PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR M EETING HELD ON FEBRUARY 8, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, February 8, 2022 at 5:00 P.M. Those present were the Honorable, Catherine Davidson, Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler, REDDEX Washington and Gerber Porter. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Rubin and the Pledge of Allegiance was led by Mr. Washington. PRESENTATION FROM THE MAYOR’S YOUTH COUNCIL Mr. James Woodley introduced two members of the 2022 Mayor’s Youth Council.

APPROVAL OF MINUTES

On a motion of Mr. Rubin and seconded by Mr. Fowler the minutes taken from a regular Council m eeting held January 25, 2022 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AMENDING THE 2021 -2022 CAPITAL BUDGET ADDING FUNDS TO PRESCOTT 2400V CONVERSION AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH ALEXANDRIA DIXIE GIRLS SOFTBALL TO HOST AND CO-SPONSOR THE SOFTBALL WORLD SERIES FROM JULY 29 -AUGUST 5, 2022 AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE REVISING SECTION 13 -54 OF THE CITY OF ALEXANDRIA MUNICIPAL CODES WITH RESPECT TO EMERGENCY OR NON -EMERGENCY SERVICE OPERATORS LICENSE REQUIRED AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0248-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR HERBICIDES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 8th day of February, 2022.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler. RESOLUTION NO. 0249-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

CONSTRUCTION AND MAINTENANCE MATERIALS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 8th day of February, 2022.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0250-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A MINIMUM OF ONE (1) 40-FOOT TELESCOPIC ARTICULATING AERIAL DEVICE (BUCKET TRUCK).

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 8th day of February, 2022.

ORDINANCES FOR FINAL ADOPTION

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler.

ORDINANCE NO. 15-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR KISATCHIE WELL FIELD STAND BY GENERATION PROJECT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Rubin.

ORDINANCE NO. 16-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONSTRUCTION OF A CART PATH AND CART PARKING AT LINKS ON THE BAYOU GOLF COURSE AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Villard.

ORDINANCE NO. 17-2022

AN ORDINANCE AMENDING AND REENACTING THE ALEXANDRIA CODE OF ORDINANCE SECTION 26-89.3 9(B) RELATIVE TO APPLICABILITY OF OPTIONAL METERING ELECTRIC SERVICE AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Fowler, Washington, Porter, Davidson, Villard, Perry.

NAYS: None.

ABSENT: None.

ORDINANCE NO. 18-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH CBS CLEANING SERVICES FOR JANITORIAL SERVICES FOR THE WASTEWATER AND LAB TESTING DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

ORDINANCE NO. 19-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH TEECO SAFETY, INCORPORATED, AND DANA SAFETY SUPPLY FOR POLICE UNIFORM ACCESSORIES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

ORDINANCE NO. 20-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH CLEAN EARTH FOR HOUSEHOLD HAZARDOUS WASTE TRANSPORTING DISPOSAL AND RECLAMATION SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

ORDINANCE NO. 21-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH WARTSILA NORTH AMERICAN INCORPORATED FOR RICE SPARE PARTS FOR DG HUNTER AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 22-2022

AN ORDINANCE AUTHORIZING THE MAYOR TO GRANT A SPECIAL EXCEPTION FOR WATER SERVICE FOR THE PROPOSED BAYOU FIELDS SUBDIVISION LOCATED ALONG BAYOU RAPIDES ROAD AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

Ms. Davidson made a motion to amend the following ordinance to authorize the Mayor to enter into a contract for appraisal only of property or properties proposed for a civil rights park and Mr. Porter seconded:

AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY TO ENTER INTO A CONTRACT TO PURCHASE PROPERTY FOR A CIVIL RIGHTS PARK; AND TO AUTHORIZE AN APPRAISAL AND AN OFFER TO PURCHASE AND OTHERWISE TO PROVIDE AUTHORIZATION FOR THE CITY TO PURCHASE PROPERTY AND RELATED MATTERS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Villard, Perry, Porter, Washington.

NAYS: Rubin, Fowler.

ABSENT: None.

This amendment was adopted.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption as amended on a motion of Mr. Porter and seconded by Ms. Davidson.

ORDINANCE NO. 23-2022

AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY TO ENTER INTO A CONTRACT TO PURCHASE PROPERTY FOR A CIVIL RIGHTS PARK; AND TO AUTHORIZE AN APPRAISAL AND AN OFFER TO PURCHASE AND OTHERWISE TO PROVIDE AUTHORIZATION FOR THE CITY TO PURCHASE PROPERTY AND RELATED MATTERS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Porter, Davidson, Villard, Perry, Rubin, Fowler, Washington.

NAYS: None.

This ordinance was thereupon declared adopted on this the 8th day of February, 2022.

ORDINANCE NO. 24-2022

AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF THE ALEXANDRIA TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE LOUISIANA HOUSING CORPORATION FOR FINANCING OF AFFORDABLE HOUSING DEVELOPMENT FOR NEW HOUSING CONSTRUCTION WITH HOME GRANT FUNDS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A

COOPERATIVE ENDEAVOR AGREEMENT WITH GRACE CHRISTIAN SCHOOL FOR USE OF CITY RECREATION FACILITIES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:
