The England Economic and Industrial Development District Board of Commissioners Special Session November 8, 2005

The England Economic and Industrial Development District met in Special Session at its regular meeting place, the England Authority Board Room, 1611 Arnold Drive, England Industrial Airpark and Community, Alexandria, Louisiana, on Tuesday, November 8, 2005 at 3:00 p.m. (Central Standard Time). England Authority Commissioners were contacted by telephone regarding the Notice of meeting. Notice was faxed to media, public and posted on front door of 1611 Arnold Drive. There were present: Mr. Wayne Miller, Chairman; Mr. Wayne Denley, Mr. Kit Provine, Mr. Martin Johnson, Mr. William Barron and Mr. Mike Tudor. Absent: Ms. Bridgett Brown, Mr. Richard Bushnell, Mr. Curman Gaines Also present were: Mr. Jon Grafton, Executive Director, members of the England Authority staff, legal counsel, and members of the public, press and media. Invocation was given by Mr. Waites, Pledge of Allegiance by Mr. Miller. The England Economic and Industrial Development District was duly convened as the governing authority of said District by Mr. Wayne Miller, Chairman, who then stated that the England Economic and Industrial Development District was ready for the transaction of business. (Mr. Bushnell arrived to meeting). The purpose of the special called meeting was to discuss proposed construction plans for FEMA transitional trailers and to take appropriate action thereon. The discussion began with Mr. Eric Helm, a representative with Fluor Company (construction company employed by FEMA). Others who participated in the discussion were, Mr. Gary Matherne, Chief of Operations with Governor’s office; Mr. Jerry Wood, President of the Rapides Parish Police Jury; Mr. Tom David, Jr., President of Pan American Engineers; Mr. Jimmy Faircloth, Attorney; Mr. Fred Rosenfeld, Owner of PARC England Hotel and Bistro on the Bayou. Chairman Miller called for a recess of the meeting at 4:10 p.m. At approximately 4:19 p.m., Chairman Miller called the meeting back to order. Motion by Mr. Miller, second by Mr. Tudor to add the following motion to the agenda: MOTION TO REQUEST THAT FEMA ABANDON PLAN TO PLACE TRANSITIONAL TRAILERS ON LEASE TRACTS AT ENGLAND AIRPARK FOR THE PURPOSE OF PROVIDING TEMPORARY HOUSING FOR HURRICANE KATRINA AND HURRICANE RITA EVACUEES AT ENGLAND AIRPARK. Motion by Mr. Miller, second by Mr. Waites to add item to agenda. On vote, motion carried. Motion by Mr. Denley, second by Mr. Johnson to table the motion. On vote, motion carried. Chairman Miller called for a motion to adjourn meeting. Motion by Mr. Johnson, second by Mr. Tudor to adjourn. Public Comments – None There being no further business to come before the board, the meeting was adjourned.
