THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT BOARD OF COMMISSIONERS REGULAR SESSION JUNE 23, 2011 --MINUTES Page 1-- The England Economic and Industrial Development District met in Regular Session at the England Authority Board Room, 1611 Arnold Drive, England Industrial Airpark and Community Alexandria, Louisiana, on Thursday, June 23, 2011 at 4:53 p.m. There were present: Lance Harris, Chairman; William Barron, Vice-Chairman; Brady Baudin, Richard Bushnell, Bart Jones, Curman Gaines, Scott Linzay, Nancy Stich and Charlie Weems. Absent: Dennis Frazier Also present were: Members of the England Authority staff and legal counsel. Commissioner Bushnell gave the invocation and Commissioner Barron led the Pledge of Allegiance. England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Harris, who then stated that the England Economic and Industrial Development District was ready for the transaction of business. Chairman Harris asked for a motion to approve consent calendar for active items #1 through #6 and items #8 through #10. Motion by Ms. Stich, second by Mr. Barron, to approve consent calendar for active items #1 through #7. On vote, motion carried. Consent Calendar MOTION TO APPROVE MINUTES OF MAY 26, 2011, REGULAR BOARD MEETING. Motion by Ms. Stich, second by Mr. Barron, to approve minutes of May 26, 2011, regular board meeting. On vote, motion carried. 047-2011 MOTION TO ADOPT YEAR END BUDGET AMENDMENT FOR FISCAL YEAR 2010/2011. Motion by Ms. Stich, second by Mr. Barron, to adopt year end Budget Amendment for Fiscal Year 2010/2011. On vote, motion carried. 048-2011 MOTION TO WRITE OFF AS UNCOLLECTIBLE HOUSING RECEIVABLES THAT HAVE BEEN OUTSTANDING IN EXCESS OF THREE YEARS. Motion by Ms. Stich, second by Mr. Barron, to write off as uncollectible housing receivables that have been outstanding in excess of three years. On vote, motion carried. 049-2011 MOTION TO ADOPT THE OPERATING AND CAPITAL BUDGETS FOR THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT FOR FISCAL YEAR 2011/2012; APPROPRIATING FUNDS FOR CAPITAL BUDGET FOR THE FISCAL YEAR 2011/2012; CARRYING OVER CAPITAL FUNDS FROM PRIOR FISCAL YEAR 2010/2011 AND OTHER MATTERS WITH RESPECT THERETO. Motion by Ms. Stich, second by Mr. Barron, to adopt the Operating and Capital Budgets for the England Economic and Industrial Development District for Fiscal Year 2011/2012; appropriating funds for Capital Budget for the Fiscal Year 2011/2012; carrying over Capital Funds from prior Fiscal Year 2010/2011 and other matters with respect thereto.
