The England Economic and Industrial Development District met in Regular Session at the England Authority Board Room, 1611 Arnold Drive, England Industrial Airpark and Community Alexandria, Louisiana, on Thursday, October 22 at 4:50 p.m.

There were presen t: Scott Linzay , Chairman; Mike Johnson, Vice Chairman; Richard Bushnell, Dennis Frazier, and Bart Jones and Charlie Weems.

Also present were: Members of the England Authority staff and legal counsel.

Absent: William Barron, Brady Baudin, Curman Gaines

Commissioner Bushnell gave the invocation and Commissioner Frazier led the Pledge of Allegiance.

England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Scott Linzay, Chairman, who then s tated that the England Economic and Industrial Development District was ready for the transaction of business.

Chairman Linzay asked for a motion to approve consent calendar for items #1 through #4. Motion by Mr. Bushnell, second by Mr. Frazier, to appr ove consent calendar for items #1 through # 4 and # 6 through #17. The Chair called for any comments from the public. There being none, a vote was called and motion carried.

MOTION TO APPROVE MINUTES OF SEPTEMBER 24, 2015, REGULAR BOARD MEETING. Motion by Mr. Bushnell, second by Mr. Frazier, to approve minutes of September 24, 2015, Regular Board meeting. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 098-2015

MOTION TO APPROVE PAYMENT OF ATTO RNEY’S BILL TO PROVOSTY, SADLER, DELAUNAY, FIORENZA & SOBEL FOR THE MONTH OF SEPTEMBER, 2015. Motion by Mr. Bushnell, second by Mr. Frazier, to approve payment of attorney’s bill to P rovosty, Sadler, Delaunay, Fiorenza & S obel for the month of September , 2015. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 099-2015

MOTION TO AUTHORIZE EXECUTIVE DIRECT OR TO EXECUTE LEASE AGREEMENT BETWEEN EEIDD AND PHI HELICOPTERS FOR HANGAR #525. Motion by Mr. Bushnell, second by Mr. Frazier, to authorize Executive D irector to execute lease agreement between EEIDD and PHI Helic opters for hangar #525. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 100-2015

MOTION TO ADOPT RESOLUTION AUTHORIZING EXECUTIVE DIRECTOR TO EXECUTE SPONSOR/STATE AGREEMENT H.010858 BETWEEN THE LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT AND THE EEIDD FOR AIRFIELD ELECTRICAL REHABILITATION – PHASE II AND AIRFIELD ELECTRICAL REHABILITATION – PHASE III IN THE AMOUNT OF $139,219.00.

Motion by Mr. Bushnell, second by Mr. Frazier, to adopt resolution authorizing Executive Director to execute Sponsor/State Agreement #H.010858 between the Louisiana Department of Transport ation and Development and the EEIDD for Airfield Electrical Rehabilitation – Phase II and Airfield Electrical Rehabilitation – Phase III in the amount of $139,219.00. The Chair called for any comments from the public. There being none, a vote was called and motion carried. 101-2015

• H. Staff Report – Financial Report by Kevin Brown: 25% through September 16. Have collected less than 24% of revenues in the budget. Expenditures are 17%. Comparative Air Traffic Report – Slightly down for last month – 7%. for the year – down by 1%

Mr. Grafton reminded Commissioners and staff that the next two meetings will be held on November 19th and December 10th, 2015.

There being no further business to come before the Board, meeting was adjourned at 5:01 p.m.
