--MINUTES Page 1 The England Economic and Industrial Development District met in a Special Called Session in the England Authority Board Room, 1611 Arnold Drive, Alexandria, Louisiana, on Monday, May 22, 2023, at 4:03p.m.

Mr. Sam Spurgeon, Chair of the England Authority, requested a roll call.

Richard Bushnell, Ms. Robbyn Cooper, Mr. William Barron, Mr. Dennis Frazier, Mr. Patrick O’Quin.

Also present were members of the England Authority staff: Mr. Ralph Hennessy, Executive Director, Mr. Scott Gammel, Director of Aviation; Ms. Summer Steiner, Director of Finance & Human Resources.

The England Economic and Industrial Development District was duly convened as the g overning authority of said District by Mr. Sam Spurgeon , Chair, who stated that the England Economic and Industrial Development District was ready for the transaction of business.

Chair Spurgeon called on Ms. Summer Steiner to present the Operating and Capital budgets for EEIDD for fiscal year 2023-2024.

Ms. Steiner, Director of Finance & Human Resources, discussed addition to the person nel budget: eight new positions, and a 3% pay increase for employees. The expense increases, revenue increase, capital equipment the District intendeds to purchase, and landside projects the District plans to self-fund were also presented.

Discussion between Ms. Steiner and commissioners included: leasing instead of purchasing a skid steer , adding more money to the building demolition budget, and questions regarding advertising budget.

Public Comments or Questions – N/A There being no further business, Chair Sam Spurgeon adjourned the meeting at 5:49 p.m.
