8. To consider final adoption of an ordinance authorizing the mayor to promote the city of Alexandria by entering into all contracts with bands and/or vendors for Downtown Rocks, River Fete, Rock on the Red and Winter Fete in 2023.
9. To consider final adoption of an ordinance authorizing the mayor to enter into a Cooperative Endeavor Agreement between the City of Alexandria and Central Louisiana Human Services District.
10. To consider final adoption of an ordinance to amend and reenact Alexandria City Council Ordinance No. 286-2003, §II.; and, to repeal Ordinance No. 37-2013, relative to appointments and terms of office for commissioners of the Greater Alexandria Economic Development Authority (“GAEDA”) District Commission; to provide for appointments to and removal or replacement of GAEDA District Commissioners by members of the City Council; to provide for officers for the district and otherwise to provide for related matters.
11. To consider final adoption of an ordinance authorizing the mayor to enter into a Cooperative Endeavor Agreement with STEM NOLA for STEM Saturday programming and a four-week STEM Camp.
12. To consider final adoption of an ordinance authorizing the mayor to execute an Agreement for Professional Services with regard to engineering services between the City of Alexandria and Monceaux-Buller and Associates, LLC.
13. To consider final adoption of an ordinance declaring certain items as surplus and no longer needed or used by City departments, to be sold at a public auction scheduled for Saturday, March 4, 2023.

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON FEBRUARY 21, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, February 21, 2023 at 5:13 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Also present were Mayor Roy, Kay Michaels, City Attorney Jonathan Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Johnson and the Pledge of Allegiance was led by Mr. Washington. APPROVAL OF MINUTES On a motion of Mr. Villard and seconded by Mr. Fowler the minutes taken from a regular Council Meeting held on February 7, 2023 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for operating supplies for the Gas Department. Name of Bidders Lafayette Winwater Works Coburn Supply

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING SUPPLIES FOR THE GAS DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for operating supplies for the Wastewater Department. Name of Bidders Lafayette Winwater Works Coburn Supply

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING SUPPLIES FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for cast ductile iron and related accessories. Name of Bidders Lafayette Winwater Works Coburn Supply Zenner

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CAST DUCTILE IRON AND RELATED ACCESSORIES AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for exterior water proofing SWAT Building Fire Station Number 5. Name of Bidders No bids were received.

Upon request from the Administration the following item was removed from the agenda: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR EXTERIOR WATERPROOFING SWAT BUILDING FIRE STATION NUMBER 5 AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE TO ESTABLISH AND PROVIDE FUNDING OF THE POSITION OF CHIEF OF ADMINISTRATION OF ALEXANDRIA FIRE DEPARTMENT IN ACCORDANCE WITH LOUISIANA REVISED STATUES 33:2481.6 AND OTHER MATTERS.

The above item was referred by Mr. Fowler to a joint Finance Committee and Personal Committee to be held March 7, 2023.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE TO ESTABLISH TWO DEPUTY CHIEF POSITIONS IN THE ALEXANDRIA POLICE DEPARTMENT IN ACCORDANCE WITH LOUISIANA REVISED STATUES 33:2481.4 AND LOUISIANA REVISED STATUES 33:2481.5 AND OTHER RELATED MATTERS.
