Chairman Richard Bushnell requested a roll call.

There were present : William Barron, Richard Bushnell, Dennis Frazier, Curman Gaines, Scott Linzay, Col. Katrina Lloyd, Joe McPherson and Charlie Weems

Also present were members of the England Authority staff and legal counsel.

Absent: Robbyn Cooper, Joe Williams

The England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Richard Bushne ll, Chairman, who then stated that the England Economic and Industrial Development District was ready for the transaction of business.

Chairman Bushnell called for a motion to approve consent calendar for items #1 through item #5.

Motion by Mr. Weems, second by Mr. Barron, to approve consent calendar for items #1 through item #5. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried.

MOTION TO APPROVE MINUTES OF DECEMBER 10, 2020 REGULAR BOARD MEETING AND COMMITTEE MEETINGS AND SPECIAL CALLED MEETING OF JANUARY 12, 2021. Motion by Mr. Weems, second by Mr. Barron, to approve Minutes of December 10, 2020 Regular Board meeting and Committee meetings and Special Called meeting of January 12, 2021. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 003-2021

MOTION TO NAME THE TOWN TALK AS OFFICIAL JOURNAL OF THE ENGLAND ECONOMIC & INDUSTRIAL DEVELOPMENT DISTRICT. Motion by Mr. Weems, second by Mr. Barron, to name The Town Talk as official journal of the England Economic & Industrial Development District. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 005-2021

--MINUTES Page 2 MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE LEASE BETWEEN EEIDD AND ACADIAN AVIATION, INC. FOR OFFICE, TRAINING, AND CLASSROOM SPACE LOCATED AT 1613 JB HUNT DRIVE. Motion by Mr. Weems, second by Mr. Barron, to authorize Executive Director to execute lease between EEIDD and Acadian Aviation, Inc. for office, training, and classroom space located at 1613 JB Hunt Drive. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 006-2021

MOTION AUTHORIZING EXECUTIVE DIRECTOR TO EXECUTE CERTIFICATE OF SUBSTANTIAL COMPLETION FOR CONTRACT WORK COMPLETED BY GILCHRIST CONSTRUCTION FOR FEMA TRAILER SITE LOT 5. Motion by Mr. Weems, second by Mr. Barron, authorizing Executive Director to execute Certificate of Substantial Completion for contract work completed by Gilchrist Construction for FEMA Trailer Site Lot 5. The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 007-2021

• F. Comments or Questions by Commissioners – Mr. McPherson asked if there was any movement on the Bistro or Parc England Hotel. Mrs. McQuain stated that there is a trial date set for July, but with the Covid virus and all of the rescheduling, not sure if it will happen. Depositions are still ongoing and moving forward as fast as they can to bring to a resolution.
• G. Staff Report – a) Financial - N/A
• b) Air Traffic – Down 50% for the year. The local United Airlines station was named United station of the year.
• c) Economic Development – David Broussard, Airpark Director–Landside, stated that the new American Airlines route to Charlotte, NC has really drawn attention for economic impact in Alexandria.

Chairman Bushnell stated there was no further business to come before the Board, meeting was adjourned at 4:59 p.m.

The regular committee meetings of the England Economic and Industrial Development District were held at 4:33 p.m. on Thursday, JANUARY 28, 2021 at the England Community Center.

Chairman Bushnell called the committee meetings to order.

Chairman Bushnell next requested Mr. Scott Gammel, Deputy Director-Airside, give the invocation.

Commissioner Linzay led the Pledge of Allegiance.

Mr. Richard Bushnell, 2021 Chairman of the England Authority, presented a plaque to Mr. Frazier for serving as Chairman in 2020.

Commissioner Frazier presented a plaque to Mr. Bushnell for serving as 2020 Vice Chairman.

Commissioner Weems requested a roll call for the Admin/Legal Committee.

The following were present: Mr. Barron, Mrs. Cooper, Mr. Frazier, Mr. Gaines, Mr. Linzay, Mr. McPherson and Mr. Weems.

Absent: COL Lloyd, Mr. Williams

Mrs. McQuain recognized Mr. Robbie Gueringer, Oakwing Golf Pro, as the Gulf States PGA Section Professional of the Year.

Mrs. McQuain, Executive Director, presented an updated staff report on Oakwing Golf Club. Mrs. McQuain stated that the England Authority staff would like to continue to work with the National Golf Foundation on implementation of the recommendations, primarily to develop an RFQ to take to market to start looking at types of arrangements and potential respondents that could help with golf course operations.

Mr. Weems asked if there were any comments from the public. There being none, Admin/Legal Committee was adjourned.

The regular meeting of the Audit Committee of the England Economic and Industrial Development District was held on Thursday, JANUARY 28, 2021 in the England Authority Community Center.

Mr. Dennis Frazier, Chair of the Audit Committee, stated that there were no items to discuss in the Audit Committee and next called for any additions. There being none, Mr. Frazier adjourned the Audit Committee.

The regular meeting of the Human Resources Committee of the England Economic and Industrial Development District was held on Thursday, JANUARY 28, 2021 in the England Authority Community Center.

Mr. McPherson, Vice-Chair of the Human Resources Committee, presided over the committee in the absence of Chair COL Lloyd. Mr. McPherson stated that there were no items to discuss in the Human Resources Committee and next called for any additions. There being none, Mr. McPherson adjourned the Human Resources Committee.

CAPITAL PROJECTS COMMITTEE

THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT JANUARY 28, 2021

The regular meeting of the Capital Projects Committee of the England Economic and Industrial Development District was held on Thursday, JANUARY 28, 2021 in the England Authority Community Center.

Mr. Barron, Chair of the Capital Projects committee, requested a roll call.

The following were present: Mr. Barron, Mrs. Cooper, Mr. Frazier, Mr. Gaines, Mr. Linzay, Mr. McPherson and Mr. Weems.

Absent: COL Lloyd, Mr. Williams

Motion by Mr. Linzay, second by Mr. Gaines, authorizing Executive Director to execute Certificate of Substantial Completion for contract work completed by Gilchrist Construction for FEMA Trailer Site Lot 5. On vote, motion carried.

Status Report – Presented by Scott Gammel:

• a. Part 150 Noise Program – Continuing to purchase property. As of this date, 152 parcels (414 acres) have been acquired by the EEIDD under the Fee Simple Acquisition & Relocation Assistance Program at AEX. There are approximately 37 parcels remaining.
• b. Runway 18/36 Extension – After speaking with the State and the FAA, Mr. Gammel stated that the England Authority will be receiving some discretionary money this year, between $3 to $5 million dollars. The total for the project would be $18 million. After the State and the FAA sign off on the project, it should take two to three years to complete.
• c. Airfield Electrical Rehab – Continuing to work with the FAA and the State.
• d. Runway Safety Area Project – This is a $9 million dollar project and going well; 50% complete. Will start up again in March due to heavy rotation.

There being no further items to discuss, Mr. Barron adjourned the Capital Projects Committee.
