--MINUTES Page 1 The England Economic and Industrial Development District met in Regular Session in The Community Center at England Airpark, 1718 Kegleman Blvd., Alexandria, Louisiana, on Thursday, February 25, 2021 at 5:09 p.m.

Chairman Richard Bushnell requested a roll call.

There were present : William Barron, Richard Bushnell, Dennis Frazier, Curman Gaines, Scott Linzay, Col. Katrina Lloyd, Joe McPherson, Charlie Weems and Joe Williams

Also present were members of the England Authority staff and legal counsel.

Absent: Robbyn Cooper

The England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Richard Bushne ll, Chairman, who then stated that the England Economic and Industrial Development District was ready for the transaction of business.

Chairman Bushnell called for a motion to approve consent calendar for items #1 through #3.

Motion by Mr. Linzay, second by Mr. McPherson, to approve consent calendar for items #1 through #3. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried.

MOTION TO APPROVE MINUTES OF JANUARY 28 , 202 1 REGULAR BOARD MEETING AND COMMITTEE MEETINGS. Motion by Mr. Linzay, second by Mr. McPherson, to approve Minutes of January 28, 2021 Regular Board meeting and Committee meetings. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 008-2021

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE LOAN AGREEMENT BETWEEN THE NATIONAL MUSEUM OF THE UNITED STATES AIR FORCE AND THE ENGLAND AUTHORITY FOR THE STATIC DISPLAY AIRCRAFT LOCATED AT HERITAGE PARK. Motion by Mr. Linzay, second by Mr. McPherson, to authorize Executive Director to execute loan agreement between the National Museum of the United States Air Force and the England Authority for the static display aircraft located at Heritage Park. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 009-2021

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE AMENDMENT #4 TO FIREFIGHTING CONTRACT BETWEEN EEIDD AND CENTERRA GROUP, LLC, TO PROVIDE FIREFIGHTING SERVICES FOR ENGLAND AIRPARK AND ALEXANDRIA INTERNATIONAL AIRPORT. Motion by Mr. Linzay, second by Mr. McPherson, to authorize Executive Director to execute Amendment #4 to firefighting contract between EEIDD and Centerra Group, LLC., to provide firefighting services for England Airpark and Alexandria International Airport. The Chair called for any comments f rom the board or public. There being none, a vote was called and motion carried. 010-2021

  • b) Air Traffic – On April 2, American Airlines new flight to Charlotte, NC will begin. Delta Airlines started at the end of January with three to five flights a day. Enplanements and fuel sales will hopefully start improving by next month.
  • c) Economic Development – David Broussard, Airpark Deputy Director–Landside, thanked all of the commissioners who were able to tour and view several properties at the England Airpark.

Chairman Bushnell stated there was no further business to come before the Board, meeting was adjourned at 5:20 p.m.

COL Katrina Lloyd, Secretary/Treasurer England Economic and Industrial Development District Board of Commissioners ADMIN/LEGAL COMMITTEE THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT FEBRUARY 25, 2021

The regular committee meetings of the England Economic and Industrial Development District were held at 4:40 p.m. on Thursday, FEBRUARY 25, 2021 at the England Community Center.

Chairman Bushnell called the committee meetings to order.

Chairman Bushnell next requested Mr. Scott Gammel, Deputy Director-Airside, give the invocation.

Commissioner Joe Williams led the Pledge of Allegiance.

Mr. Richard Bushnell, 2021 Chairman of the England Authority, presented a plaque to Mr. Joe Williams for serving as Secretary/Treasurer in 2020.

Commissioner Weems requested a roll call for the Admin/Legal Committee.

The following were present: Mr. Barron, Mr. Frazier, Mr. Gaines, Mr. Linzay, Mr. McPherson, Mr. Weems and Mr. Williams.

Absent: COL Lloyd, Mrs. Cooper

Motion by Mr. Linzay, second by Mr. Gaines, to authorize Executive Director to execute loan agreement between the National Museum of the United States Air Force and the England Authority for the static display aircraft located at Heritage Park.

Discussion ensued regarding the static display, which consist of five airplanes. Discussion continued regarding how the airplanes were being properly maintained such as - the cost of painting the five airplanes, pedestals that hold the airplanes and insurance costs. Mr. Gammel, Airpark Deputy Director – Airside, stated that the England Authority leases the airplanes from the United States Air Force Museum and that each airplane is usually painted once every five years and cost anywhere from $30,000 to $45,000 per airplane, depending on the type of aircraft. The England Authority is committed to following all environmental painting guidelines as stated by the National Museum of the U.S. Air Force lease agreement.

On vote, motion carried.

Mr. Weems asked if there were any comments from the public. There being none, Admin/Legal Committee was adjourned.

The regular meeting of the Finance Committee of the England Economic and Industrial Development District was held on Thursday, FEBRUARY 25, 2021 in the England Authority Community Center.

Mr. Frazier, Vice-Chair, requested a roll call in the absence of Mrs. Cooper . The following were present: Mr. Barron, Mr. Frazier, Mr. Gaines, Mr. Linzay, Col. Lloyd, Mr. McPherson, Mr. Weems and Mr. Williams.

Absent: Mrs. Cooper

Mr. Frazier next called for any comments from the public. There being none, Mr. Frazier proceeded with Finance Committee meeting.

Received schedule of paid invoices for the month of January 2021.

There being no further items to discuss, Mr. Frazier adjourned the Finance Committee.

The regular meeting of the Audit Committee of the England Economic and Industrial Development District was held on Thursday, FEBRUARY 25, 2021 in the England Authority Community Center.

Mr. Dennis Frazier, Chair of the Audit Committee, stated there were no items to discuss.

Mr. Frazier next called for any additions to the committee. There being none, Mr. Frazier adjourned the Audit Committee.

The regular meeting of the Operations Committee of the England Economic and Industrial Development District was held on Thursday, FEBRUARY 25, 2021 in the England Authority Community Center.

Mr. Scott Linzay, Chair of the Operations Committee, called for any comments from the public. There being none, Mr. Linzay proceeded with the Operations Committee.

Mr. Linzay, Chair of the Operations Committee, requested a roll call.

The following were present: Mr. Barron, Mr. Frazier, Mr. Gaines, Mr. Linzay, COL Lloyd, Mr. McPherson, Mr. Weems and Mr. Williams.

Absent: Mrs. Cooper

The regular meeting of the Human Resources Committee of the England Economic and Industrial Development District was held on Thursday, FEBRUARY 25, 2021 in the England Authority Community Center.

COL Lloyd, Chair of the Human Resources Committee, stated that there were no items to discuss in the Human Resources Committee and next called for any additions. There being none, COL Lloyd adjourned the Human Resources Committee.

CAPITAL PROJECTS COMMITTEE

THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT FEBRUARY 25, 2021

The regular meeting of the Capital Projects Committee of the England Economic and Industrial Development District was held on Thursday, FEBRUARY 25, 2021 in the England Authority Community Center.

Mr. Barron, Chair of the Capital Projects committee, requested a roll call.

The following were present: Mr. Barron, Mr. Frazier, Mr. Gaines, Mr. Linzay, COL Lloyd, Mr. McPherson, Mr. Weems and Mr. Williams.

Absent: Mrs. Cooper

Status Report – Presented by Scott Gammel, Airpark Deputy Director-Airside:

  • a. Part 150 Noise Program – Moving along well. As of this date, the England Authority will acquire several parcels of land. England Authority has also requested quotes to demolish six properties.
  • b. Runway 18/36 Extension – Moving along well. Had submitted preliminary engineering report to FAA and have been notified that they are awarding a $3 million grant towards the project this year. The project should begin second or third quarter of this year.
  • c. Airfield Electrical Rehab – Have had numerous calls with Washington, FAA and the State to get approach lights completed. On Monday, someone from FAA will be coming to do a site survey.
  • d. Runway Safety Area Project – This is a $9 million dollar project and going well; 40% complete. Will start up in mid-March, weather permitting.

Mr. Barron stated that there were no other items to discuss and next called for any additions.

There being no further items to discuss, Mr. Barron adjourned the Capital Projects Committee.

Committee meetings ended at 4:39 p.m.
