The England Economic and Industrial Development District met in Regular Session at the England Authority Board Room, 1611 Arnold Drive, England Industrial Airpark and Community Alexandria, Louisiana, on Thursday, February 25 at 4:48 p.m.

There were present: Mike Johnson, Chairman; Richard Bushnell, Vice Chairman; Curman Gaines, Secretary/Treasurer; William Barron, Br ady Baudin, Dennis Frazie r, Scott Linzay and Charlie Weems.

Also present were: Members of the England Authority staff and legal counsel.

Absent: Bart Jones

Commissioner Linzay gave the invocation and Commissioner Bushnell led the Pledge of Allegiance.

England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Mike Johns on, Chairman, who then st ated that the England Economic and Industrial Development District was ready for the transaction of business.

Chairman Johnson asked for a motion to approve consent calendar for items #1 through #5... Motion by Mr. Barron, second by Mr. Baudin, to approve consent calendar for items #1 through #5. The Chair called for any comments from the public . There being none, a vote was called and motion carried.

MOTION TO APPROVE MINUTES OF JANUARY 28, 2016, REGULAR BOARD MEETING. Motion by Mr. Barron, second by Mr. Baudin, to approve minutes of January 28, 2016, Regular Board meeting. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 009-2016

MOTION TO ADOPT BUDGET AMENDMENT #4 TO THE FISCAL YEAR 2015-2016 CAPITAL PROJECT BUDGET. Motion by Mr. Barron, second by Mr. Baudin, to adopt Budget Amendment #4 to the Fiscal year 2015-2016 Capital Project Budget. The Chair ca lled for any comments from the public . There being none, a vote was called and motion carried. 010-2016

MOTION TO APPROVE PAYMENT OF ATTORNEY’ S BILL TO PROVOSTY, SADLER, DELAUNAY, FIORENZA & SOBEL FOR THE MONTH OF JANUARY, 2016. Motion by Mr. Barron, second by Mr. Baudin, to approve payment of attorney’s bill to Provosty, Sadler, Delaunay, Fiorenza & Sobel for the month of January, 2016. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 011-2016

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO PURCHASE A ROSENBAUER FIRE & RESCUE TRUCK WITH BUMPER TURRET AND ASSOCIATED EQUIPMENT OFF OF LOUISIANA STATE CONTRACT NO. 408237 IN THE AMOUNT OF $315,848.00. Motion by Mr. Barron, second by Mr. Baudin, to authorize Executive Director to purchase a Rosenbauer Fire & Rescue Truck with Bumper Turret and A ssociated Equipment off of Louisiana State Contract No. 408237 in the amount of $315,848.00. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 012-2016

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE CONTRACT WITH ERNEST P. BREAUX ELECTRICAL, LLC FOR THE AIRFIELD ELECTRICAL VAULT, AIRFIELD LIGHTING, NAVIGATIONAL AIDS REPLACEMENT AND ASSOCIATED IMPROVEMENTS (PHASES 4 & 5 OF AIRPORT ELECTRICAL REHABILITATION) IN THE AMOUNT OF $8,380,958.60 SUBJECT TO FUNDING AND SUBJECT TO THE RECEIPT OF ALL PROPER AND NECESSARY BID DOCUMENTS. Motion by Mr. Barron, second by Mr. Baudin, to authorize Executive Director to execute contract with Ernest P. Breaux Electrical, LLC for the Airfield Electrical Vaul t, Airfield Lighting, navigat ional Aids Replacement and Associated Improvements (Phases 4 & 5 of Airport Electrical Rehabilitatio n) in the amount of $8,380,958.60 subject to funding and subject to the receipt of all pro per and necessary bid documents. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 013-2016

Chairman Johnson next called for a motion to add the following item to agenda: MOTION TO DIRECT STAFF TO ADVERTISE FOR ARCHITECT TO REMODEL COMMUNITY CENTER AND TO GO THROUGH THE PROCESS TO SELECT ARCHITECT FOR THE PROJECT.

Motion by Mr. Linzay, second by Mr. Jones, to add item to agenda.

The Chair then called for a roll call:

MOTION TO DIRECT STAFF TO ADVERTISE FOR ARCHITECT TO REMODEL COMMUNITY CENTER AND TO GO THROUGH THE PROCESS TO SELECT ARCHITECT FOR THE PROJECT. Motion by Mr. Barron, second by Mr. Gaines, to direct staff to advertise for architect to remodel community center and to go through the process to select architect for the project. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 014-2016

Commissioner Bushnell introduced E ngland Authority employees Kennet h Brown, Sr. Mechanic for the Airpark and James Coleman, an Airf ield Technician. Mr. Brown and Mr. Coleman participated in the town of Woodworth Mardi Gras parade on behalf of the England Airpark. Commissioner Bushnell presented to them, on behalf of the England Authority, a trophy for Best In Show for 2016.

There being no further business to come before the Board, meeting was adjourned at 5:10 p.m.
