PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT AN EMERGENCY MEETING HELD ON JANUARY 23, 2026. The Council of the City of Alexandria, Louisiana, met in an emergency session in the City Council Chambers, on Friday, January 23, 2026, at 4:00 P.M. Those present were the Honorable Cynthia Perry, Gary Johnson, Lizzie Felter, Jules Green, Chuck Fowler, Jim Villard and Malcolm Larvadain. Also present were Mayor Roy, Fire Chief Sam Allen and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Cynthia Perry, who stated that the Council was ready for the transaction of business. The following emergency ordinance was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 8-2026

AN ORDINANCE TO ADDRESS A PUBLIC EMERGENCY FROM

JANUARY 2026 WINTER WEATHER EVENT; TO DECLARE A PUBLIC EMERGENCY AND TO AUTHORIZE THE MAYOR TO ENTER INTO ANY NECESSARY CONTRACTS WITH POWER LINE CONTRACTORS, TREE TRIMMING OR CHIPPING CONTRACTORS, DEBRIS REMOVAL CONTRACTORS OR OTHER CONTRACTORS PROVIDING SERVICES NECESSARY FOR UTILITY AND PUBLIC WORKS AND OTHER PUBLIC SERVICES AND NECESSITIES FOR THE CITY; TO AMEND ANY CURRENT CONTRACTS WITH EXISTING CONTRACTORS RELATED THERETO; TO RATIFY CONTRACTS EXECUTED BY THE MAYOR RELATED TO THE CITY RESPONSE TO JANUARY 2026 WINTER WEATHER EVENT AND DAMAGES RELATED THERETO; TO AUTHORIZE THE MAYOR AND THE CITY TO ENTER INTO CONTRACTS AND RECEIVE ASSISTANCE FROM STATE, FEDERAL AND OTHER PUBLIC AGENCIES FOR ASSISTANCE O R REIMBURSEMENTS FOR COST AND EXPENSES RELATED TO SERVICES AND MATERIALS ASSOCIATED WITH CITY RESPONSES TO JANUARY 2026 WINTER WEATHER EVENT AND DAMAGES AND IMPACTS ASSOCIATED THEREWITH; TO AUTHORIZE THE MAYOR TO CONSIDER AND EXTEND OVERTIME PAY COMPENSATION AND BENEFITS TO CITY EMPLOYEES; TO AMEND THE CITY OPERATING BUDGET TO PROVIDE ADDITIONAL FUNDS AND AUTHORIZED EXPENSES RELATED TO THE DECLARATION OF AN EMERGENCY AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

The President called for any discussion; a vote was called for and resulted as follows: YEAS: Fowler, Villard, Larvadain, Perry, Johnson, Felter, Green.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 23rd day of January 2026.

The President adjourned the meeting at: 4:45 p.m.
