PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR M EETING HELD ON DECEMBER 14, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, December 14, 2021 at 5:00 P.M. Those present were the Honorable, James “Jim” Villard, Chuck Fowler, Cynthia Perry, Lee Rubin, Catherine Davidson, Gerber Porter and REDDEX Washington. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Council m eeting held November 30, 202 1 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Upon request from the Administration, the following item was removed from the agenda: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A DIGITAL FULL COLOR PRINTING PRESS FOR THE PRINT S HOP AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for fuel bulk for vehicles and equipment. Name of Bidders Lott Oil Company McCartney Oil Cultiv8 Hemp Solutions, Inc. Petroleum Traders

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FUEL BULK FOR VEHICLES AND EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH SCRD WOOD PRODUCTS, LLC FOR MIXED DEBRIS REMOVAL AND DISPOSAL SERVICES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH CGI COMMUNICATIONS TO PRODUCE A PROMOTIONAL VIDEO FOR THE CITY OF ALEXANDRIA AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH TJC GROUP FOR CONSULTING SERVICES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A POLE JOINT USE AGREEMENT WITH VEXUS FIBER AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: FROM A B-2 (COMMUNITY BUSINESS DISTRICT) TO A C -1 (LIMITED COMMERCIAL DISTRICT) AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: FROM A SF-2 (SINGLE FAMILY DISTRICT) TO A MU (MIXED USE DISTRICT) AND OTHER MATTERS WITH RESPECT THERETO. Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0232-2021

RESOLUTION CANCELING THE REGULAR COUNCIL MEETING SCHEDULED FOR TUESDAY, DECEMBER 28, 2021.

The President called for any discussion, a vote was called for and resulted as follows:

This resolution was thereupon declared adopted on this the 14th day of December, 2021.

Ms. Davidson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0233-2021

RESOLUTION CONFIRMING THE REGULAR CITY COUNCIL MEETINGS DATES IN THE YEAR 2022.

The President called for any discussion, a vote was called for and resulted as follows:

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0234-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF A CART PATH AND CART PARKING AT LINKS ON THE BAYOU GOLF COURSE.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR INSTALLATION OF ONE NEW GROUNDWATER WELL AND ASSOCIATED SITE WORK AT HIGHWAY 1 SOUTH WELL FIELD AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE RAPIDES AREA PLANNING COMMISSION FOR SERVICES RELATED TO CITY COUNCIL DISTRICT REAPPORTIONMENT AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSALS FROM CROWDER GULF AND CERES FOR DISASTER DEBRIS REMOVAL, REDUCTION AND DISPOSAL SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

This ordinance was thereupon declared adopted on this the 14th day of December, 2021.

Mr. Rubin moved to amend the following to a contract term of 1 year (January –December 2022) with an option to renew with Council approval for an additional year and Ms. Davidson seconded the motion.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption as amended on a motion of Mr. Fowler and seconded by Ms. Davidson.

ORDINANCE NO. 199-2021

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH KINETIX FOR ALEXANDRIA POLICE DEPARTMENT RECRUITING AND OTHERWISE TO PROVIDE WITH RESPECT THERETO AND OTHER MATTERS WITH RESPECT THERETO. The President called for any discussion, a vote was called for and resulted as follows:
