--MINUTES Page 1-- The England Economic and Industrial Development District met in Regular Session at the England Authority Board Room, 1611 Arnold Drive, England Industrial Airpark and Community Alexandria, Louisiana, on Thursday, December 9, 2010 at 5:07 p.m.

There were p resent: Charlie Weems, Chairman; Lance Harris, Vice- chairman; William Barron, Brady Baudin, Richard Bushnell, Dennis Frazier , Curman Gaines , Scott Linzay and Nancy Stich.

Absent: Bart Jones

Also present were: Members of the England Authority staff and legal counsel. Commissioner Bushnell gave the invocation and Commissioner Gaines led the Pledge of Allegiance. . England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Weems, who then stated that the England Economic a nd Industrial Development District was ready for the transaction of business.

Chairman Weems asked for a motion to approve consent calendar for active items #1 through #6. Motion by Mr. Bushnell, second by Mr. Harris, to approve consent calendar for active items #1 through #6. On vote, motion carried.

Consent Calendar MOTION TO APPROVE MINUTES OF NOVEMBER 18, 2010, REGULAR BOARD MEETING. Motion by M r. Bushnell , second by Mr. Harris, to approve minutes of November 18, 2010 , regular board meeting. On vote, motion carried. 116-2010

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO AWARD LUBA CASUALTY INSURANCE COMPANY POLICY COVERING WORKMAN’S COMPENSATION AND EMPLOYER’S LIABILITY FOR THE YEAR 2011. Motion by Mr. Bushnell, second by Mr. Harris, to authorize Executive Director to award LUBA Casualty Insurance Company policy covering Workman’s Compensation and Employer’s Liability for the year 2011. On vote, motion carried. 117-2010

MOTION TO RENEW CONTRACT FOR USE OF A SECURE O NLINE COMPETITIVE SOLICITATION SYSTEM TO RFP DEPOT, LLC, DBA BIDSYNC FOR A ONE YEAR PERIOD AND AUTHORIZING THE EXECUTIVE DIRECTOR TO SIGN ALL DOCUMENTS RELATED THERETO. Motion by Mr. Bushnell, second by Mr. Harris, to renew contract for Use of a Secure Online Competitive Solicitation System to RFP Depot, LLC DBA BidSync for a one year period and authorizing the Executive Director to sign all documents related thereto. On vote, motion carried. 118-2010

MOTION TO APPROVE PAYMENT OF ATTORNEY’S BILL TO PROVOSTY, SADLER, DELAUNAY, FIORENZA & SOBEL FOR THE MONTH OF NOVEMBER, 2010. Motion by Mr. Bushnell, second by Mr. Harris, to approve payment of attorney’s bill to Provosty, Sadler, deLaunay, Fiorenza & Sobel for the month of November, 2010. On vote, motion carried. 119-2010

MOTION TO ELECT CHAIRMAN OF THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT. Motion by Mr. Bushnell, second by Mr. Harris, to elect Lance Harris as Chairman of the England Economic and Industrial Development District. On vote, motion carried. 121-2010

MOTION TO ELECT VICE-CHAIRMAN OF THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT. Motion by Mr. Bushnell, second by Mr. Harris, to elect William Barron as Vice-Chairman of the England Economic and Industrial Development District. On vote, motion carried. 122-2010

MOTION TO ELECT SECRETARY/TREASURER OF THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT. Motion by Mr. Bushnell, second by Mr. Harris, to elect Dennis Frazier as Secretary/Treasurer of the England Economic and Industrial Development District. On vote, motion carried. 123-2010

Comments by Legal Counsel – None Comments or Questions by Commissioners — None Staff Report – Executive Director – Comparative Air Traffic Report: U p 11% for November. Inc luding Military Charter we were up 66%. A total of 21 ,581 people enplaned through the month of November (4% for the year). F uel is up 34 %. 41.6% and collected Financial Report : 41.67 % of the Fiscal Year, collected 41.4% revenue and expended 37.69% of budget. Economic Development repor t – Nothing at this time. Public Comments or Questions – None
