THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MARCH 21, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, March 21, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Also present were Mayor Roy, Michael Caffery, City Attorney Jonathon Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Villard and seconded by Mr. Fowler the minutes taken from a regular Council Meeting held on March 7, 2023 were unanimously approved by the Council. PRESENTATION – JB HOUSING GROUP Ms. Julie Clark spoke about Unforgotten Veterans of Cenla. Mayor Roy presented her with a letter of commendation for her efforts in trying to eradicate homelessness in the Veteran population in Alexandria. PRESENTATION – FIRST 100 DAYS Mayor Roy talked about the successes of the first 100 days of his administration. Mr. Washington announced that Mt. Zion Baptist Church was hosting Taking Back Our Youth Crusade on Tuesday, April 4, 2023 from 5-8:30 p.m. Mr. Rubin stated that the Council had received the Mayor’s proposed 20232024 annual budget and that there would be budget hearings held on April 11, 12 and 13 from 3:30-5:00 p.m. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for herbicides. Name of Bidders Pro Pest and Lawn Store Heritage Landscape Supply Group Red River Specialties Helena AGRI Enterprises Nutrien Solutions Rentokil Inc. Site One Landscape

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR HERBICIDES AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CHRISTUS CABRINI FOUNDATION TO CO-SPONSOR THE 2023 WALMART CMN GOLF TOURNAMENT SCHEDULE FOR MAY 16, 2023 AT THE LINKS ON THE BAYOU BENEFITING CHILDREN’S MIRACLE NETWORK AND OTHER MATTERS WITH RESPECT THERETO. PUBLIC HEARING – COMMUNITY DEVELOPMENT

On a motion of Mr. Villard and seconded by Ms. Felter the public hearing was opened at 6:27 p.m.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter.

RESOLUTION NO. 0392-2023

RESOLUTION TAKING ACTION ON TWENTY-FIVE (25) STRUCTURES THROUGHOUT THE CITY. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 21st day of March, 2023. On a motion of Mr. Fowler and seconded by Mr. Rubin, the public hearing was closed at 7:06 p.m.

ORDINANCE FOR INTRODUCTION

Bids were received for construction and maintenance materials. Name of Bidders Maverick Construction, LLC Luhr Bros., Inc. VanTel, LLC

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Fowler to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONSTRUCTION AND MAINTENANCE MATERIALS AND OTHER MATTERS WITH RESPECT THERETO.

The President adjourned the meeting at 7:06 p.m.
