PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON NOVEMBER 30, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, November 30, 2021 at 5:50 P.M. Those present were the Honorable, James “Jim” Villard, Chuck Fowler, Cynthia Perry, Lee Rubin, Catherine Davidson, Gerber Porter and REDDEX Washington. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Rubin. APPROVAL OF MINUTES On a motion of Mr. Rubin and seconded by Mr. Fowler the minutes taken from a regular Council m eeting held November 16, 202 1 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Bids were received for one new groundwater well and associated site work at Highway 1 South Well Field. Name of Bidders Womack and Sons Construction Group Continental Drilling Service Layne Christensen Company Rylee Contracting

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR INSTALLATION OF ONE NEW GROUNDWATER WELL AND ASSOCIATED SITE WORK AT HIGHWAY 1 SOUTH WELL FIELD AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for Randolph Riverfront Center Waterproofing of exterior was system. Name of Bidders Tudor Inc. Pat Williams Constructing, Inc.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR RANDOLPH RIVERFRONT CENTER WATERPROOFING OF EXTERIOR WALL SYSTEM AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for water meters and itron erts. Name of Bidders Aqua Metric United Systems Lafayette Winwater The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER METERS AND ITRON ERTS AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for petroleum products. Name of Bidders Lott Oil

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PETROLEUM PRODUCTS AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO ENTER INTO AN I NTERGOVERNMENTAL AGREEMENT WITH THE RAPIDES AREA PLANNING COMMISSION FOR SERVICES RELATED TO CITY COUNCIL DISTRICT REAPPORTIONMENT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL FROM TETRA TECH FOR EMERGENCY DEBRIS REMOVAL MONITORING SERVICES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSALS FROM CROWDER GULF AND CERES FOR DISASTER DEBRIS REMOVAL, REDUCTION AND DISPOSAL SERVICES AND OTHER MATTERS WITH RES PECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH KINETIX FOR ALEXANDRIA POLICE DEPARTMENT RECRUITING AND OTHERWISE TO PROVIDE WITH RESPECT THERETO AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST BID BY BAYOU RAPIDES CORPORATIO N TO DISPOSE OF RAPIDES BAYOU DOCK AT NORTH 16TH STREET AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPER ATIVE ENDEAVOR AGREEMENT WITH CITY WIDE INTERDENOMINATIONAL CRUSADE TO CO-SPONSOR MLK CELEBRATIONS AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH ENTERPRISE PRODUCTS OPERATING, LLC FOR NATURAL GAS SUPPLY SERVICES FOR THE CITY’S LDC AND POWER PLANT REQUIREMENTS AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE ANNEXING 9.56 -ACRES LOCATED IN SECTION 22, TOWNSHIP 4 NORTH, RANGE 1 WEST, ON BROWNS BEND ROAD, RAPIDES PARISH, LOUISIANA AND OTHER MATTERS WITH RESPECT THERETO. RESOLUTIONS Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Davidson.

RESOLUTION NO. 0229-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A MINIMUM OF ONE

  • (1) 40-FOOT TELESCOPIC ARTICULATING AERIAL DEVICE BUCKET TRUCK.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 30th day of November, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0230-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR OPERATING SUPPLIES FOR THE GAS DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 30th day of November, 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0231-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE KISATCHIE WELL FIELD STAND BY GENERATION PROJECT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Fowler, Porter, Davidson, Washington.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 30th day of November, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 188-2021

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PETROLEUM PRODUCTS AND ADDITIVES FOR WARTSILLA ENGINES DG HUNTER AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

This ordinance was thereupon declared adopted on this the 30th day of November, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Ms. Davidson and seconded by Mr. Fowler.

ORDINANCE NO. 189-2021 AN ORDINANCE TO EXECUTE CHANGE ORDER NUMBER 3 FOR CAPITAL IMPROVEMENTS PROJECT MALL DITCH IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Washington, Rubin, Perry, Villard, Fowler, Porter.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 30th day of November, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Ms. Davidson and seconded by Mr. Rubin.

ORDINANCE NO. 190-2021

AN ORDINANCE AUTHORIZING THE CITY ATTORNEY TO COMPROMISE AND SETTLE THE CLAIMS AND DISPUTES IN THE MATTERS ENTITLED “TEMEKA LATANYA BROWN AKA TEMEKIA TURNER, INDIVIDUALLY AND ON BEHALF OF HER DECEASED DAUGHTER ASHLEY MORTLE V. CITY OF ALEXANDRIA, RONNEY L. HOWARD AND JOSEPH RACHAL.” DOCKET # 271,449-F ON THE DOCKET OF THE 9TH JUDICIAL DISTRICT COURT; AND, “WAYNE COMPTON, SR. AND CHASITY H. COMPTON, INDIVIDUALLY AND ON BEHALF OF THEIR DECEASED DAUGHTER, DESTINY COMPTON V. CITY OF ALEXANDRIA, RONNEY L. HOWARD AND JOSEPH RACHAL”, DOCKET #271,450-E ON THE DOCKET OF THE 9TH JUDICIAL DISTRICT COURT; PROVIDING FOR THE FUNDING OF THE SETTLEMENTS AND OTHERWISE PROVIDING WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Perry.

ORDINANCE NO. 191-2021

AN ORDINANCE DECLARING SIX ACRES, MORE OR LESS, SURPLUS PROPERTY AND OTHERWISE NOT NEEDED FOR PUBLIC PURPOSES AND AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO ENTER INTO AN ACT OF CASH SALE AND OTHER NECESSARY CONTRACTS WITH RAPIDES HOUSING, LP PROVIDING FOR A SALE OF 6 ACRES, MORE OR LESS, OF PROPERTY FROM THE CITY AND OTHERWISE CONCERNING THE SALE OF A PORTION OF PROPERTY FORMERLY BEING PART OF THE HODGES STOCKYARD TRACT LOCATED AND WITH CERTAIN FRONTAGE ON THIRD STREET; TO AUTHORIZE A CONTRACT OF SALE OF PROPERTY FROM THE CITY FOR CONSIDERATION TO RAPIDES HOUSING, LP AND TO OTHERWISE AUTHORIZE SUCH AGREEMENTS AS NECESSARY FOR THE SALE AND TRANSACTION AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
