The monthly meeting of the Greater Alexandria Economic Development Authority’s Executive & Government Relations Committee was called to order by Commissioner Carroll at 8:01 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

There being no business to come before the Committee, the meeting was adjourned at 8:02 a.m.

Administration & Legal Committee Meeting

Minutes: Meeting of Tuesday, November 16, 2021

Present: Steven R. McGee, Chair; Zebulon Winstead; Candice Cheney

Absent: None

The monthly meeting of the Greater Alexandria Economic Development Authority’s Administration & Legal Committee was called to order by Commissioner McGee at 8:02 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

The Committee heard a report from John Theriot, of Knight Masden CPA Firm, on the October 2021 Financial Statements. A discussion was held.

It was moved by Commissioner Winstead and seconded by Commissioner Cheney to recommend approval of the October 2021 Financial Statements. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner Cheney to recommend ratifying the payment of the October 2021 Accounting Bill. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to recommend ratifying the payment of the October Legal Bill. There being no public comments, motion passed by unanimous vote.

There being no further business to come before the Committee, the meeting was adjourned at 8:15 a.m.

Economic Development Committee Meeting

Minutes: Meeting of Tuesday, November 16, 2021

Absent: None

The monthly meeting of the Greater Alexandria Economic Development Authority’s Economic Development Committee was called to order by Commissioner Winstead at 8:15 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend entering into a Cooperative Endeavor Agreement with the Rapides Parish Coliseum in an amount not to exceed Five Thousand Dollars ($5,000) for advertisement of the Highwaymen Live to be held December 17, 2021, at the Rapides Parish Coliseum. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Lewis and seconded by Commissioner McGee to recommend entering into a Cooperative Endeavor Agreement with Horsepower Promotions in an amount not to exceed Twenty-Five Thousand Dollars ($25,000) for advertisement and marketing of the “Cedric the Entertainer” event to be held December 18, 2021, at the Rapides Parish Coliseum. A discussion was held. There being no public comments, motion passed by unanimous vote.

Capital Projects Committee Meeting

The monthly regular meeting of the Greater Alexandria Economic Development Authority was called to order by Commissioner Carroll at 8:28 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to approve the November 2021 Consent Agenda. A roll call vote was as follows: John Carroll, Chair-Yes Steven R. McGee, Vice-Chair-Yes Candice Cheney, Secretary. Treasurer-Yes Zebulon Winstead-Yes Charles Frederick Smith-Absent Curtis Lewis-Yes Renee White-Goolsby-Yes There being no public comments, motion passed by unanimous vote.

There being no public comments, motion was added to the agenda by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner Lewis to approve a motion to change the date of the GAEDA Tuesday, December 21, 2021, Meetings to Tuesday, December 14, 2021, at 8:00 a.m. A roll call vote was as follows:

John Carroll, Chair-Yes Steven R. McGee, Vice-Chair-Yes Candice Cheney, Secretary. Treasurer-Yes Zebulon Winstead-Yes Charles Frederick Smith-Absent Curtis Lewis-Yes Renee White-Goolsby-Yes

There being no public comments, motion passed by unanimous vote.

The Executive Director commented that he is currently collaborating with a representative of Green Life Farms regarding a hydroponic project. A discussion was held. He said that he will keep the Board informed as to the status of the project.

Commissioner Winstead congratulated staff on efforts to spend GAEDA funds on other endeavors. He further stated that he will resign from the GAEDA Board effective December 15, 2021.

Commissioner Carroll commented that he was pleased to see GAEDA forming a partnership with the Coliseum.
