The England Economic and Industrial Development District met in Regular Session at the England Authority Board Room, 1611 Arnold Drive, England Industrial Airpark and Community, Alexandria, Louisiana, on Thursday, March 27, 2008.

There were present: Mr. Curman Gaines, Chairman; Mr. Richard Bushnell, ViceChairman; Mr. Mark Brown, Mr. Wayne Denley , Mr. Lance Harris, Mr. Martin Johnson, Mr. Charles Waites and Mr. Charlie Weems, III.

Absent: Mr. William Barron, Mr. Willie Spears

Also present were: Members of the England Authorit y staff, legal counsel, and members of the public, press and media.

Commissioner Bushnell gave the invocation and Commissioner Johnson led the Pledge of Allegiance.

England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Curman Gaines, Chairman, who then stated that the England Economic and Industrial Development District was ready for the transaction of business.

Consent Calendar Chairman Gaines asked for a motion to approve consent calendar for items #1 through #4.

Motion by Mr. Bushnell, second by Mr. Brown to approve consent agenda items #1 through #4. On vote, motion carried.

MOTION TO APPROVE MINUTES OF FEBRUARY 27, 2008, REGULAR BOARD MEETING. Motion by Mr. Bushnell, second by Mr. Brown, to approve Minutes of February 27, 2008, regular Board Meeting. On vote, motion carried. 022-2008

MOTION TO APPROVE PAYMENT OF PROVOSTY BILL FOR THE MONTH OF FEBRUARY, 2008. Motion by Mr. Bushnell, second by Mr. Brown, to approve payment of Provosty bill for the month of February, 2008. On vote, motion carried. 023-2008

MOTION TO AUTHORIZE EXECUTIVE DIRECTOR TO SIGN LEASE BETWEEN EEIDD AND W. D. SCHOCK COMPANY, INC. Motion by Mr. Bushnell, second by Mr. Brown, to authorize Executive Director to sign lease between EEIDD and W. D. Schock Company, Inc. On vote, motion carried. 024-2008

MOTION TO AUTHORIZE AEX TO BECOME SPONSOR OF THE ADAMS GOLF PRO TOUR SERIES/PRO-AM GOLF TOURNAMENT TO BE HELD APRIL 23-27 AT OAKWING GOLF COURSE AT A COST OF $5,000.00. Motion by Mr. Bushnell, second by Mr. Brown, to authorize AEX to become sponsor of the Adams Golf Pro Tour Series/Pro–Am Golf Tournament to be held April 23 -27 at OakWing Golf Course at a cost of $5,000.00. • a. Economic Development – Continuing Aviation Partnership with airports in Lafayette, Shreveport, New Iberia, Lake Charles and Baton Rouge. Rapides Junior Runners held their second race of the season at England Airpark on February 23rd. The Heart Association held a Health Fair and Heart Walk on March 1st. Mr. Williams is continuing to work with several prospects on buildings and getting leases at airpark.
• b. Executive Director: Received word today that the England Airpark will be receiving $ 5.1 million for Taxiway E from FAA and $8 million for the noise program in addition to the $2 million previously awarded. Finance Report: Finished with 66% of the calendar year. Received 64% of budgeted revenues and expended 58% budgeted expenditures to date. Air Operations: Commercial Down 1% for month of February, down 2% for the year. Military cargo is down and fuel sales as well.
