THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT BOARD OF COMMISSIONERS REGULAR SESSION SEPTEMBER 23, 2021 --MINUTES Page 1 The England Economic and Industrial Development District met in Regular Session in the England Authority Board Room, 1611 Arno ld Drive, Alexandria, Louisiana, on Thu rsday, September 23, 2021 at 4:50 p.m. Mr. Richard Bushnell, Chair, requested a roll call. There were present: Mr . Richard Bushnell, Chair; Mrs. Robbyn Cooper, Vice-C hair; Mr. Dennis Frazier, Mr. Joe McPherson, Mr. Sam Spurgeon, Mr. Charlie Weems and Mr. Zeb Winstead Also present were members of the England Authority staff and legal counsel. Absent: Mr. William Barron, Mr. Curman Gaines, COL Katrina Lloyd The E ngland Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Richard Bushnell, Chair, stated that the England Economic and Industrial Development District was ready for the transaction of business. C hairman Bushnell asked if there were any public comments or questions. Hearing none, Chair Bushnell proceeded with the action items. M OTION TO APPROVE MINUTES OF AUGUST 26, 2021 REGULAR BOARD MEETING AND COMMITTEE MEETINGS. Motion by Mr. Frazier, second by Mr. McPherson, to approve Minutes of August 26, 2021 Regular Board meeting and Committee meetings and Executive Committee meetings. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 042-2021 M OTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE LEASE AMENDMENT #9 BETWEEN EEIDD AND THE UNITED STATES OF AMERICA FOR 35.8 ACRES FOR CONTINUED USE BY THE FEDE RAL EMERGENCY MANAGEMENT ADMINISTRATION (FEMA) FOR STAGING AND LOGISTIC PURPOSES. Motion by Mr. Frazier, second by Mrs. Cooper, to authorize Executive Director to execute Lease Amendment #9 between EEIDD and the United States of America for 35.8 acres for continued use by the Federal Emergency Management Administration (FEMA) for staging and logistic purposes. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 043-2021 MOTION TO ELECT VIC E-CHAIRMAN OF THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT. M
- r. Weems nominated Mrs. Robbyn Cooper as Vice-Chairman. There were no other nominations. M otion to elect Mrs. Robbyn Cooper as the Vice- Chairman of the England Economic and Industrial Development District. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 044-2021 Discussion led by Mr. Frazier regarding the change from Chairman and Vice-Chairman to Chair and ViceChair. England Authority attorney, John Ryland, will look into the Code of Ordinances to review the possible change and/or amendment for meetings in October. - E. Comments by Legal Counsel – N/A
- F. Comments or Questions by Commissioners – Discussion led by Mr. McPherson regarding LA Golf, Lessee and England Airpark, Lessor lease obligations and Legislative Auditors. Primary lease is up in 36 years – 2054.
Mrs. Grant stated that the auditors would be in the admin offices beginning next Monday, September 27th.
- G. Staff Report:
- a) Financial – Cathy Grant, Finance Director: Hurricane Laura update – Had hoped that the claim would have been finished in 90 days, but is going to take a little longer. Adjusters are sending out more inspectors to look at the terminal windows, since they were a big part of the claim. E.A. has collected $150,000.00 from FEMA to date and fully expect to recoup with our remaining projects that we have with them, our full $500,000 deductible we have with FEMA.
- b) Air Traffic – Scott Gammel, Airpark Deputy Director-Airside: Air traffic is good. United and Delta departures compared to 2019 are down. American departures are up 28%. AEX is still up 5% for the year and 20% higher than other airports in the state. Air Operations are up. A group of T-38 airplanes will be coming in from south Texas for a last training to formation fly. Fuel sales – are up due to military rotations.
- c) Economic Development – David Broussard, Airpark Deputy Director-Landside: Mrs. McQuain and Mr. Broussard attended a P3C conference (Public, Private, Partnership) in Dallas. Mrs. McQuain moderated a couple of the panels and participated on the main stage where she was able to voice the rural America opportunities and challenges that we have here. Mr. Broussard also stated that both he and Mrs. McQuain are going to attend the National Business Aviation Association conference in Las Vegas in a few weeks, which is one of the largest aviation trade shows in the world. There will be 90 MRO companies as well as 14 original engine manufacturers. Mr. Broussard is also excited that England Authority’s partners from LTCC and LSUA will be joining them on the trip to roll out the Ace Program. Golf RFQ Update: Mr. Broussard thanked Mr. Weems, Mr. Frazier, Mr. Bushnell and Mr. Frank Brame, a member of OakWing, for being on the committee to interview the final three management companies: Elite Golf, Touchstone and Indigo. Of the three golf course companies, it was narrowed down to two and have begun discussions and negotiations with the company that scored the highest. The interview process will take place in the coming weeks. Multi-family RFQ Update: Mr. Broussard stated that E.A. had received only one response regarding the multi-family RFQ. Discussion ensued seeking other tenants beyond housing who may be interested in warehouses, logistic facilities, hangars and utility infrastructures.

Chair Bushnell called the committee meetings to order and introduced Reverend Paul LaPalme, Pastor of Mary Mother of Jesus Catholic Church in Woodworth, LA., who gave the invocation.
Commissioner Dennis Frazier led the Pledge of Allegiance.
Chairman Bushnell next called on Commissioner Charlie Weems, Chair of the Admin/Legal Committee.
Mr. Weems stated there were no items to discuss and next called for any comments from the public. There being none, Mr. Weems adjourned the Admin/Legal Committee.

Motion by Mr. Weems, second by Ms. Cooper, to authorize Executive Director to execute Lease Amendment #9 between EEIDD and the United States of America for 35.8 acres for continued use by the Federal Emergency Management Administration (FEMA) for staging and logistic purposes.
David Broussard, England Airpark Deputy Director-Landside, stated that the Lease Amendment #9 would be a six month hard extension up to a year of the logistics and staging area on the west side of the airfield. There was a slight change in the rate. The first 32 acres were charged $20,000 per acre last year. Moving forward, the charge will be $19,000 an acre with the additional acreage $13,000 down from $14,000.
Mr. Frazier asked Mrs. Grant if the additional cost was included in the budget.
Mrs. Grant, Finance Director, stated that the Finance Dept. had extended the antici pated amount in the budget.
On vote, motion carried.
Mr. McPherson next called for any comments from the public . There being none, Mr. McPherson adjourned the Economic Development Committee.

Status Report – Presented by Scott Gammel, Deputy Director-Airport Part 150 Noise Program – In the last 30 days, E.A. has acquired “7” parcels with 20-25 parcels remaining with 10 individuals to be relocated. Latham Construction was awarded the contract to demolish five parcels. On July 13 th, E.A. received a grant for $3.3 million dollars to continue the program. The land will ultimately be developed for commercial or industrial use. Runway 18/36 Extension – Have begun breaking ground today for Phase I and II – the state and FAA are committed to completing the project. These two phases consist of a $4.5 million of a $20 million project; a quarter of t he way there. Progressive Construction has the contract and have sub -contracted to Womack Construction. The secondary runway is 7,001 feet and is being extended to 8,50 0 feet. The primary runway is 9,252 feet. Airfield Electrical Rehab – Had a great month regarding the approach lights. The FAA and engineers walked the site and came to an agreement. At the October board meeti ng, E.A. staff will be bringing to the Board, a Change Order for E. P. Breaux to complete the project. Runway Safety Area Rehabilitation – adding 35 feet of shoulder on the primary runway - 60% complete. Due to the rain and military rotation, were unable to work for almost a year. Going to start work on September 29th for 60 days and hope to be completed. Hoping to have a B-52 aircraft come to AEX in November/December and the extra wide shoulder will help it have a safer landing.
Mr. Barron next called for any additions or public comments. There being none, Mr. Barron adjourned the Capital Projects Committee at 4:49 p.m.
