PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON FEBRUARY 24, 2026. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, February 24, 2026, at 5:06 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler and Jim Villard. Malcolm Larvadain was absent. Also present were Mayor Roy, City Attorney Jonathon Goins, Michael Caffery, and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Villard, and the Pledge of Allegiance was led by Ms. Felter. On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on February 10, 2026, were unanimously approved by the Council.
EXECUTIVE SESSION TO BE HELD PURSUANT R.S.42:17 (A) (2) ON THE FOLLOWING:
- (a) To consider an executive session to receive a report and the recommendation from the City Attorney regarding settling the “Vanessa Moreno v. City of Alexandria, “Docket No. 278,645-F, and other matters related thereto.
On a motion of Mr. Fowler and seconded by Mr. Villard the Council unanimously entered executive session at 5:10 p.m.
On a motion of Mr. Fowler and seconded by Mr. Johnson the Council unanimously exited executive session at 5:31 p.m.
RESOLUTIONS
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Johnson.
RESOLUTION NO. 0016-2026
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ELECTRIC DISTRIBUTION OPERATING SUPPLIES. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Perry, Johnson, Felter, Green, Fowler.
NAYS: None.
ABSENT: Larvadain.
This resolution was thereupon declared adopted on this the 24th day of February 2026.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Johnson.
RESOLUTION NO. 0017-2026
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR FULL SPECTRUM IMAGING SYSTEM II COLOR LAB SYSTEM AND FULL SPECTRUM IMAGING SYSTEM II COLOR MOBILE SYSTEM FOR THE POLICE DEPARTMENT.
The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Perry, Johnson, Felter, Green, Fowler.
NAYS: None.
ABSENT: Larvadain.
This resolution was thereupon declared adopted on this the 24th day of February 2026.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0018-2026
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ELECTRIC METERS AND ACCESSORIES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT.
The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Perry, Johnson, Felter, Green, Fowler.
NAYS: None.
ABSENT: Larvadain.
This resolution was thereupon declared adopted on this the 24th day of February 2026.
Mr. Johnson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0019-2026
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR OPERATING CHEMICALS FOR WASTEWATER DEPARTMENT. The President called for any discussion; a vote was called for and resulted as follows: YEAS: Johnson, Felter, Green, Fowler, Villard, Perry.
NAYS: None.
ABSENT: Larvadain.
This resolution was thereupon declared adopted on this the 24th day of February 2026.
ORDINANCES FOR FINAL ADOPTION
SUBJECT TO A PUBLIC HEARING
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 10-2026
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BULK FUEL VEHICLES AND EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion; a vote was called for and resulted as follows: YEAS: Villard, Perry, Johnson, Felter, Green, Fowler.
NAYS: None.

This ordinance was thereupon declared adopted on this the 24th day of February 2026.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Johnson.
ORDINANCE NO. 11-2026
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM FRESH IMPRESSION CLEANING CREW FOR JANITORIAL SERVICES AT THE WASTEWATER AND LAB TESTING BUILDINGS AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Perry, Johnson, Felter, Green.
NAYS: None.

This ordinance was thereupon declared adopted on this the 24th day of February 2026.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler. ORDINANCE NO. 12-2026
AN ORDINANCE TO ACCEPT THE RECOMMENDATION OF THE CITY ATTORNEY AND TO AUTHORIZE THE CITY ATTORNEY TO SETTLE AND COMPROMISE THE MATTER “VANESSA MORENO V. CITY OF ALEXANDRIA, “DOCKET NO. 278,645-F, 9TH JUDICIAL DISTRICT COURT AND OTHER MATTERS RELATED THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A
PROFESSIONAL SERVICE AGREEMENT WITH PERFORMANCE PROTOCOL TO PROVIDE LEADERSHIP TRAINING AND RECRUITMENT RESOURCES FOR THE ALEXANDRIA POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Perry, Johnson, Felter, Green.
NAYS: None.
