Motion by Mr. Frazier, second by Mr. Gaines, to approve minutes of May 24, 2012, regular board meeting. On vote, motion carried. 062-2012 MOTION TO ADOPT YEAR END BUDGET AMENDMENT FOR FISCAL YEAR 2011/2012. Motion by Mr. Frazier, second by Mr. Gaines, to adopt Year End budget Amendment for fiscal year 2011/2012. On vote, motion carried. 063-2012 MOTION TO WRITE OFF AS UNCOLLECTIBLE HOUSING RECEIVABLES THAT HAVE BEEN OUTSTANDING IN EXCESS OF THREE YEARS. Motion by Mr. Frazier, second by Mr. Gaines, to write off as uncollectible housing receivables that have been outstanding in excess of three years. On vote, motion carried. 064-2012 MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO RENEW GENERAL INSURANCE PROGRAM POLICIES COVERING PROPERTY, LIABILITY, AUTO PHYSICAL DAMAGE-FIRE TRUCKS/EQUIPMENT, PUBLIC EMPLOYEE DISHONESTY/CRIME, BOILER AND MACHINERY, AND PUBLIC OFFICIALS LIABILITY FOR THE YEAR 2012/2013. Motion by Mr. Frazier, second by Mr. Gaines, to authorize Executive Director to renew general insurance program policies covering Property, Liability, Auto, Physical Damage-Fire Trucks/Equipment, Public Employee Dishonesty/Crime, Boiler and Machinery, and Public Officials Liability for the year 2012/2013. On vote, motion carried. 065-2012 MOTION TO ADOPT “LOUISIANA COMPLIANCE QUESTIONNAIRE” AS REQUIRED PRIOR TO YEAR END INDEPENDENT AUDIT. Motion by Mr. Frazier, second by Mr. Gaines, to adopt “Louisiana Compliance Questionnaire” as required prior to year end independent audit. On vote, motion carried. 066-2012 MOTION TO APPROVE PAYMENT OF ATTORNEY’S BILL TO PROVOSTY, SADLER, DELAUNAY, FIORENZA & SOBEL FOR THE MONTH OF MAY, 2012. Motion by Mr. Frazier, second by Mr. Gaines, to approve payment of Attorney’s bill to Provosty, Sadler, DeLaunay, Fiorenza & Sobel for the month of May, 2012. On vote, motion carried. 067-2012 MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO RENEW CONTRACT WITH RAPIDES PARISH SHERIFF DEPARTMENT FOR SECURITY AT ENGLAND AIRPARK FROM JULY 1, 2012 TO JUNE 30, 2013. Motion by Mr. Frazier, second by Mr. Gaines, to authorize Executive Director to renew contract with Rapides Parish Sheriff Department for security at England Airpark from July 1, 2012 to June 30, 2013. On vote, motion carried. 068-2012 MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE LEASE AGREEMENT BETWEEN EEIDD AND W. D. SCHOCK COMPANY, INC., FOR OFFICE SPACE IN BUILDING 1910 LOCATED AT 1611 ARNOLD DRIVE. D. Schock Company, Inc., for office space in Building 1910 located at 1611 Arnold Drive. On vote, motion carried. 069-2012 MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE CONTRACT WITH FORBY CONTRACTING, INC., FOR THE REHABILITATION OF THE SOUTH APRON IN THE AMOUNT OF $1,883,450.00 SUBJECT TO RECEIPT OF FUNDING FROM THE FEDERAL AVIATION ADMINISTRATION AND THE LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT AND SUBJECT TO THE RECEIPT OF ALL PROPER AND NECESSARY BID DOCUMENTS AND RECOMMENDATION OF ENGINEERS. Motion by Mr. Frazier, second by Mr. Gaines, to authorize Executive Director to execute contract with Forby Contracting, Inc. for the Rehabilitation of the South Apron in the amount of $ 1,883,450.00 subject to receipt of funding from the Federal Aviation Administration and the Louisiana Department of Transportation and Development and subject to the receipt of all proper and necessary bid documents and recommendation of engineers. On vote, motion carried. 070-2012 MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO EXECUTE GRANT AGREEMENT WITH THE FAA IN THE AMOUNT OF $270,000 FOR THE PURPOSE OF UPDATING NOISE EXPOSURE MAPS FOR THE AEX PART 150 PROGRAM. Motion by Mr. Frazier, second by Mr. Gaines, to authorize Executive Director to execute grant agreement with the FAA in the amount of $270,000 for the purpose of updating Noise Exposure Maps for the AEX Part 150 Program. On vote, motion carried. 071-2012 MOTION DECLARING AEX FUEL FARM AND ASSOCIATE ROADS-PHASE II SUBSTANTIALLY COMPLETE AND AUTHORIZING EXECUTIVE DIRECTOR TO EXECUTE PROJECT ACCEPTANCE. Motion by Mr. Frazier, seconded by Mr. Gaines, declaring AEX Fuel Farm and Associated Roads-Phase II substantially complete and authorizing Executive Director to execute project acceptance. On vote, motion carried. 072-2012 MOTION AUTHORIZING EXECUTIVE DIRECTOR TO ENTER INTO AN AGREEMENT WITH DUCOTE WRECKING LLC IN THE AMOUNT OF $35,000 FOR DEMOLITION OF STRUCTURES LOCATED WITHIN THE PART 150 NOISE PROGRAM. Motion by Mr. Jones, seconded by Mr. Weems, authorizing Executive Director to enter into an agreement with Ducote Wrecking LLC in the amount of $35,000 for demolition of structures located within the Part 150 Noise Program.
