Chairman Richard Bushnell requested a roll call.

There were present : Richard Bushnell, Robbyn Cooper, Curman Gaines, Scott Linzay , Col. Katrina Lloyd, Charlie Weems and Joe Williams.

Also present were members of the England Authority staff and legal counsel.

Absent: William Barron, Dennis Frazier, Joe McPherson

The England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Richard Bushnell, Chairman, who then stated that the England Economic and Industrial Development District was ready for the transaction of business.

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE LEASE AMENDMENT #7 TO THE LEASE BETWEEN THE GENERAL SERVICES ADMINISTRATION (GSA) ON BEHALF OF THE FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION (FEMA). Motion by Mr. Linzay, second by Mr. Gaines, to authorize Executive Director to execute Lease Amendment #7 to the lease between the General Services Administration (GSA) on behalf of the Federal Emergency Management Administration (FEMA). The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 001-2021

Motion by Mr. Linzay, second by Mr. Weems, to authorize Executive Director to execute Lease Amendment #8 to the lease between the General Services Administration (GSA) on behalf of the Federal Emergency Management Administration (FEMA). The Chair called for any comments from the board or public. There being none, a vote was called and motion carried. 002-2021

Mrs. McQuain introduced Mr. Richard Singer, Senior Director of Consulting Services, of the National Golf Foundation.

Mrs. McQuain continued to state that the National Golf Foundation was retained by the England Authority to do an assessment of Oakwing Golf and provide some recommendations on a strategy to move forward for the facility and the property.

Mr. Singer presented his recommendations and opinions in regards to Oakwing.

Commissioner Weems thanked Mr. Singer for his report and led the discussion.

Mrs. McQuain stated she would offer a time -frame by the January 28, 2010 Board Meeting in regard to developing and RFQ for the administration, operation and capital projects management of Oakwing.

Chairman Bushnell stated there was no further business to come before the Board, meeting was adjourned at 5:25 p.m.
