APPROVAL OF MINUTES
On a motion of Mr. Rubin and seconded by Ms. Felter the minutes taken from a regular Council Meeting held on June 25, 2024 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Bids were received for liquid chlorine one (1) ton cylinder for Water and Wastewater Departments. Name of Bidders Univar Solutions – no bid PVS DS Inc. Harcros Chemicals Inc. Allied Universal Corporation
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR LIQUID CHLORINE ONE (1) TON CYLINDER FOR THE WATER AND WASTEWATER DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL VEHICLE BID CURRENT MODEL YEAR AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH SERVICEMASTER BY CLARK FOR JANITORIAL SERVICES AT THE UTILITY CUSTOMER SERVICE BUILDING AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH U. S. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH E. WOOLF LANDSCAPE FOR LANDSCAPE MAINTENANCE SERVICES FOR UPPER THIRD STREETSCAPE AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVICE CONTRACT WITH EMERALD TRANSFORMERS, POWER ELECTRONICS AND MS-TN TRANSFORMERS, INC. FOR TRANSFORMER REPAIRS POLEMOUNT AND PADMOUNT FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO SUPPLEMENTAL AGREEMENT NO. 1 FOR ENGINEERING SERVICES FOR LOUISIANA WATERSHED INITIATIVE CHATLIN LAKE CANAL BACKWATER OVERFLOW RELIEF STRUCTURE TO RED RIVER AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM SOL POWERLINES, LLC FOR OVERHEAD ELECTRIC DISTRIBUTION MAINTENANCE SERVICES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE CHANGE ORDER AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO PURCHASE A POLARIS XP 1000 AND RELATED EQUIPMENT AND ACCESSORIES FROM POLARIS OF RUSTON AND EXECUTE ANY AND ALL DOCUMENTS/AGREEMENTS NECESSARY AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE REZONING PROPERTIES LOCATED AT 3031 AND 3105 DAWKINS STREET FROM SF-2 (SINGLE FAMILY DISTRICT) TO B-3 (GENERAL BUSINESS DISTRICT) TO ALLOW FOR THE EXPANSION OF COMMERCIAL PARKING AT THE SITE FOR EXISTING BUSINESSES AND OTHER MATTERS WITH RESPECT THERETO.
