MEETING NOTICE

1. Motion to approve the minutes of January 22, 2026, Capital Project Committee meeting.
2. To review and modify the proposed Capital Projects Plan to be included in the 2026/2027 Fiscal Year Budget.

THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT May 20, 2026

The regular meeting of the Capital Projects Committee of the England Economic and Industrial Development District was held on Wednesday, May 20, 2026, in the EEIDD Conference Room, 1611 Arnold Drive, Alexandria, Louisiana.

The Committee Vice-Chair, Mr. Joe McPherson, requested a roll call.

The following were present: Mr. Joe McPherson, Mr. Zeb Winstead, Mr. Oday Lavergne

Also present: Mr. Ralph Hennessy, Mr. Scott Gammel, Mr. Shannon Hines, Mr. Joel Ferrier, Mr. Jamar Gailes

Absent: Mr. Joshua Dara, Sr.

MOTION TO APPROVE THE MINUTES OF JANUARY 22, 2026, CAPITAL PROJECT COMMITTEE MEETING. Motion by Mr. Zeb Winstead, Second by Mr. Oday Lavergne, to approve the minutes of January 22, 2026, Capital Project Committee meeting. On vote, motion carried.

REVIEW AND MODIFY THE PROPOSED CAPITAL PROJECTS PLAN TO BE INCLUDED IN THE 2026/2027 FISCAL YEAR BUDGET.

First CIP is normally done for the FAA and State for the Airside projects. Projects that are generally funded through some grant program. Some have money that we must procure, but this goes to the State and the FAA, due every November 1st and then can be revised throughout the year. Always run it by the board for resolution accepting it; normally at the October meeting. Discussion about projects.

Second CIP: Revised CIP distributed to committee. Seventeen EEIDD Self-Funded projects listed. Discussion of roof projects. Projects number 1 through 4 have current tenants. New roof is supposed to last 20 years. Public bids will be accepted. Call Center building to be gutted, make it a gray box unit. Discussion about bowling alley usage. Residential roof and interior/exterior upgrades budget discussed.

Committee requested breakdown of where the $354,000 (three hundred fifty-four thousand dollars) will be spent.

Mentioned a prospective 2028/2029 disc golf course project. Motion to reword item on CIP to say “2028/2029 recreational amenities. Motion by Mr. Joe McPherson. Second by Mr. Zeb Winstead. On vote, motion passed.

Motion to table discussion until next meeting. Motion by Mr. Zeb Winstead. Second by Mr. Joe McPherson. On vote, motion passed.

Committee agreed to meet again next week (date and time to be determined) to continue discussion.
