NOTICE OF CERTIFICATION: In accordance with Proclamation JBE-2020-30 Section 4: ALL STATE AGENCIES, BOARDS AND COMMISSIONS, AND LOCAL POLITICAL SUBDIVISIONS OF THE STATE SHALL PROVIDE FOR ATTENDANCE AT ESSENTIAL GOVERNMENTAL MEETINGS VIA TELECONFERENCE OR VIDEO CONFERENCE AND SUCH ATTENDANCE SHALL BE ALLOWED DURING THE PENDENCY OF THIS EMERGENCY. ALL EFFORTS SHALL BE MADE TO PROVIDE FOR OBSERVATION AND INPUT BY MEMBERS OF THE PUBLIC. BEFORE ANY MEETING CONDUCTED PURSUANT TO THIS SECTION, THE STATE AGENCY, BOARDS AND COMMISSION, OR LOCAL POLITICAL SUBDIVISION OF THE STATE SHALL FIRST PROVIDE A WRITTEN CERTIFICATION THAT IT WILL OTHERWISE BE UNABLE TO OPERATE DUE TO THE QUORUM REQUIREMENTS. 2. GAEDA will be able to hold its public meeting via teleconference and/or video conference scheduled for Tuesday, July 20, 2021 at 8:00 am.

Executive & Government Relations Committee Meeting

Minutes: Meeting of Tuesday, July 20, 2021

Present: Stephen McGee, Vice-Chair

The monthly meeting of the Greater Alexandria Economic Development Authority’s Executive & Government Relations Committee was called to order by Commissioner McGee at 8:04 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was not present.

Legal Counsel reported that she administered the Oath of office to Commissioner Lewis last week.

Commissioner Lewis commented that it is his pleasure to be serving on the Board and is looking forward to sharing his ideas and talent.

There being no business to come before the Committee, the meeting was adjourned at 8:04 a.m.

Administration & Legal Committee Meeting

Minutes: Meeting of Tuesday, July 20, 2021

Present: Steven R. McGee, Chair; Zebulon Winstead

Absent: Candice Cheney

The monthly meeting of the Greater Alexandria Economic Development Authority’s Administration & Legal Committee was called to order by Commissioner McGee at 8:05 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

The Committee heard a report from John Theriot, of Knight Masden CPA Firm, on the June 2021 Financial Statements. A discussion was held.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to recommend approval of the June 2021 Financial Statements. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to recommend ratifying the payment of the June 2021 Accounting Bill. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to recommend ratifying the payment of the June 2021 Legal Bill. There being no public comments, motion passed by unanimous vote.

There being no further business to come before the Committee, the meeting was adjourned at 8:11 a.m.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend approval of a Cooperative Endeavor Agreement in an amount not to exceed Thirty Thousand Dollars ($30,000) with the Louisiana Association of Nurse Practitioners, Inc for assistance with meals and advertisement. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend adding to the agenda a motion to recommend approval of a Cooperative Endeavor Agreement in an amount not to exceed Five Thousand Dollars ($5,000) with the Louisiana Department of American Legion for the 2021 Executive Committee Meeting for assistance with meals and advertisement. There being no public comments, motion was added by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Lewis to recommend approval of a Cooperative Endeavor Agreement in an amount not to exceed Five Thousand Dollars ($5,000) with the Louisiana Department of American Legion for the 2021 Executive Committee Meeting for assistance with meals and advertisement. There being no public comments, motion passed by unanimous vote.

Commissioner Winstead gave a status report on discussions with the Administration on the demolition of commercial buildings. A discussion was held.

The Executive Administrator gave a status report on the new website. A discussion was held.

It was moved by Commissioner Winstead and seconded by Commissioner Smith to approve the July 2021 Consent Agenda. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner Smith to approve the minutes of the June 2021 Special Call Meeting. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Smith and seconded by Commissioner Winstead to approve a Cooperative Endeavor Agreement in an amount not to exceed Thirty Thousand Dollars ($30,000) with the Louisiana Association of Nurse Practitioners, Inc for assistance with meals and advertisement. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Winstead and seconded by Commissioner McGee to add to the agenda a motion to approve a Cooperative Endeavor Agreement in an amount not to exceed Five Thousand Dollars ($5,000) with the Louisiana Department of American Legion for the 2021 Executive Committee Meeting for assistance with meals and advertisement. There being no public comments, motion was added by unanimous vote.

It was moved by Commissioner Smith and seconded by Commissioner Winstead approve a Cooperative Endeavor Agreement in an amount not to exceed Five Thousand Dollars ($5,000) with the Louisiana Department of American Legion for the 2021 Executive Committee Meeting for assistance with meals and advertisement. There being no public comments, motion was passed by unanimous vote.

The Executive Director welcomed Commissioner Lewis to the Authority.

Legal Counsel recommend that all staff and commissioners complete the required training by the Ethics Board and GAEDA prior to the end of the year. A discussion was held.

There being no further business to come before the Board, the meeting was adjourned at 8:33 a.m.
