PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MARCH 8, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, March 8, 2022 at 5:00 P.M. Those present were the Honorable, Catherine Davidson, Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler and REDDEX Washington. Gerber Porter was absent. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Rubin and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Villard and seconded by Mr. Rubin the minutes taken from a regular Council meeting held February 22, 2022 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for electric meters and accessories. Name of Bidders Badger Meter Curtis Stout (BSI) Gresco Utility Wesco Distributors

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BI D SUBMITTED FOR ELECTRIC METERS AND ACCESSORIES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for janitorial supplies. Name of Bidders Interboro Advance Chemical Unipack HD Supply Pyramid School Products Central Poly Economical AGNI Enterprise Sanitize Now Digital Dolphin Products

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR JANITORIAL SUPPLIES AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for one new groundwater well and associated site work at existing Highway 28 well site. Name of Bidders ME Amy Drilling Company Bayou Rapides Corporation Pat Williams Construction

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. Upon recommendation by the Administration and a motion of Mr. Villard and seconded by Ms. Perry all bids were rejected and re-advertisement was authorized. RESOLUTION NO. 0256-2022

RESOLUTION REJECTING ALL BIDS AND AUTHORIZING RE-ADVERTISEMENT FOR BIDS FOR THE INSTALLATION OF ONE (1) NEW GROUNDWA TER WELL AND ASSOCIATED SITE WORK AT THE EXISTING HIGHWAY 28 WELL S ITE. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Davidson.

NAYS: None.

ABSENT: Porter.

This resolution was thereupon declared adopted on this the 8th day of March, 2022.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CHEMICAL ADDITIVES FOR WARTSILLA ENGINES AT D. G. HUNTER POWER PLANT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWE ST PROPOSAL RECEIVED FROM E. WOOLF LANDSCAPE FOR LANDSCAPE MAINTEN ANCE SERVICES FOR MARTIN PARK AND OTHER MATTERS WITH RESPECT THERETO . On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWE ST PROPOSAL RECEIVED FROM TAYLORSCAPE FOR LANDSCAPE MAINTENANCE SER VICES FOR COMMUNITY CENTERS AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING DE-ANNEXING OF A 58.66 ACRES MORE OR LESS, SITUATED IN SECTION 26, 27 AND 28 TOWNSHIP 4 NORTH, RANGE 2 WEST, SOUTHWESTERN LAND DISTRICT, RAPIDES PARISH, LOUISIANA AND BEING THAT PROPERTY SHOWN ON THE CERTIFICATE OF SURVEY BY BALLARD AND ASSOCIATES, INC AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CO OPERATIVE ENDEAVOR AGREEMENT WITH THE RAPIDES PARISH EXPLORATORY EDUCATION HOUSE (T.R.E.E. HOUSE) FOR CONTINUED USE OF THE MUSEUM BUILDING AT

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0257-2022

RESOLUTION CONFIRMING THE APPOINTMENT OF TRAYCE SNOW T O SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY B OARD OF COMMISSIONERS REPRESENTING DISTRICT 4.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Davidson, Villard, Perry, Rubin.

NAYS: None.

ABSENT: Porter.

This resolution was thereupon declared adopted on this the 8th day of March, 2022.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0258-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR OPERA TING CHEMICALS FOR WASTEWATER DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Davidson.

NAYS: None.

ABSENT: Porter.

This resolution was thereupon declared adopted on this the 8th day of March, 2022.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 28-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A MINIMUM OF ONE (1) REAR LOADING REFUSE TRUCK 25 CUBIC YARD CAPACITY AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Davidson, Villard, Perry, Rubin.

NAYS: None.

ABSENT: Porter.

This ordinance was thereupon declared adopted on this the 8th day of March, 2022.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A DIGITAL FULL COLOR PRINTING PRESS FOR THE PRINT SHOP AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Davidson, Villard, Perry, Rubin.

NAYS: None.

This ordinance was thereupon declared adopted on this the 8th day of March, 2022.

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED FOR OPERATING SUPPLIES FOR THE WASTEWATER D EPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

This ordinance was thereupon declared adopted on this the 8th day of March, 2022.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Villard. ORDINANCE NO. 32-2022 AN ORDINANCE TO RENEW THE EXISTING CONTRACT WITH FLUID PROCESS AND PUMPS, LLC FOR CHLORINATION AND DECHLORINATION EQUI PMENT FOR WATER AND WASTEWATER DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Fowler, Washington, Davidson, Villard, Perry.

NAYS: None.

This ordinance was thereupon declared adopted on this the 8th day of March, 2022.

ORDINANCE NO. 33-2022

AN ORDINANCE

AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH

KOLDER, SLAVEN AND COMPANY FOR ANNUAL AUDIT AND RELATED SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Davidson, Villard, Perry, Rubin.

NAYS: None. ABSENT: Porter.

This ordinance was thereupon declared adopted on this the 8th day of March, 2022.

On a motion of Mr. Villard and seconded by Mr. Fowler, the following item was delayed until April 5, 2022:
