On vote the motion unanimously passed.
