The monthly meeting of the Greater Alexandria Economic Development Authority’s Executive & Government Relations Committee was called to order by Commissioner Carroll 8:04 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

There being no business to come before the Committee, the meeting was adjourned at 8:04 a.m.

Administration & Legal Committee Meeting

Minutes: Meeting of Tuesday, March 16, 2021

Present: Steven R. McGee, Chair; Candice Cheney;

Absent: Zebulon Winstead

The monthly meeting of the Greater Alexandria Economic Development Authority’s Administration & Legal Committee was called to order by Commissioner McGee at 8:05 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

The Committee heard a report from John Theriot, Knight Masden CPA, on the December 2020 Financial Statements, the January 2021 Financial Statements and the February 2021 Financial Statements.

It was moved by Commissioner Cheney and seconded by Commissioner McGee to recommend approval of the January 2021 Financial Statements. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Cheney and seconded by Commissioner McGee to recommend approval of the February 2021 Financial Statements. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Cheney and seconded by Commissioner McGee to recommend payment of the February 2021 Accounting Bill. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Cheney and seconded by Commissioner McGee to recommend payment of the January 2021 Legal Bill. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner Cheney and seconded by Commissioner McGee to add to the agenda a recommendation to approve the December 2020 Financial Statements. There being no public comments, motion was added by unanimous vote.

It was moved by Commissioner Cheney and seconded by Commissioner McGee to recommend approval of the December 2020 Financial Statements. There being no public comments, motion passed by unanimous vote.

There being no further discussion to come before the Committee, the meeting was adjourned at 8:16 a.m.

Economic Development Committee Meeting

Minutes: Meeting of Tuesday, March 16, 2021

The monthly meeting of the Greater Alexandria Economic Development Authority’s Economic Development Committee was called to order by Commissioner Caffery at 8:17 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was not present.

It was moved by Commissioner McGee and seconded by Commissioner Caffery to recommend approval of a Cooperative Endeavor Agreement with Louisiana Central (formerly CLEDA) in an amount not to exceed Two Thousand Five Hundred Dollars ($2,500) for the year 2021 to promote the economic, commercial and recreational opportunities offered by and to the City. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Caffery to recommend approval of a Cooperative Endeavor Agreement with the Catholic Daughters of the Americas in an amount not to exceed Ten Thousand Dollars ($10,000) for meals and ($5,000) for advertisement costs associated with the 2021 Biennial State Convention to be held April 14-18, 2021. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Caffery to recommend approval of a Cooperative Endeavor Agreement with Links on the Bayou Golf course in an amount not to exceed One Thousand Five Hundred Dollars ($1,500) for meal associated with the 2021 Red River Four Ball Golf Tournament to be held May 22-23, 2021. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Caffery to recommend approval of a Cooperative Endeavor Agreement with the Central Louisiana Juneteenth Association in an amount not to exceed Seven Thousand Five Hundred ($7,500) for meals and for advertisement costs associated with the 2021 Juneteenth Celebration to be held June 10-19, 2021. A discussion was held. There being no public comments, motion passed by unanimous vote.

It was moved by Commissioner McGee and seconded by Commissioner Caffery to recommend approval of a Cooperative Endeavor Agreement with Alexandria Dixie Girls Softball in an amount not to exceed Two Five Thousand Dollars ($25,000) for meals and advertisement costs associated with the 2021 Dixie Girls Softball World Series to be held July 30-August 6, 2021. A discussion was held. There being no public comments, motion passed by unanimous vote. It was moved by Commissioner McGee and seconded by Commissioner Caffery to add to the agenda a recommendation to approve a Cooperative Endeavor Agreement with the Southwestern Athletic Conference (SWAC) in an amount not to exceed Eight Thousand Dollars ($8,000) for the SWAC 2021 Men’s and Women’s Golf Tournament to be held at Oakwing Golf Course April 18-21, 2021. A discussion was held. There being no public comments, motion was added by unanimous vote

It was moved by Commissioner McGee and seconded by Commissioner Caffery to recommend approval of a Cooperative Endeavor Agreement with the Southwestern Athletic Conference (SWAC) in an amount not to exceed Eight Thousand Dollars ($8,000) for the SWAC 2021 Men’s and Women’s Golf Tournament to be held at Oakwing Golf Course April 18-21, 2021. A discussion was held. There being no public comments, motion passed by unanimous vote.

Capital Projects Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Capital Projects Committee was called to order by Commissioner Caffery at 8:36 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

The Committee discussed Commercial Adjudicated Properties and GAEDA’s role with the City at Commissioner’s Winstead’s request.

There being no further business to come before the Committee, the meeting was adjourned at 8:49 a.m.

Operations Committee Meeting

The monthly meeting of the Greater Alexandria Economic Development Authority’s Operation’s Committee was called to order by Commissioner Smith at 8:50 a.m. Executive Administrator, Angela Varnado called the roll. A quorum was present.

It was moved by Commissioner Smith and seconded by Commissioner Caffery to recommend authorizing the Executive Director to sign an agreement in the amount of Five Thousand Two Hundred and Twenty-Five Dollars ($5,225) with Kinetix to transfer and develop a new secure GAEDA website. A discussion was held. There being no public comments, motion passed by unanimous vote.

There being no further business to come before the Committee, the meeting was adjourned at 8:55 a.m.

It was moved by Commissioner Caffery and seconded by Commissioner Smith to approve the March 2021 Consent Agenda. There being no public comments, motion passed by unanimous vote.
